Cross-border cooperation and regional innovation systems in Latin<br />
America: Contribution to the regional integration process<br />
The workshop will present the main results of two studies conducted by the<br />
Directorate-General for Regional Policy on cross-border cooperation and regional<br />
innovation systems in Latin America . The studies identify key findings and good<br />
practices in selected regions in Latin America through case studies featuring, on<br />
the one hand, the place-based dimension of innovation and, on the other, the<br />
main challenges faced by Latin American border regions in developing effective<br />
cross-border cooperation. The presentations will focus on lessons learned and<br />
obstacles identified, as well as the relevance of international and <strong>European</strong><br />
experiences in overcoming these obstacles.<br />
Low-energy cities with a high quality of life for all: A way towards<br />
territorial cohesion<br />
Energy and territorial cohesion have been included in the treaty of Lisbon, and<br />
recognised as areas of major priority. The territory scale - the right scale for energy<br />
policies? As a transversal mean, energy deals with territorial cohesion (economy,<br />
local social questions and environmental issues). Pioneer local authorities have<br />
chosen to reclaim energy issues on their territories. Under the patronage of<br />
Michel Delebarre, the workshop will address the issues contained in the territorial<br />
approach of energy. Pierre Calame will introduce the conceptual framework,<br />
followed by a discussion between experts of different sectors (<strong>European</strong><br />
institutions, local authorities, enterprises and NGOs).<br />
Civil Society Forum: Principle of Partnership - mind the gap with practice<br />
During <strong>OPEN</strong> <strong>DAYS</strong> 2009 the discussion in the Civil Society Forum centred around<br />
the fact that, despite improvements in the application of the partnership principle<br />
in <strong>European</strong> cohesion policy programmes, much remains to be done in order<br />
to have a real and active partnership. This session includes a review of different<br />
approaches, including academic input from IQ-Net, on how the partnership<br />
principle is being implemented across the EU. It will include discussion on recent<br />
work carried out by the <strong>European</strong> Economic and Social Committee as well as<br />
the <strong>European</strong> Citizen Action Service (ECAS) on questions such as: What can the<br />
regions do to strengthen the partnership?, What can be done to enforce the<br />
partnership principle in the <strong>European</strong> cohesion policy regulations?; and How can<br />
partnership organisations improve capacity?<br />
