New <strong>in</strong>vestment opportunities. After the negotiations with the Tanzanian government, the<br />

Ch<strong>in</strong>ese government suggests <strong>in</strong>vestment opportunities to the Ch<strong>in</strong>ese firms (state and private<br />

owned) <strong>in</strong>terested <strong>in</strong> <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> <strong>Africa</strong>. Ch<strong>in</strong>ese #2 entered Tanzania because it saw an<br />

advertisement from the Ch<strong>in</strong>ese government and followed the guidance of the government.<br />

Ch<strong>in</strong>ese #5 was given the opportunity by the Ch<strong>in</strong>ese government to explore oil <strong>in</strong> Rukwa<br />

Region. The Ch<strong>in</strong>ese government not only creates opportunities for the Ch<strong>in</strong>ese firms but also<br />

helps them to negotiate for <strong>in</strong>vestment opportunities once the firms have discovered them.<br />

Ch<strong>in</strong>ese #2 emphasized the advantage it has <strong>in</strong> Tanzania is that once it f<strong>in</strong>ds new resources, it<br />

reports to the Ch<strong>in</strong>ese government who will then enter <strong>in</strong>to negotiations with the Tanzanian<br />

government for licenses. Similarly, Ch<strong>in</strong>ese #3 discovered new coal reserves and presented its<br />

report to the Ch<strong>in</strong>ese government who would <strong>in</strong>struct it later whether the company would get the<br />

deal. CN Official #3 po<strong>in</strong>ted out that the Economic and Commercial Representation of the<br />

People’s Republic of Ch<strong>in</strong>a <strong>in</strong> Tanzania plays a critical role <strong>in</strong> provid<strong>in</strong>g <strong>in</strong>formation to the<br />

Ch<strong>in</strong>ese government and Ch<strong>in</strong>ese firms and <strong>in</strong> work<strong>in</strong>g as an <strong>in</strong>termediary to connect the firms<br />

and government organizations.<br />

Collaboration opportunities with other Ch<strong>in</strong>ese companies. The Ch<strong>in</strong>ese government<br />

plays an important role <strong>in</strong> assist<strong>in</strong>g Ch<strong>in</strong>ese firms to form jo<strong>in</strong>t ventures <strong>in</strong> explor<strong>in</strong>g bus<strong>in</strong>ess<br />

opportunities. Ch<strong>in</strong>ese #1 was <strong>in</strong>vited by the government to collaborate with another two<br />

Ch<strong>in</strong>ese firms <strong>in</strong> natural resource exploratory activities. Ch<strong>in</strong>ese #2 was helped to jo<strong>in</strong> a venture<br />

with a state-owned Ch<strong>in</strong>ese company <strong>in</strong> explor<strong>in</strong>g opportunities <strong>in</strong> DR Congo. Ch<strong>in</strong>ese #3<br />

mentioned that the Ch<strong>in</strong>ese government often helps state controlled firms which focus on large<br />

scale resource ventures to jo<strong>in</strong> with small private Ch<strong>in</strong>ese companies which concentrate on<br />

complementary activities (manufactur<strong>in</strong>g and trade).<br />
