EUROPEAN ACADEMY OF SCIENCES & ART<br />

Morocco Partnership Document on strengthening bilateral relations/Advanced Status,<br />

approved by the EU-Morocco Association Council on 13 October <strong>2008</strong>, in which it is proposed<br />

to <strong>of</strong>fer Morocco a status that comes half way between adhesion and mere association<br />

(“advanced status”). At a regional level, there is an analysis <strong>of</strong> the Barcelona<br />

Process and the Union for the Mediterranean, created in July <strong>2008</strong> to relaunch the Euro-<br />

Mediterranean association, giving it greater visibility and a more equal distribution <strong>of</strong><br />

responsibilities.<br />

After the general discussion, the project then goes further into:<br />

(i) The notion <strong>of</strong> security (migration, Islam-terrorism equation, Spanish towns in the North<br />

<strong>of</strong> Africa, fixed connection in the strait, delimitation <strong>of</strong> sea areas, Sahara);<br />

(ii) Sustainable development (fisheries, foreign investments)<br />

(iii) Human rights and Moroccan political organisation (examining whether Morocco would<br />

meet the conditions for adhesion to the EU)<br />

(iv) Relations between Morocco-Spain, Morocco-France and Moroccan neighbours in<br />

Maghreb (especially Algeria and Mauritania)<br />

(v) Relations between Morocco-USA<br />

(vi) Spanish autonomous and local approach to Morocco<br />
