Rethinking leadership for 21st century <strong>European</strong> cities and regions<br />

This session examines the changing leadership task associated with new and<br />

emerging agendas around place-based policies. It presents the changed context<br />

for leadership - both formal and informal leadership within and for <strong>European</strong><br />

cities and regions as they continuingly shape and re-shape. Thus, this session<br />

looks at the concept of place and the leadership of integrated policy (economic<br />

development, planning, housing, regeneration, education, transport, health,<br />

crime and security and so on) for neighbourhoods, towns, cities, regions and<br />

cross-border regions. This session will appeal to those in formal (and informal)<br />

leadership roles as well as policymakers and practitioners working in urban and<br />

regional development.<br />

Competitiveness from a national, regional and urban perspective<br />

Competitiveness measures the ability of a region or country to provide high levels<br />

of prosperity to its citizens. This in turn depends on how productively a region or<br />

country uses its resources. The recent economic crisis has underlined the need<br />

to ensure a sustainable approach to economic development. This workshop will<br />

describe different measures at the global, national, regional and urban level. It<br />

will investigate which are the main issues threatening competitiveness in the EU<br />

at the different levels. <strong>Final</strong>ly it will discuss which are the key policies that can<br />

overcome these threats and bolster the competitiveness of the EU.<br />

Territorial Cohesion: What will it mean in the regions?<br />

Territorial Cohesion is now officially an aim of the EU. The Lisbon Treaty adds<br />

territorial cohesion to the earlier aims of economic and social cohesion and this<br />

new competence could shape the way that <strong>European</strong> cohesion policy develops<br />

for the post-2013 funding period. This session will set out to explore the new and<br />

emerging debates and ideas which will underlie future regional development in<br />

Europe. In particular it will address the meanings of territorial cohesion as a way<br />

of securing greater policy co-ordination within regions and as a framework within<br />

which to achieve sustainable and balanced regional development. This session<br />

will appeal to policy makers and practitioners working in regional development<br />

and strategic spatial planning.<br />
