1.0 INTRODUCTION<br />

1.1 PURPOSE<br />

URS Corporation (URS) was retained by the City of San José (City) to conduct a Phase I <strong>and</strong> Limited<br />

Phase II Environmental Site Assessment (ESA) for the Mineta San José International Airport –<br />

The West Side Parking Lot, 1120 Coleman Avenue, <strong>and</strong> 1128 Coleman Avenue are located at Norman Y.<br />

Mineta San José International Airport (SJIA) in the City of San José, Santa Clara County, California<br />

(subject properties or Sites) (see Figure 1). The purpose of this Phase I <strong>and</strong> Limited Phase II ESA was to<br />

review past <strong>and</strong> present l<strong>and</strong> use practices <strong>and</strong> current <strong>site</strong> conditions to evaluate potential <strong>environmental</strong><br />

impacts <strong>and</strong> to identify recognized <strong>environmental</strong> conditions (RECs) at the subject properties, including<br />

potential impacts from known <strong>environmental</strong> problems in the surrounding area. The term “recognized<br />

<strong>environmental</strong> conditions,” as defined by ASTM Designation E 1527-05, means:<br />

“The presence or likely presence of any hazardous substances or petroleum products on a<br />

property under conditions that indicate an existing release, a past release, or a material threat<br />

of a release of any hazardous substances or petroleum products into structures of the<br />

property or into the ground, ground water, or surface water of the property. The term<br />

includes hazardous substances or petroleum products even under conditions in compliance<br />

with laws. The term is not intended to include de minimis conditions that generally do not<br />

present a material risk of harm to public health or the environment <strong>and</strong> that generally would<br />

not be the subject of an enforcement action if brought to the attention of appropriate<br />

governmental agencies. Conditions determined to be de minimis are not recognized<br />

<strong>environmental</strong> conditions.”<br />

The Phase I ESA was performed in conformance with the ASTM St<strong>and</strong>ard Practice for Environmental<br />

Site Assessments (St<strong>and</strong>ard E 1527-05) approved November 18, 2005 <strong>and</strong> the United States<br />

Environmental Protection Agency’s st<strong>and</strong>ards for All Appropriate Inquiries (AAI). For the purpose of<br />

this report, hazardous substances <strong>and</strong> petroleum products are jointly referred to as “hazardous materials.”<br />

1.2 SCOPE OF SERVICES<br />

The Phase I ESA was accomplished by, <strong>and</strong> <strong>limited</strong> to, a reconnaissance of the Sites, interviews with <strong>site</strong><br />

representatives, a visual reconnaissance of the <strong>site</strong> vicinity, <strong>and</strong> review of agency databases <strong>and</strong> other<br />

reasonably ascertainable information regarding past <strong>and</strong> current l<strong>and</strong> use for indications of the<br />

manufacture, generation, use, storage <strong>and</strong>/or disposal of hazardous substances at the Sites. The Limited<br />

Phase II ESA was accomplished by, <strong>and</strong> <strong>limited</strong> to, advancing four soil borings <strong>and</strong> collecting soil <strong>and</strong><br />

groundwater samples in the area of the former farm operations <strong>and</strong> waste oil tank identified in the<br />

February 2012 Phase I ESA. Samples were analyzed to assess if waste oil or other associated compounds<br />

are present in the subsurface.<br />

The general scope of work for this Phase I <strong>and</strong> Limited Phase II ESA is outlined below. The Phase I <strong>and</strong><br />

Limited Phase II ESA were completed for the City in general accordance with URS’ proposals dated<br />

December 5, 2011 <strong>and</strong> May 10, 2012. To meet the objective of this Phase I <strong>and</strong> Limited Phase II ESA,<br />

URS completed the following tasks:<br />

1. Reviewed documents provided by the Site contact;<br />
