1. Purpose. To define Navy Medicine FHP EMP standards aligned with those issued by
references (a) through (c) of this section.
2. Background
a. Program standards for the Navy FHP EMP are issued in reference (a) of this section.
b. Close alignment of program standards and integration of Navy Medicine into installation
and regional plans will facilitate interoperability in an all-hazards environment and across the
EM spectrum.
3. Responsibility. BUMED-M3/5 shall establish and maintain FHP EMP standards as
delineated in this manual. NAVMEDREG commanders and MTF commanders shall adopt and
maintain these standards.
