are awarded to <strong>the</strong> lowest responsive, responsible bidder after a sealed<br />

bidding process.<br />

Invit<strong>at</strong>ion <strong>for</strong> Bids (IFB) 3-1558 was released on March 21, 2013, through<br />

OCTA’s CAMM NET system, with electronic notific<strong>at</strong>ion sent to 1,669 firms.<br />

The IFB was advertised on March 21 and 28, 2013, in a newspaper <strong>of</strong> general<br />

circul<strong>at</strong>ion. A pre-bid conference and job walk was held on April 4, 2013, th<strong>at</strong><br />

was <strong>at</strong>tended by six firms. Two addenda were issued to make available <strong>the</strong><br />

pre-bid conference registr<strong>at</strong>ion sheet and handle administr<strong>at</strong>ive issues rel<strong>at</strong>ed<br />

to <strong>the</strong> IFB. On April 22, 2013, seven bids were received and publicly opened.<br />

All bids were reviewed by staff from <strong>the</strong> Contracts Administr<strong>at</strong>ion and M<strong>at</strong>erials<br />

Management and Facilities Engineering departments to ensure compliance<br />

with <strong>the</strong> contract terms and conditions, and technical specific<strong>at</strong>ions. The list <strong>of</strong><br />

The engineer’s estim<strong>at</strong>e <strong>for</strong> this project was $140,500. The recommended<br />

firm’s bid is seven percent above <strong>the</strong> engineer’s estim<strong>at</strong>e. In reviewing <strong>the</strong> bid,<br />

<strong>the</strong> engineer estim<strong>at</strong>ed th<strong>at</strong> <strong>the</strong> higher bid price is due to <strong>the</strong> unknown period <strong>of</strong>

time <strong>the</strong> contractor is required to deactiv<strong>at</strong>e <strong>the</strong> existing fire alarm and provide<br />

a 24-hour fire w<strong>at</strong>ch during <strong>the</strong> period th<strong>at</strong> a new alarm system is being<br />

installed. The exact number <strong>of</strong> days <strong>the</strong> fire w<strong>at</strong>ch will be necessary is<br />

dependent on <strong>the</strong> length <strong>of</strong> time <strong>the</strong> contractor needs <strong>for</strong> install<strong>at</strong>ion <strong>of</strong> <strong>the</strong> new<br />

fire alarm system. St<strong>at</strong>e law requires award to <strong>the</strong> lowest responsive,<br />

responsible bidder. As such, staff recommends award to Golden Phoenix<br />

<strong>Construction</strong> Company Inc., dba Golden Phoenix Electric, <strong>the</strong> lowest<br />

responsive, responsible bidder, in <strong>the</strong> amount <strong>of</strong> $151,260.<br />

Fiscal Impact<br />

The project was approved in OCTA’s Fiscal Year 2012-13 Budget,<br />

Capital Programs, Account 1722-9022-D3103-TWZ, and is funded with<br />

Local Transport<strong>at</strong>ion Funds.<br />

Summary<br />

Based on <strong>the</strong> in<strong>for</strong>m<strong>at</strong>ion provided, staff recommends award <strong>of</strong><br />

<strong>Agreement</strong> No. C-3-1558 to Golden Phoenix <strong>Construction</strong> Company Inc., dba<br />

Golden Phoenix Electric, in <strong>the</strong> amount <strong>of</strong> $151,260, <strong>for</strong> construction <strong>of</strong> fire<br />

alarm system upgrades <strong>at</strong> <strong>the</strong> Anaheim Bus Base.<br />
