ENERGY SAVINGS POTENTIAL<br />

There is still a significant opportunity to save energy with efficient water heaters as aging<br />

water heaters must be replaced. While almost 30 percent of all models meet the ENERGY<br />

STAR specification, market penetration for these highly efficient models is less than 6<br />

percent nationwide 35 and less than 1 percent in California.<br />

The CPUC periodically commissions an energy efficiency potential study to assist IOUs in<br />

setting program goals. A study published in 2012 provides an estimate of the maximum<br />

achievable market potential for water heaters. The “maximum achievable” or incremental<br />

market potential is defined as the “amount of additional new energy savings forecasted to<br />

be delivered by IOU programs each year based on past program and market evaluations<br />

and the most recent planning assumptions and forecasts.” 36<br />
