Within 24 hours, DHS announced <strong>the</strong> canceled <strong>the</strong> plan as “premature and a<br />

The incident left a deep impression on MacLean, who weeks after co-<br />

founded a FLEOA TSA/FAMS chapter with Los Angeles FAM Frank Terreri to<br />

challenge Agency mismanagement. FLEOA’s primary, active goal was to<br />

challenge and end headquarters security breaches, including routine exposure<br />

<strong>of</strong> undercover air marshals’ identity. A228; 139-40; 155-59.<br />

FLEOA and MacLean believed <strong>the</strong> Agency was risking catastrophe through<br />

illegality, gross waste <strong>of</strong> funds, abuse <strong>of</strong> authority and overall gross<br />

mismanagement that endangered public health and safety. They challenged sloppy<br />

practices that could expose undercover agents and undermine <strong>the</strong>ir ability to stop<br />

<strong>the</strong> next attack. Examples included -- <strong>for</strong>cing agents to show security credentials in<br />

front <strong>of</strong> o<strong>the</strong>r passengers; permitting hotels to advertise that undercover agents<br />

were staying <strong>the</strong>re; dress codes that contrasted sharply with civilian passengers;<br />

and repeatedly divulging SSI to <strong>the</strong> media. A130-31; 230-41.<br />
