The subject property is an open-space, asphalt-paved parking lot with two mobile office structures used<br />

for the shuttle bus parking services <strong>and</strong> for the contractor conducting runway improvements. At the time<br />

of the <strong>site</strong> reconnaissance, URS was not able to access interior space for these mobile offices or the<br />

restroom facility.<br />

The exterior of the Site consists of numerous parking spaces with associated hardscape areas (e.g.,<br />

covered shuttle bus stops <strong>and</strong> parking lot lights). Storm water drainage structures are also located near the<br />

western portion of the Site <strong>and</strong> appear to be connected with the storm water drainage system located on<br />

Martin Avenue. The parking lot was being used as a motorcycle police training center, temporary parking<br />

for shuttle buses, <strong>and</strong> as a “drop-down” area used during the current construction of runway<br />

improvements. Numerous steel storage boxes were observed near the shuttle bus mobile office <strong>and</strong> in the<br />

construction drop-down area. Several heavy-duty construction vehicles were parked in the drop-down<br />

area. Construction activities were not being conducted during the <strong>site</strong> reconnaissance.<br />

1120 <strong>and</strong> 1128 Coleman Avenue<br />

1120 Coleman Avenue is a vacant lot that once was the SJSU Aviation facility. No buildings or<br />

structures are present on this property. Most of the exterior is unpaved soil covered with overseed<br />

vegetation conducted after the demolition of the facility <strong>and</strong> an asphalt-paved parking lot located at the<br />

southern portion of the property. 1128 Coleman Avenue consists of developed l<strong>and</strong> that is mainly<br />

asphalt-paved. Four permanent structures are located on the property; designated Hangars 8, 9, 10, <strong>and</strong><br />

11 by SJIA. Several rows of outdoor airplane tie-downs are located in the eastern portion of the property,<br />

aligned in a northwest direction parallel to the SJIA runways. A small covered airplane maintenance area<br />

is located at the south eastern end of the property. Storm drain catch basins <strong>and</strong> sanitary sewer system<br />

manholes were observed throughout the property; mainly located near the hangars. Three groundwater<br />

monitoring wells were also observed; one near the northwest portion of the property <strong>and</strong> two located<br />

south of the security access gate from Coleman Avenue.<br />

5.3.1 Hazardous Substances <strong>and</strong> Petroleum Products<br />

Reportable quantities (above 55 gallons for liquids, 500 pounds for solids, or 200 cubic feet for<br />

compressed gases) of hazardous materials (including hazardous waste) were not observed during the Site<br />

reconnaissance. However, a small hazardous waste storage area is located outside of hangar 8 used to<br />

store waste (less than reportable quantities) from light aircraft maintenance work. Hazardous waste<br />

stored includes waste oil, oil filters, <strong>and</strong> lead-based acid batteries. Hazardous waste containers appeared<br />

to be properly marked <strong>and</strong> stored in locked storage cabinets.<br />

Petroleum use on-<strong>site</strong> is <strong>limited</strong> to fuel for the construction equipment (West Side Parking Lot).<br />

However, fuel is transported for the vehicles, as needed, by an outside contractor <strong>and</strong> not stored on-<strong>site</strong>.<br />

Petroleum use <strong>and</strong>/or storage was not observed at 1120 <strong>and</strong> 1128 Coleman Avenue.<br />

5.3.2 Storage Tanks<br />

Evidence of the existence of any aboveground or underground tanks was not observed at any of the<br />

properties. However, Mr. David Maas provided a figure identifying the approximate location of a<br />

suspected historical waste oil tank at the West Parking Lot area. This area has been identified on<br />

Figure 2.<br />

5.3.3 Odors<br />

No odors were identified in the subject property or immediate vicinity during the <strong>site</strong> reconnaissance.<br />
