Spatially blind or spatially targeted policy? The challenge to achieve<br />

desirable social, economic and environmental outcomes<br />

The last year has seen a growing debate on the concept of place-based policy,<br />

most notably within the OECD in the context of regional and rural development<br />

policy and within the <strong>European</strong> <strong>Commission</strong> on the future of Cohesion Policy<br />

leading to the Barca Report. The concept has been the subject of some criticism<br />

through work such as the World Banks economic geography reports which place<br />

more emphasis on spatially blind approaches. This session considers what is new<br />

in this place-based turn and the conditions needed for successful implementation<br />

of policy into practice.<br />
