(1) MTFs should consider utilization of HICS for any large-scale events that have the
potential to cause disruptions in normal activities.
(2) Personnel functioning under HICS and serving in positions at the command staff or
section chief level should be aware of the relationship to the military staff structure. This will
ease transition with participating military agencies that may not have implemented ICS. Further,
understanding the relationship will assist in fostering a better understanding of ICS/HICS and the
staff structure.
c. BUMED MTFs will utilize the crosswalk chart provided in the HICS Guidebook to
determine the most appropriate personnel to fill each relevant position. It is suggested that MTFs
examine different scenarios, including the DHS 15 national planning scenarios, to determine and
develop crosswalk charts for each of these scenarios, as different personnel may be appropriate in
different positions depending on the event.
