THE CALENDAR HANDBOOK FOR 2012–2013 This guide to the Frederick County Public Schools answers the questions most often asked about school programs, policies and procedures. It features calendar information and helpful tips about snow days, school meals and a directories section at the back. Please keep this handbook for easy reference as you and your child plan for a successful year. You will also find it at www.fcps.org. The handbook summarizes selected policies, regulations and procedures as they existed at the time of publication. These are subject to change without notice, and the Board of Education and school system reserve the right to enforce changes immediately. In any dispute, the official policy in effect at the time of the incident will govern and will supersede the language in this handbook. Complete policies and regulations cited throughout the handbook are available from the FCPS Legal Services Office, 301-696-6851, and via www.fcps.org. The Frederick County Public Schools system educates its students to become E caring, respectful and responsible citizens and family members. Students look forward to school each day. They take full advantage of the rigorous academic curricula and strive to develop their talents. They utilize the power of technology to explore a world of new ideas and information. They acquire the knowledge and skills to achieve and the confidence to succeed, and are rewarded with a wide choice of offers from higher education and employers. FCPS graduates are exceptional 21st century citizens. Outstanding applicants compete to join our system. Employees enjoy the respect of students and the community, opportunities for professional growth, and recognition for their contributions to our system. Every student will learn in an intellectually challenging environment, prepared as a lifelong learner to excel in college, further study and the workplace. 2. Every student will learn in a safe, caring and engaging environment, and be prepared to participate as a productive citizen and contributing member of our global society. 3. All employees will be highly qualified for their jobs, motivated and effective at work, and valued and respected by students and the community. 4. Every family will have access to the programs and services needed for their children to enter school ready to learn. 5. All sectors of the community will be engaged in the education of our children. 6. Every division and school will have sufficient resources and manage those resources in a publicly accountable and cost-effective manner.
★ Education Week ranked Maryland education #1 in its nationwide 2012 Quality Counts report. The College Board's 8th Annual AP Report to the Nation also ranked Maryland first. FCPS achievement exceeds Maryland averages. ★ On SAT college-entrance exams, FCPS students consistently outperform their peers state- and nationwide. ★ The 2012 Challenge Index ranked all Frederick County public high schools serving traditional grades 9-12 in the nation’s top 9% in encouraging students to take Advanced Placement (AP) or International Baccalaureate tests. ★ FCPS is the proud employer of America’s 2011 National Teacher of the Year: Michelle Shearer. ★ 96% of more than 1,100 employers surveyed said FCPS students met or exceeded workplace readiness skills. ★ Serving pre-kindergarten through grade 12, FCPS has 59 traditional and 6 specialized schools. ★ This year, the state and county committed about $28.7 million for new schools, renovations and additions, technology and land. ★ 67% of our students are white, 11% black or African American, 11% Hispanic/Latino of any race, 5% Asian, 5% two or more races and
