4.3.1 Area Geology and Hydrogeology The Site is located in the Santa Clara Valley physiographic province, which is a structural low associated with the southern end of the San Francisco Bay, and is characterized by northwesterly trending valleys and mountains. Based on review of the California Department of Conservation, Division of Mines and Geology, Geologic Map of the San Francisco - San José Quadrangle dated 1990, the Santa Clara Valley is largely bounded by three of the larger fault zones in the region; the San Andreas (approximately 13 miles west), and the Hayward and Calaveras (approximately six miles east). According to the Santa Clara Valley Water District (SCVWD), 1989, Standards for the Construction and Destruction of Wells and Other Deep Excavations in Santa Clara County, the valley is a down-dropped structural block, filled in by continental and marine sediments (SCVWD, 1989). Due to tectonic uplift to the south and west, and subsidence in the older valley sediments, deposits are frequently down-warped, reworked, and subsequently covered with more recent deposits. The depositional environments and resulting sediments occurring at different moments in the geologic record vary depending on: 1) the height of sea level relative to the valley block; and, 2) the erosion rate of the surrounding adjacent mountain ranges. According to the Division of Mines and Geology, Geologic Map of California, dated 1977, the Site vicinity is underlain with Quaternary age alluvium, lake, playa, and terrace deposits; unconsolidated and semi-consolidated; and mostly non-marine. According to the U.S. Department of Agriculture’s (USDA) Soil Conservation Service soil maps, reviewed by EDR, the soils beneath the subject property are classified as BOTELLA. These soils consist of clay loam, extend to depths of greater than 60 inches, have moderate infiltration rates, and are moderately well to well drained. The subject properties are located approximately 0.5 to 1.0 mile west-southwest of a Unisys facility that has hydrogeological information (1040 Di Giulio Avenue). According to EDR, the depth to groundwater at this facility is approximately 15 feet below ground surface (bgs). The general direction of groundwater flow in the vicinity of the subject properties appears to be to the north-northwest. There is no registered water well located within 0.5 mile of the subject properties and readily available data as to the depth of groundwater was not available (see Appendix C, EDR Radius Map Report with Geocheck). 4.4 HISTORICAL USE INFORMATION FOR THE SUBJECT PROPERTY AND ADJOINING PROPERTIES 4.4.1 Historical Aerial Photographs The aerial photograph review was primarily conducted to verify historical information (e.g., age of development) and to help identify the likelihood of past uses having led to recognized environmental conditions in connection with the subject property. Major features such as structures, parking areas, and large ASTs may also be readily distinguishable on aerial photographs. However, not all observable features may be positively identified as property features, changes in conditions, or potential environmental conditions. URS reviewed aerial photographs for 1939, 1948, 1956, 1965, 1975, 1982, 1999, 2005, and 2006 provided by EDR (see Appendix D, EDR Aerial Photo Decade Package). A summary of our review of the aerial photographs for each decade is included below. 1939 The subject properties, adjacent properties, and the majority of the properties visible on the aerial photograph are depicted as open space and agricultural land. this structure was associated with the farming operations and may have had a waste oil tank. The San José Municipal Airport has not been constructed. Scale: 1” = 555’ 1948 No significant changes were evident on the subject properties, however, remnants of what appears to be development of the airport runway is visible on the aerial photograph. Scale: 1” = 655’ 1956 Some significant changes were on the surrounding area. The construction of the airport runway is depicted and development of the agricultural land south of the subject properties is depicted. No significant changes were evident on the subject property. Scale: 1” = 555’ 1965 No significant changes were evident on the West Side Parking Lot. The Site is still depicted as vacant or agricultural land. Continued development of lands south and southwest of the Site as commercial or industrial uses is depicted in the photo. Martin Avenue has still not been constructed. Hangars and the SJSU Aviation facility are shown at 1120 and 1128 Coleman Avenue. Scale: 1” = 333’ 1975 Some significant changes were evident on the surrounding area. The airport is depicted with more runways and land uses south and west of the subject properties have been developed for commercial and industrial uses. The West Side Parking Lot is still depicted as open space or agricultural land. Martin Avenue is now apparent as it separates the developed land use from the subject property and the airport runways beyond. No significant changes were observed at 1120 and 1128 Coleman Avenue. Scale: 1” = 550’ 1982 No significant changes were evident on the subject properties. Further development west and south of the subject properties continues as does the expansion of the airport facilities. No other significant changes were evident on the surrounding properties. Scale: 1” = 690’ 1999 The West Side Parking Lot area is now depicted as a paved parking facility for the airport. The former agricultural structure is no longer present. The current aviation tower located directly southeast of the Site is depicted. No other significant changes were evident on the subject properties and surrounding area. Scale: 1” = 666’ 2005 No significant changes were evident on the subject property and surrounding area. Scale: 1” = 500’ 2006 No significant changes were evident on the subject property and surrounding area. Scale: 1” = 500’ 4.4.2 Fire Insurance Maps URS contacted EDR for information regarding Sanborn Fire Insurance Maps for the subject property. Sanborn Maps are published detailed city maps, which were originally designed to meet the requirements of the fire insurance industry. Fire insurance maps provide detailed property information by outlining all buildings in applicable areas, showing construction types, building heights, building numbers, use by occupancy, as well as, the location and content of underground storage tanks (USTs)/aboveground storage tanks (ASTs).
