updated phase i and limited phase ii environmental site assessment

The subject property is an open-space, asphalt-paved parking lot with two mobile office structures used
for the shuttle bus parking services and for the contractor conducting runway improvements. At the time
of the site reconnaissance, URS was not able to access interior space for these mobile offices or the
restroom facility.
The exterior of the Site consists of numerous parking spaces with associated hardscape areas (e.g.,
covered shuttle bus stops and parking lot lights). Storm water drainage structures are also located near the
western portion of the Site and appear to be connected with the storm water drainage system located on
Martin Avenue. The parking lot was being used as a motorcycle police training center, temporary parking
for shuttle buses, and as a “drop-down” area used during the current construction of runway
improvements. Numerous steel storage boxes were observed near the shuttle bus mobile office and in the
construction drop-down area. Several heavy-duty construction vehicles were parked in the drop-down
area. Construction activities were not being conducted during the site reconnaissance.
1120 and 1128 Coleman Avenue
1120 Coleman Avenue is a vacant lot that once was the SJSU Aviation facility. No buildings or
structures are present on this property. Most of the exterior is unpaved soil covered with overseed
vegetation conducted after the demolition of the facility and an asphalt-paved parking lot located at the
southern portion of the property. 1128 Coleman Avenue consists of developed land that is mainly
asphalt-paved. Four permanent structures are located on the property; designated Hangars 8, 9, 10, and
11 by SJIA. Several rows of outdoor airplane tie-downs are located in the eastern portion of the property,
aligned in a northwest direction parallel to the SJIA runways. A small covered airplane maintenance area
is located at the south eastern end of the property. Storm drain catch basins and sanitary sewer system
manholes were observed throughout the property; mainly located near the hangars. Three groundwater
monitoring wells were also observed; one near the northwest portion of the property and two located
south of the security access gate from Coleman Avenue.
5.3.1 Hazardous Substances and Petroleum Products
Reportable quantities (above 55 gallons for liquids, 500 pounds for solids, or 200 cubic feet for
compressed gases) of hazardous materials (including hazardous waste) were not observed during the Site
reconnaissance. However, a small hazardous waste storage area is located outside of hangar 8 used to
store waste (less than reportable quantities) from light aircraft maintenance work. Hazardous waste
stored includes waste oil, oil filters, and lead-based acid batteries. Hazardous waste containers appeared
to be properly marked and stored in locked storage cabinets.
Petroleum use on-site is limited to fuel for the construction equipment (West Side Parking Lot).
However, fuel is transported for the vehicles, as needed, by an outside contractor and not stored on-site.
Petroleum use and/or storage was not observed at 1120 and 1128 Coleman Avenue.
5.3.2 Storage Tanks
Evidence of the existence of any aboveground or underground tanks was not observed at any of the
properties. However, Mr. David Maas provided a figure identifying the approximate location of a
suspected historical waste oil tank at the West Parking Lot area. This area has been identified on
Figure 2.
5.3.3 Odors
No odors were identified in the subject property or immediate vicinity during the site reconnaissance.
