Box 5.1: Early Intervention in Manchester<br />

Manchester local authority and its partners have a strong prevention and <strong>early</strong> <strong>intervention</strong><br />

strategy, which includes a focus on investment in prevention and <strong>early</strong> <strong>intervention</strong> in the<br />

following areas:<br />

• A core universal ofer of highly evidence-based <strong>intervention</strong>s that have been subjected to<br />

longitudinal outcome evaluation and randomised control trials has been selected to work with<br />

parents and children from birth to 5 years.<br />

• Manchester has endeavoured to create a single care pathway for parents and children from<br />

pregnancy onwards, to ensure that families do not slip through the net.<br />

• It has established an assertive outreach model to complement the suite of evidence-based<br />

parenting programmes and family support models, to ensure that there is better engagement<br />

with potentially vulnerable families.<br />

• Critically, Manchester ensures that practitioners delivering evidence-based <strong>intervention</strong>s follow<br />

treatment and programme model fdelity of the <strong>intervention</strong>s, with strict evaluation and clinical<br />

supervision in place. Any deviation from the original <strong>intervention</strong> model would jeopardise<br />

any outcome impact and fnancial assumptions about savings that can be made by using<br />

these <strong>intervention</strong>s.<br />

• It uses evidence-based approaches to identify and develop the most efective <strong>intervention</strong>s to<br />

support children and young people in developing the personal skills and emotional intelligence<br />

needed to thrive in all circumstances.<br />

• There is a Learning Transformation Programme to ensure that all learning settings provide<br />

a broad educational experience which meets the needs of children and young people in<br />

Manchester.<br />

The strategy builds on some long-standing Early Intervention initiatives, such as the Children and<br />

Parents Service (CAPS).<br />

• CAPS is a multi-agency partnership between local health services, Early Years and Play, and<br />

Family Action (formerly the Family Welfare Association).<br />

• CAPS is jointly commissioned by CAMHS, Sure Start, Extended Schools, Pathfnder<br />

(Department for Education), the Think Family Grant and the Area Based Grant.<br />

• Partnership working has led to the successful provision of delivery plans, including core ofer<br />

requirements on parenting support, and is in line with Manchester’s parenting strategy and<br />

Think Family strategy.<br />

• CAPS is committed to the delivery of evidence-based <strong>early</strong> <strong>intervention</strong>s and has an excellent<br />

track record for evidencing its efectiveness in improving child outcomes.
