‘Local government will be delighted if a locally-<br />
driven Institution of the type foated in the Allen<br />
Report is given the job of breaking through on<br />
Early Intervention. Rigorous evidence based<br />
policies and strong methodologies, faithfully<br />
implemented are the key to combining localised<br />
decision making with the most efective<br />
programmes around. At a time of scarce public<br />
resources it’s even more important that we<br />
implement evidence based programmes proved<br />
to work and tackle the causes of social problems<br />
rather than always be forced to deal with their<br />
consequences.<br />
