The Center for Global Studies (CGS) at the Houston Advanced Research Center (HARC)
conducts research on human activities that affect the environment and develops strategies and
policies that move towards sustainability. This is accomplished by working with scientists, policy
makers, and community leaders to build consensus on our understanding of the issues and
approaches that work.
The Center was created in 1974 to explore connections between resource constraints, economic
growth, and environmental quality. In 1984, CGS became the policy research division of HARC, a
non-profit research corporation that fosters collaboration among researchers from universities,
industry, and government. Recent efforts include:
• Development strategies based on sustainability principles that conserve natural resources,
protect environmental quality, and provide for human development.
• International and regional environmental issues—particularly climate variability, global warming
and water resources.
• Training initiatives for developing countries that incorporate sustainable development practices.
• Regional analyses of relative environmental risks and new approaches to environmental
policy.
• Connections among energy, transportation and environmental policy—such as restructuring of
electric power industries and alternative transportation fuels.
