The policy banks <strong>in</strong> Ch<strong>in</strong>a (Ch<strong>in</strong>a Development Bank, Ch<strong>in</strong>a Export Import Bank, and<br />

Ch<strong>in</strong>a Agricultural Development Bank) have played an important role <strong>in</strong> provid<strong>in</strong>g f<strong>in</strong>ancial<br />

resources for firms once they have identified new <strong>in</strong>vestment or trade opportunities. In particular,<br />

Ch<strong>in</strong>a Export Import Bank is target<strong>in</strong>g sectors where Western private or official capital is often<br />

scarce -- that is, physical <strong>in</strong>frastructure (Moss and Rose, 2006). Ch<strong>in</strong>ese #1, #2, and #5 <strong>in</strong>dicated<br />

explicitly that they had received fund<strong>in</strong>g (e.g., low cost loans) from the Ch<strong>in</strong>ese government,<br />

which was critical <strong>in</strong> w<strong>in</strong>n<strong>in</strong>g bids and build<strong>in</strong>g projects <strong>in</strong> Tanzania. The fact that Ch<strong>in</strong>ese #5 is<br />

a private company suggests that the Ch<strong>in</strong>ese government is will<strong>in</strong>g to support not only state-<br />

owned but also large private companies to expand overseas and build competitiveness.<br />

Contributions of MNEs to Host Country Community Modernization<br />

Our <strong>in</strong>terview <strong>in</strong>formation suggests two dist<strong>in</strong>ct features of Ch<strong>in</strong>ese <strong>in</strong>vestments <strong>in</strong><br />

corporate social responsibility (CSR) activities: multiple purpose projects <strong>in</strong> local communities,<br />

and localized CSR activities. We elaborate on them below.<br />

Multiple purpose projects <strong>in</strong> local communities conducted by a cluster of firms<br />

The unique feature of Ch<strong>in</strong>ese <strong>in</strong>vestments <strong>in</strong> community modernization is that the<br />

lead<strong>in</strong>g Ch<strong>in</strong>ese companies <strong>in</strong> natural resource <strong>in</strong>dustries typically propose multiple purpose<br />

projects <strong>in</strong> <strong>in</strong>frastructure, manufactur<strong>in</strong>g, agro-based <strong>in</strong>dustries, health, and education to<br />

modernize different aspects of a local community. Apparently, the lead<strong>in</strong>g natural resource<br />

companies are not able to provide services <strong>in</strong> all sectors by themselves. Lack<strong>in</strong>g the capability to<br />

deliver a broad array of local benefits, they typically ally with other firms and form consortia.<br />

They often ask the help of the Ch<strong>in</strong>ese government to identify/br<strong>in</strong>g other firms or people with<br />

needed expertise to the consortium. These Ch<strong>in</strong>ese consortia, act<strong>in</strong>g <strong>in</strong> a coord<strong>in</strong>ated way, have<br />
