major stock markets. Of these, six have over 200 local employees and over US $100 million <strong>in</strong><br />

assets (see Table 3). 5<br />

Most of the firms are located <strong>in</strong> the Lake Victoria Zone which is an important economic<br />

region for m<strong>in</strong><strong>in</strong>g firms. Six out of n<strong>in</strong>e companies <strong>in</strong> our sample are located <strong>in</strong> this area. This<br />

also allows us to control for locational variations <strong>in</strong> exam<strong>in</strong><strong>in</strong>g strategies used by these firms. In<br />

the case of Ch<strong>in</strong>ese firms, we selected both state and private owned MNEs to m<strong>in</strong>imize sample<br />

selection bias. The variation <strong>in</strong> ownership type allows us to explore the question of whether the<br />

Ch<strong>in</strong>ese government plays a different role <strong>in</strong> facilitat<strong>in</strong>g <strong>in</strong>ternational <strong>in</strong>vestments of state and<br />

private owned Ch<strong>in</strong>ese MNEs <strong>in</strong> natural resource <strong>in</strong>dustries <strong>in</strong> <strong>Africa</strong>.<br />

Besides the n<strong>in</strong>e Ch<strong>in</strong>ese and Western MNEs, we also <strong>in</strong>terviewed two Tanzanian<br />

government officials (TZ Official #1: <strong>Direct</strong>or of Tanzania <strong>Investment</strong> & Research Centre, and<br />

TZ Official #2: Pr<strong>in</strong>cipal Officer – Tanzania Revenue Agency) and three Ch<strong>in</strong>ese government<br />

officials (CN Official #1: the Ch<strong>in</strong>ese Ambassador <strong>in</strong> Tanzania, CN Official #2: Cultural<br />

exchange representative <strong>in</strong> Tanzania, CN Official #3: a representative <strong>in</strong> the Economic and<br />

Commercial Representation <strong>in</strong> Tanzania).<br />

All the <strong>in</strong>terviews with the managers <strong>in</strong> the MNEs and with the government officials took<br />

place between May and June 2010, on a full-time basis. The <strong>in</strong>terviews lasted from 45 m<strong>in</strong>utes to<br />

4 hours. The majority of the <strong>in</strong>terviews were face-to-face. Most <strong>in</strong>terviews were recorded and<br />

transcribed verbatim. We adopted semi-structured <strong>in</strong>terviews follow<strong>in</strong>g the research questions<br />

and goals of this study.<br />
