2 DEFINITION OF MAPs<br />

2.1 Introduction<br />

In the MAP-TN we deal with RTDI funding programmes in the form of Multi Actor – Multi<br />

Measure initiatives with a focus on science - industry cooperation. Therefore a definition of<br />

MAPs had to be developed, based on a definition of RTDI programmes (see Annex) as a<br />

special tool of RTDI policy. So MAPs have to fulfil the criteria for programmes and a number of<br />

special criteria which are described below.<br />

In our context RTDI funding programmes are a form of public support of RTDI activities. Such<br />

activities are performed by the private and / or the public sector. They are not identical with<br />

„RTDI programmes“, the latter meaning not the organised support, but the organised<br />

performance of RTDI activities, e.g. as an interlinked number of projects to achieve an<br />

overarching goal. The programmes provide the structural framework for the financial (or other<br />

ways) of public aid.<br />

2.2 Definition of MAPs<br />

In very general, MAPs are temporary answers to the complex settings and problems of<br />

innovation systems at regional, national and community level: We deal with funding<br />

programmes in the form of Multi Actors – Multi Measure initiatives ( see Annex: definition of<br />

„RTDI funding programmes“). MAPs always have to fulfil the criteria for programmes and a<br />

number of special criteria, stated below.<br />

Necessary elements constituting MAPs, discriminating them from other RTDI funding<br />

programmes<br />

• Multi Measures: minimum two types of measures, in most cases more. Measures are<br />

activities within a MAP. In this context it is crucial to describe two levels of activities (i.e.<br />

measures taken) separately. Both levels should be in place, the second one must be there to<br />

constitute a MAP.<br />

“Supporters” - Measures on the level of the programme: Nearly all MAPs have a whole set<br />

of instruments in their portfolio in order to intervene in complex settings within (a given part<br />

of) an innovation system. Such measures can be the delivery of e.g. project funding, other<br />

financial instruments, co-ordination and accompanying activities, information and / or other<br />

instruments.<br />
