Although the base year set by federal agencies for the RTP is 2008, CARB has identified<br />

2005 as the initial year for calculating GHG emissions reduction. In other words, the<br />

amount of GHG reduction achieved through the region’s collective sustainable<br />

community strategy will be measured by comparing projected GHG emissions for 2020<br />

and 2035 against GHG emissions that occurred in 2005. All projects, programs, and<br />

policies put into place after 2005 to help reduce GHG emissions will be included in the<br />

analysis of the region’s GHG emissions reductions.<br />

THE SUBREGIONAL SCS<br />

Unique to the SCAG region, SB 375 provides for a subregional council of governments<br />

and county transportation commission to work together to propose the SCS for a<br />

subregional area. <strong>Orange</strong> <strong>County</strong> is one of these subregional areas. As allowed, OCCOG<br />

and OCTA have agreed to prepare the OC SCS.<br />

<strong>Orange</strong> <strong>County</strong>’s subregional effort aims to ensure an accurate reflection of existing and<br />

planned local land uses, conditions, and activities. Additionally, the OC SCS<br />

demonstrates that the subregion is already undertaking strategies to reduce GHG<br />

emissions through existing and planned transportation projects and programs; showcases<br />

<strong>Orange</strong> <strong>County</strong>’s longstanding history of integrating land use and transportation<br />

planning; and facilitates and supports the ongoing leadership and innovation occurring in<br />

<strong>Orange</strong> <strong>County</strong> towards sustainable land use and transportation practices.<br />

To reiterate, no subregional GHG emissions reduction targets were set by CARB or<br />

SCAG. GHG emission reduction targets are only calculated at the regional level.<br />

A Memorandum of Understanding (MOU) among SCAG, OCCOG, and OCTA<br />

formalized the roles and responsibilities of each party related to the preparation and<br />

acceptance of the <strong>Orange</strong> <strong>County</strong> subregional SCS as it relates to the SCAG Regional<br />

SCS. In summary, SCAG is required to prepare the regional SCS, and OCCOG and<br />

OCTA are tasked with preparing the OC SCS consistent with SCAG’s adopted<br />

Framework and Guidelines. SCAG must include the OC SCS in the SCAG Regional SCS<br />

and RTP. The MOU and SCAG Framework and Guidelines are in Appendix B.<br />

PUBLIC PARTICIPATION IN THE SCS<br />

SCAG is leading the public participation process for the SCAG Regional SCS. As part of<br />

their public outreach effort, SCAG will hold informational meetings, workshops, and<br />

public hearings on the draft SCS including some in <strong>Orange</strong> <strong>County</strong>, in order to solicit<br />

input and recommendations. Additionally, the OCCOG Board will augment the regional<br />

public participation effort with local outreach for the OC SCS. A description of the<br />
