Expectations<br />

C.1. Identified Goals and Strategies<br />

The following Goals and Strategies emerged from the CEDS Committee’s second meeting:<br />

GOALS (in priority order)<br />

1. Create new jobs through business retention/expansion/attraction<br />

2. Expand <strong>City</strong>’s tax base<br />

3. Improve employment opportunities <strong>of</strong> <strong>Escondido</strong> residents; upgrade workforce preparedness<br />

4. Improve amenities <strong>of</strong> <strong>Escondido</strong> as a residential community (residential quality <strong>of</strong> life)<br />

Based on the group discussion at the Committee’s third meeting, an additional goal has been included<br />

(as Goal #1) in the CEDS Implementation Plan (see Section F.1):<br />

• Consistently convey a message to the business/development community that the <strong>City</strong> <strong>of</strong><br />

<strong>Escondido</strong> is “ready for business”; instill an attitude among <strong>City</strong> staff that economic<br />

development is a very high priority<br />

Note that these goals have varying implications in terms <strong>of</strong> the internalization <strong>of</strong> activities with the <strong>City</strong>.<br />

For example, for expanding the <strong>City</strong>'s tax base, new businesses and development should occur within<br />

the <strong>City</strong> limits; while job creation can occur outside the <strong>City</strong> and still be beneficial to <strong>Escondido</strong><br />

residents. Data in the Market Overview report for this project indicate that cross-commuting is common<br />

among all North County cities, including <strong>Escondido</strong>. Ideally, jobs created at locations outside the <strong>City</strong> will<br />

be in close proximity. In this regard, the jobs-rich community <strong>of</strong> Rancho Bernardo, immediately adjacent<br />

to <strong>Escondido</strong>, can be viewed as part <strong>of</strong> <strong>Escondido</strong>’s job base, and therefore a relatively advantageous<br />

location for new employment.<br />

STRATEGIES<br />

Create Jobs/Expand Tax Base<br />

A. Implement an identity/image enhancement program<br />

B. Implement target industry marketing program<br />

C. Coordinate with other North County cities on business attraction efforts – for unique<br />

applications and where otherwise warranted.<br />
