Job Description<br />

POSITION TITLE: Director, Alternate Learning <strong>Center</strong> (ALC)<br />

EMPLOYMENT STATUS: Full Time; Exempt<br />

LICENSURE/CERTIFICATION/QUALIFICATIONS:<br />

1. Valid Ohio Department <strong>of</strong> Education Administrative License (K-12)<br />

2. Master’s Degree in administration or special education preferred<br />

3. Special Education Teaching Certificate preferred<br />

4. Minimum <strong>of</strong> 3 years experience in the field <strong>of</strong> special education<br />

5. Experience in supervising/evaluating pr<strong>of</strong>essional staff preferred<br />

CONTRACT: Employment contract is contingent upon availability <strong>of</strong> funding; contract<br />

days determined by the ESC Governing Board; other terms and<br />

conditions <strong>of</strong> employment as per the ESC Governing Board policies<br />

and procedures.<br />

SALARY: Commensurate with experience, education, and areas <strong>of</strong> responsibility<br />

DESCRIPTION: The ALC Director is responsible for the administration, supervision,<br />

coordination and evaluation <strong>of</strong> all programs, activities and staff at all sites <strong>of</strong> the<br />

Alternate Learning <strong>Center</strong> (ALC). The ALC Director provides leadership in the<br />

planning and supervision <strong>of</strong> the educational program and is responsible for<br />

placement <strong>of</strong> incoming students according to due process guidelines. The<br />

Director ensures compliance with federal and state regulations and educational<br />

standards and maintains all program records that document compliance. The<br />

Director also facilitates business/community/education partnerships with the<br />

<strong>Educational</strong> <strong>Service</strong> <strong>Center</strong> <strong>of</strong> <strong>Lake</strong> <strong>Erie</strong> <strong>West</strong>. When appropriate, the Director<br />

prepares grant applications and coordinates grant implementation.<br />

POSITION RESPONSIBILITIES:<br />

1. Serves as administrative and instructional leader for all sites <strong>of</strong> the ALC.<br />

2. Coordinate, assign, supervise, and evaluate all staff involved in the ALC<br />

program.<br />

3. Work with directors <strong>of</strong> special education, administrators, and other<br />

appropriate personnel involved in the placement <strong>of</strong> students into the ALC and<br />

in the return <strong>of</strong> students to their home districts.<br />

4. Collaborate with directors <strong>of</strong> special education, district and building<br />

administrators, and other school district personnel in the development and<br />

implementation <strong>of</strong> educational programs for students placed at the ALC.<br />

5. Serve as the liaison between ESC staff and the public school district; serve<br />

as the primary point <strong>of</strong> contact for school districts in addressing program<br />

concerns; report concerns to the Administrator <strong>of</strong> Special Education and/or<br />

Superintendent.<br />

Job Description<br />

6. Provide technical assistance to teachers and school staff by identifying<br />

resources, strategies and services that will improve the educational and<br />

mental health support program for students<br />

7. Ensures that ALC curriculum is aligned to state standards.<br />

8. Work with staff members to evaluate and improve programs and provide<br />

appropriate pr<strong>of</strong>essional development.<br />

9. Responsible for coordination, implementation, and evaluation <strong>of</strong> Continuous<br />

Improvement Plan.<br />

10. Plans and/or conducts in-service training programs for instructional<br />

personnel;<br />

11. Provide consultation and assistance to school personnel to assure continuity<br />

between assessment data and classroom instruction through observation,<br />

discussion, and demonstration teaching.<br />

12. Make classroom visits, review teachers’ lesson plans, and provide<br />

constructive feedback to staff. ,<br />

13. Monitor student academic and behavioral progress and help to identify areas<br />

<strong>of</strong> student progress and areas in which the student requires additional<br />

interventions.<br />

14. Maintain high standards <strong>of</strong> student conduct and enforce discipline as<br />

necessary according to board policy and according to due process rights <strong>of</strong><br />

students.<br />

15. Ensure ALC program is compliant with current state and federal regulations.<br />

16. Facilitate the implementation <strong>of</strong> due process in accordance with state rules<br />

and regulations<br />

17. Participate in due process hearings as requested; participate in state audits,<br />

reviews, and/or evaluations as requested.<br />

18. Participate in IEP meetings and IAT meetings as necessary<br />

19. Interview and recommend personnel to the Administrator <strong>of</strong> Special<br />

Education and Superintendent for employment.<br />

20. Maintain a schedule <strong>of</strong> regular staff meetings for each program area<br />

supervised.<br />

21. Maintain accurate and complete student records; prepare and submit all<br />

required reports.<br />

22. Maintain all program records required by school law, ODE regulations, or the<br />

request <strong>of</strong> the Superintendent. .<br />

23. Organize, administer, and direct a program <strong>of</strong> student activities focused on<br />

helping students remaining integrated with other students,<br />

24. Communicate with parents to resolve program concerns and/or discuss<br />

individual parent concerns.<br />

25. Communicate on a regular basis with parents through regular parent<br />

meetings and parent newsletters.<br />

26. Establish an efficient and effective system to communicate with staff at<br />

multiple locations.<br />

27. Collaborate with local universities in the placement <strong>of</strong> student teachers<br />

and/or student interns.<br />

28. Collaborate with other supervisors to coordinate services and contracts.<br />

29. Develop and/or facilitate educational partnerships with business and<br />

community organizations.<br />

30. Participate in the development <strong>of</strong> and/or facilitate research, demonstration<br />

projects and grants.<br />

31. Coordinates implementation <strong>of</strong> approved grants and collects required<br />

evaluation data.<br />

32. Provide or facilitate pr<strong>of</strong>essional development activities on a local and<br />

regional basis.<br />

33. Assist the Executive Director and finance <strong>of</strong>fice in the preparation <strong>of</strong> annual<br />

budgets and preparation <strong>of</strong> annual employee contracts.<br />

34. Assist the finance <strong>of</strong>fice in maintaining accurate documentation for EMIS<br />

35. Assist the finance <strong>of</strong>fice in maintaining accurate documentation for school<br />

district billing.<br />

36. Identify program needs for supplies, equipment and assistive technology;<br />

recommend approval <strong>of</strong> purchase orders to the Administrator <strong>of</strong> Special<br />

Education and Superintendent.<br />

37. Supervises the operations <strong>of</strong> the buildings, grounds, and other school<br />

property for the health, safety, and well-being <strong>of</strong> pupils, teachers, and<br />

patrons; requests maintenance services as necessary; reports the need for<br />

major building and equipment repairs to Superintendent.<br />

38. Secure substitute personnel when needed; when necessary and appropriate,<br />

serve as a substitute teacher for staff.<br />

39. Seek opportunities to improve skills and grow pr<strong>of</strong>essionally; attend all required<br />

meetings and in-services.<br />

Job Description<br />

This position involves stress as a result <strong>of</strong> the responsibility to ensure that laws,<br />

regulations and procedural rules are followed, the responsibility <strong>of</strong> dealing with<br />

individual student concerns and maintaining student discipline, and the demands <strong>of</strong><br />

maintaining effective communication with other staff members, students and parents.<br />

ADDITIONAL REQUIREMENTS:<br />

The employee shall remain free <strong>of</strong> any alcohol or non-prescribed controlled<br />

substance in the workplace throughout his/her employment at the ESC.<br />

The employee must complete a satisfactory background check.<br />

The employee shall have a valid driver’s license or available transportation.<br />

The employee’s responsibility is to familiarize him/herself with the ESC Staff<br />

Handbook as well as Board Policy employee expectations.<br />
