This <strong>Code</strong> has been prepared following extensive consultation amongst industrial and public sector organisations<br />

and with specialists in IP management. International consultants Arthur D. Little, who have specialist expertise and<br />

experience in matters related to IP, provided ongoing support during the process. The <strong>Code</strong> draws on, and has sought<br />

input from, international best practice, especially that emerging in the European Union 2, 3 , though its first priority is to<br />

support Ireland’s needs and objectives.<br />

While the Council recognizes that some PROs have taken the time and significant ef<strong>for</strong>t to establish IP policies at<br />

institutional level, including well staffed technology transfer/industrial liaison <strong>of</strong>fices and appropriate procedures<br />

<strong>for</strong> IP management/commercialisation, all PROs are invited to adopt this <strong>Code</strong> <strong>of</strong> <strong>Practice</strong>. The Council believes<br />

that the national cohesion achieved on the subject by broad adoption <strong>of</strong> the <strong>Code</strong> will <strong>of</strong>fer significant benefits <strong>for</strong><br />

stakeholders and encourage greater industrial investment.<br />
