As the thickness of this <strong>Public</strong> <strong>Officials</strong> <strong>Directory</strong><br />

suggests, local government is big in the St.<br />

Louis area. Spanning parts of the states of<br />

Missouri and Illinois, St. Louis is the 18 th largest<br />

of the nation’s 361 metropolitan statistical areas<br />

(MSAs). Nearly one of every 100 Americans<br />

lives in the St. Louis MSA. 1 We produce more<br />

than $102 billion of the<br />

nation’s $11.75 trillion in<br />

annual Gross Domestic<br />

Product. 2 Clearly, what<br />

happens in St. Louis is<br />

important not only to the<br />

people and the<br />

businesses residing<br />

here, but to the nation as<br />

a whole.<br />

The U.S. Census Bureau<br />

reports that there were<br />

868 units of local<br />

government in the<br />

sixteen-county St. Louis<br />

Metropolitan Statistical<br />

Area in 2002. <strong>East</strong>-<strong>West</strong><br />

<strong>Gateway's</strong> strategic<br />

assessment, Where We<br />

Stand, finds St. Louis second only to Pittsburgh among<br />

35 peer metros in the number of local governments per<br />

capita. 3 Figures 1 and 2 illustrate this point. 4 At the heart<br />

of the 16-county St. Louis metropolitan area is the<br />

Gateway Region, comprised of the eight counties served<br />

by the <strong>East</strong>-<strong>West</strong> Gateway Council of Governments.<br />

These include the City of St. Louis; Franklin, Jefferson,<br />
