This section describes the non-PFIP and PFIP fees and also briefly summarizes how project costs<br />

are developed.<br />

1. Non-PFIP and PFIP Fees<br />

The <strong>City</strong> has established a fee structure that allocates costs to construct sewer infrastructure<br />

related to new development. There are two types <strong>of</strong> fees assessed, non-PFIP fees which have<br />

been adopted by separate <strong>City</strong> resolutions and PFIP fees which are adopted in connection with<br />

this document. Brief descriptions <strong>of</strong> what are included in the fees are also provided.<br />

Descriptions <strong>of</strong> the non-PFIP fees are provided for informational purposes only. Because these<br />

fees are adopted by separate <strong>City</strong> resolution, policies related to these fees including fee<br />

adjustments are identified in other <strong>City</strong> documents.<br />

Non-PFIP Fees<br />

Wastewater Connection Fee: The WQCF Phase III Expansion Project corrected a number <strong>of</strong><br />

existing deficiencies at the plant and thus benefited current rate payers. Based on an analysis <strong>of</strong><br />

project costs and proposed improvements, the expansion costs were allocated between rate<br />

payers and new development.<br />

The Wastewater Connection Fee was imposed in 2003 on new development during the Phase III<br />

Expansion in lieu <strong>of</strong> development impact fees. The Wastewater Connection Fee varies based on<br />

the timing <strong>of</strong> the development in relation to the Expansion Schedule(s) under construction.<br />
