Cohesion Policy for all: Justification for the future<br />
The debate will stress the key role of regions in delivering the EU 2020 strategy<br />
and the need to reflect it in the future cohesion policy for all regions. It will aim<br />
at tackling a number of issues, such as justifying the need of cohesion policy<br />
for all and demonstrating its added value, i.e. the EU 2020 strategy and its link<br />
with cohesion policy. A second issue to be debated is the availability of financial<br />
resources in the EU budget. Enough funding should be allocated to the regions<br />
in order to respond to todays economic, social and environmental challenges.<br />
Adequate and continued support should be guaranteed. <strong>Final</strong>ly, attention will be<br />
given to the case of the regions falling out from the convergence objective: How<br />
to face this particular situation of fragility? In this context, the future cohesion<br />
policy, support for poorer regions and the gradual transitional assistance<br />
mechanism will be discussed.<br />
<strong>European</strong> Small Business Act, better governance, partnership and<br />
simplification: Keys for better benefits of Structural Funds for small and<br />
craft enterprises<br />
It is well known that small and micro enterprises are of major importance<br />
for economic and social cohesion at the local level and that they are a key to<br />
success of the different local policies. By experience we know that only an<br />
efficient partnership between public authorities and organisations of small<br />
and micro enterprises allows setting up policies efficient for these small and<br />
micro enterprises. The workshop will present conditions of a good partnership,<br />
underline the problems and difficulties encountered and propose measures for<br />
efficient governance in order to better integrate small, micro and craft enterprises<br />
in the regional policies.<br />
Integrated local development approaches towards activating Europes<br />
territorial potential<br />
Liveable local communities where everyone has a say in shaping their immediate<br />
environment are essential for unleashing Europes full territorial potential.<br />
One crucial success factor of such an approach is the development of strong<br />
horizontal networks between public, private and voluntary sectors at local<br />
level. Over the past 20 years, cohesion policy as well as other EU policies has<br />
gained significant experience in this area. The URBAN Community Initiative for<br />
disadvantaged urban areas, the LEADER programmes for rural development as<br />
well as the PHARNET approach in coastal management have helped to develop a<br />
common Local Development Methodology. The workshop will provide examples<br />
from different <strong>Commission</strong> Directorates-General on what has been achieved so<br />
far and will discuss next steps.<br />
