(1) Developing and maintaining an overarching and unifying policy for FHP EMP HSS.
(2) Establishing a framework for support and oversight of BUMED commands and
activities covered under this instruction. Such oversight and support shall include, but not be
limited to:
(a) Analysis of vulnerabilities of BUMED activities from all-hazards incidents.
(b) Definition of program standards and requirements.
(c) Response capability analysis for readiness and preparedness.
(d) Risk-based prioritization of program capabilities.
(e) EM plans development.
(f) Resource identification and procurement.
(g) Exercise development and evaluation.
(h) Incorporation of lessons learned from the Navy Medicine Lessons Learned
(NMLL) Data Base.
(i) Centralized HSS FHP EMP sustainment.
(3) Determining expected competencies for personnel supporting installation HSS
programs.
(4) Identifying education and training requirements for BUMED activity personnel to
support these competencies.
(5) Determining materiel requirements and standards in support of the FHP EMP.
(6) Maintaining appropriate liaison with and collaborating with appropriate Service and
DoD offices, and other Federal agencies to further standards development, coordination,
integration, interoperability, and information sharing related to EM.
b. The Deputy Chief of Staff, Current and Future Medical Operations (BUMED-M3/M5)
shall ensure full coordination and collaboration across BUMED activities for the FHP EMP.
Direct supervision provided by the Assistant Deputy Chief of Staff, Operations (BUMED-M3B).
c. The Staff Judge Advocate (BUMED-M00J) shall provide legal consultation, as needed,
throughout Navy Medicine to successfully implement the program.
