Ch<strong>in</strong>ese style collaborative approach. A Tanzanian government official (TZ official #1)<br />

observed that the Ch<strong>in</strong>ese government prefers to sit down and hold discussions with the<br />

Tanzanian government <strong>in</strong> seek<strong>in</strong>g mutual cooperative partnerships. The Ch<strong>in</strong>ese government’s<br />

goal is to f<strong>in</strong>d practical and feasible solutions to launch projects as early as possible and achieve<br />

quick results that can benefit the Tanzanian people as soon as possible. Another Tanzanian<br />

government official (TZ official #2) and a Ch<strong>in</strong>ese government official (CN official #1) also<br />

observed how the Ch<strong>in</strong>ese government pays attention to mutual trust and w<strong>in</strong>-w<strong>in</strong> relationships<br />

when deal<strong>in</strong>g with not only Tanzania but also countries <strong>in</strong> war zones. The Ch<strong>in</strong>ese government<br />

helps the <strong>Africa</strong>n governments to identify their needs and then the means to achieve their goals.<br />

Rapid <strong>in</strong>frastructure improvement. TZ Official #2 compared Ch<strong>in</strong>ese fund<strong>in</strong>g programs<br />

with those from the World Bank and IMF and concluded that the advantage of the Ch<strong>in</strong>ese<br />

fund<strong>in</strong>g program is that it can help <strong>Africa</strong>n countries to improve <strong>in</strong>frastructure systems with<strong>in</strong> a<br />

short time period. As observed by CN Official #2, “We know the root causes of poverty <strong>in</strong><br />

develop<strong>in</strong>g countries. As such, our first hand experience puts us <strong>in</strong> a better comparative<br />

advantage to critically address issues here.” Infrastructure improvement is certa<strong>in</strong>ly an important<br />

area where Ch<strong>in</strong>a can transfer its domestic experience and knowledge.<br />

"<strong>Resource</strong>-backed" loans with no Western types of conditions. Ch<strong>in</strong>a provides resource-<br />

backed loans (i.e., <strong>Africa</strong>n countries can use resources as a guarantee for loans) for <strong>in</strong>frastructure<br />

project <strong>in</strong> countries like Tanzania that have poor <strong>in</strong>frastructure systems. Unlike Western<br />

countries which often tie aids with conditions (e.g., good governance, elections, reforms, etc),<br />

Ch<strong>in</strong>a does not impose conditions on loans. Indeed, the Ch<strong>in</strong>ese government follows closely its<br />
