Sanborn Fire Insurance Rate Maps were not available for this area to provide historical background of the subject property and its vicinity (a copy of the Sanborn Map report indicating the lack of coverage for this area is included as Appendix E). 4.4.3 Historic Topographic Maps URS obtained USGS topographic maps of the subject property for the years 1899, 1953, 1961, 1968, 1973 and 1980 from EDR (Appendix F). A summary of the findings from the review of topographic maps is provided below. 1899 The subject properties appear to be primarily vacant land, with a few isolated homesteads southeast of the Site. The Monterey Line railroads is observed stretching from the southeast to northwest of the Site. The towns or “Pueblos” of Santa Clara and San José are observed to the southwest and southeast, respectively. The Site is depicted as part of the Rancho Potrero de Santa Clara, which is a Mexican land grant between the Santa Clara Mission and the Pueblo of San José. The “Monterey Line” of the Southern Pacific railroad is observed stretching from the southeast to northwest just south of the Site and the Guadalupe River runs north-northwest of the subject property. 1953 No significant changes were evident on the subject properties as compared to the 1899 topographic map; it appears to remain open space or agricultural land. However, the San José Municipal Airport is shown north-northeast of the sites, of which, the subject properties belongs to. The city boundary between Santa Clara and San José is depicted west and south of the sites. Development of subdivisions with supporting infrastructure (roads, schools, railroads, etc.) is depicted surrounding the sites from northwest to southeast. 1961 No significant changes were evident on the subject properties as compared to the 1953 topographic map. The San José Municipal Airport is depicted with continued expansion with the addition of more runways and taxiways. Other surrounding areas are not depicted with significant changes as compared to the 1953 topographic map. (Note: two topographic maps were reviewed; 7.5 Series – 1:24,000 and 15 Series – 1:62,500) 1968 No significant changes were evident at the West Side Parking Lot area as compared to the 1961 topographic maps. The San José Municipal Airport is depicted with continued expansion with the addition of more runways and taxiways to the north and northeast of the Site. Martin Avenue is now depicted as the south-southwestern boundary of the subject property. The hangars and the SJSU Aviation facility are now depicted on the map. Other surrounding areas are not depicted with significant changes as compared to the 1961 topographic maps. 1973 Further expansion of the San José Municipal Airport is depicted north and northeast of the sites. No other significant changes were evident on the subject properties and surrounding areas as compared to the 1968 topographic map. 1980 No significant changes were evident on the subject property and surrounding areas as compared to the 1973 topographic map. 4.4.4 Local City Directories URS reviewed historical city directory listings that were provided by EDR. The historical city directories were searched by EDR for the subject property address and adjoining areas for the years 1970 through 2001 at approximately five-year intervals (two of the adjoining addresses search had records from 1920 and 1925). A copy of the historical city directory reviewed by URS is included as Appendix G. No historical or current businesses with the site address for the West Side Parking Lot (325 Martin Avenue) are listed in the City Directories. The city directories had historical businesses for 300, 336, 340, 370, and 380 Martin Avenue. These businesses include a mix of construction-, auto service- and electronic-related businesses within the vicinity of the West Side Parking Lot property. See Section 4.1 for more detail of current businesses that are also found in the EDR database search report. Historical businesses with the site address of 1120 Coleman Avenue were reported at San Jose State College Aeronautic Building for the years 1966 and 1970. No Businesses were listed for 1128 Coleman Avenue. The city directories had historical businesses for 1138, 1115, 1125, 1098, 1099, 1100, 1105, 1108, 1111, 1130, 1135, 1138, 1142, and 1144 Coleman Avenue. These businesses include a mix of commercial-, construction-, auto service- and electronic-related businesses within the vicinity of 1120 and 1128 Coleman Avenue. The former FMC site is listed for the addresses 1105, 1115, and 1125Coleman Avenue for the years 1970, 1975, 1980, and 1986 – 1996. 4.4.5 Previous Investigations According to Mr. Carey Greene, he is aware of previous subsurface investigation/remediation that may have been conducted at the West Side Parking Lot related to a former UST located at the property prior to its conversion as a parking lot. Mr. David Maas provided a figure identifying the location of historical farming activities and a waste oil tank which are suspected as being the subject of the investigation and remediation. However, records of the investigation/remediation were not readily available for review by URS. In addition, a Phase I ESA was conducted at 1120 Coleman Avenue in March 2010 and soil sampling related to the pre-demolition of the SJSU Aviation facility in October 2010. Mr. David Mass provided the Phase I ESA report and analytical results of the soil sampling event to URS for review and reference for this Phase I ESA.
