are awarded to the lowest responsive, responsible bidder after a sealed
bidding process.
Invitation for Bids (IFB) 3-1558 was released on March 21, 2013, through
OCTA’s CAMM NET system, with electronic notification sent to 1,669 firms.
The IFB was advertised on March 21 and 28, 2013, in a newspaper of general
circulation. A pre-bid conference and job walk was held on April 4, 2013, that
was attended by six firms. Two addenda were issued to make available the
pre-bid conference registration sheet and handle administrative issues related
to the IFB. On April 22, 2013, seven bids were received and publicly opened.
All bids were reviewed by staff from the Contracts Administration and Materials
Management and Facilities Engineering departments to ensure compliance
with the contract terms and conditions, and technical specifications. The list of
bidders and bid amounts is presented below:

The engineer’s estimate for this project was $140,500. The recommended
firm’s bid is seven percent above the engineer’s estimate. In reviewing the bid,
the engineer estimated that the higher bid price is due to the unknown period of

time the contractor is required to deactivate the existing fire alarm and provide
a 24-hour fire watch during the period that a new alarm system is being
installed. The exact number of days the fire watch will be necessary is
dependent on the length of time the contractor needs for installation of the new
fire alarm system. State law requires award to the lowest responsive,
responsible bidder. As such, staff recommends award to Golden Phoenix
Construction Company Inc., dba Golden Phoenix Electric, the lowest
responsive, responsible bidder, in the amount of $151,260.
Fiscal Impact
The project was approved in OCTA’s Fiscal Year 2012-13 Budget,
Capital Programs, Account 1722-9022-D3103-TWZ, and is funded with
Local Transportation Funds.
Summary
Based on the information provided, staff recommends award of
Agreement No. C-3-1558 to Golden Phoenix Construction Company Inc., dba
Golden Phoenix Electric, in the amount of $151,260, for construction of fire
alarm system upgrades at the Anaheim Bus Base.
