The Judges & Standard Commission / Die Richter und Standard Kommission /
La commission des juges et des standards
Proposals to FIFe's General Assembly 2012 / Anträge an die FIFe Generalversammlung 2012 /
Propositions a l'Assemblée Générale de La FIFe 2012
Proposal nr. 1 – change to art. 6.1
Insert the following text after the first paragraph:
JSC Proposals to the FIFe Statutes
italics bold = new text
overwritten = deleted text
“One third of the members of the Judges and Standards Commission shall stand for re-election
annually.”
Motivation:
The FIFe Judges and Standards Commission is the FIFe Commission with the largest amount of routine
work. Regular updates to rules and standards, maintenance of exam questionnaires, setting of exams,
assistance to the FIFe Board in judges, students and exam matters and new breed/colour recognition are
all activities that require experience and routines to be performed. The potential for all members of the JSC
to be new after a single FIFe GA election eliminates the continuity that is required for the JSC to operate
efficiently.
Remarks on how to implement the proposal
Elections for a new FIFe Judges and Standards Commission will take place at the FIFe General Assembly
in 2013. During these elections, the two elected candidates with the highest number of votes will be elected
for 3 years. The two elected candidates with the next highest number of votes will be elected for 2 years
and the two elected candidates with the lowest number of votes will be elected for one year. In the case of
a tie in votes, there will be a vote off.
Proposal nr. 2 – change to art. 6.2
Under point 2, delete the following:
– three (3) International Judges for Category I or II or both, or All Breed Judges
– three (3) international Judges for Category III or IV or both, or All Breed Judges”
and replace with the following:
- each FIFe Category must be represented by at least two (2) members who are International
Judges qualified in that Category
Motivation
To allow more flexibility in the composition of the JSC and still maintain a minimum number of members
qualified within each category necessary to perform the work of the Commission.
Last year a proposal was made to enable registration of eye colour for white cats. It was
also proposed that it was *allowed* for breeders to register eye colour for cats with a high
grade of white. However, this was turned into a compulsory registration.
It is our opinion that such a registration is completely unnecessary and will focus attention
on features of the cat that has no bearing on its show career or its breeding career.
Motivation / Motif / Begründung
The ABY and the SOM have a unique coat with ticking of each individual coat hair. Today the standard assigns 25 points
to the body colour and 15 points to the ticking. With a more intense coat colour the balance between the ticking and
body colour has changed. Without proper ticking we are afraid that the breeds loose their breed characteristics, and we
are strongly in favour of giving the body colour and the ticking an equal amount of points in the breed standard.
/
verteilen.
Proposal no 1 from Felis Danica
Addition to Breeding & Registration Rules, § 3.6.1. Test programmes
(Addition indicated in bold and blue – deletions in red strikethrough)
Cats in breeds which bear a risk of genetic disease and which satisfy the following criteria:
the disease is fatal or causes chronic distress
the disease occurs in a significant proportion of the breed
a reliable test is available, and the disease could be eliminated
should be tested for such diseases.
Each FIFe Member must develop appropriate programmes.
If tests are made mandatory, either by a programme established by the FIFe member
or by a breed specific entry in § 6 of the Breeding and Registration Rules, the FIFe
member must register the test results, based on laboratory documentation submitted
by the breeder, and the test results must be indicated either on the pedigree itself on
or a separate appendix to the pedigree.
----------
If the above proposal is carried the following lines in the B&R rules should in consequence
be deleted:
6.5 BUR (Burmese)
….. - A certified veterinatian certificate regarding the GM2 gangliosidosis-status must be
attached to the pedigree
6.7 KOR (Korat)
……- A certified veterinarian certificate regarding the GM1/GM2 gangliosidosis-status must
be attached to the pedigree
6.15 NFO (Norwegian Forest Cats)
- A valid veterinary certificate regarding GBE-1 status shall accompany the cat’s pedigree.
Motivation:
The FIFe Member cannot provide certified veterinarian certificates, and cannot attach these
to pedigrees. This could be done by the breeder after a test of the individual cat, and means
that all cats must be tested even if their parents or grandparents have been tested as noncarriers.
However, when a kitten is born to non-carrier parents, its status is automatically “noncarrier”
without further testing. If the FIFe member registers the test certificates submitted
by the breeders when applying for pedigrees, the FIFe member can consequently attest to
the status of the kitten based on the certificates for the parents or grandparents. This will
eventually give the FIFe member / FIFe a full overview of the status of the breed.
Antrag 1 - FIFe-Generalversammlung in Albufeira 2012
Proposal 1 - FIFe General Assembly in Albufeira 2012
To close the novice class (13a) for Burmese (BUR)
We propose to close the novice class (13a) for Burmese (BUR) by adding to art. 6.5 of the Breeding &
Registration Rules: "Novices are not permitted". If carried, it will be effective 01-06-2012.
Reason: It is stated in our Breeding and Registration Rules in article 6.5 that: „the FIFe shall only recognise
the following EMS-codes in Burmese: n, a, b, c, d, e, f, g, h, j. The FIFe will not encourage any person or
federation to produce BUR in any other varieties than those listed above. When breeding BUR, silver and/or
agouti and/or piebald spotting are not allowed“. Since a couple of years one can see that in non-FIFe
organisations breeders try to introduce varieties as silver, agouti, cinnamon, fawn, caramel, apricot etc into
the BUR. For this they cross-breed BUR with other breeds like Mandalay, Abyssinian, Singapura etc. That is
against the true breeding of the BUR. Until now, the offspring of these crossbreedings, which may show the
BUR colours and look like a BUR without being true bred, could enter the novice class (13a) in FIFe and by
this way, they can be mingled with the BUR gene pool. This proposal FIFe will protect the Burmese breed
and will continue to guaranty its true breeding.
PROPOSAL FOR THE FIFe GENERAL ASSEMBLY 2012, ALBUFEIRA, PT
Proposal 1 Felis Romania proposes preliminary recognition of the Singapura - SIN, as the necessary
requirements have been fulfilled.
This preliminary recognition is to take immediate effect.
Motivation: The Singapura has been in existence for 30 years and has changed very little in appearance over
this time. There are many of these cats worldwide, registered in all other organizations. Many breeders and
owners would like to have these cats also recognized in FIFe.
The Danish club JYRAK very kindly assisted the FIFe Singapura breeders in holding a presentation show in
Brædstrup (DK) on 15 January 2012. The required members from the JSC and BRC were present, and the rules
for a presentation show were adhered to. 23 Singapura cats, ranging from 5 months to 6 years old, from 5
different FIFe members were presented at the show, out of which 18 fulfilled the requirements. The HWC have
also requested the relevant health information, which was provided. All documents and pedigrees of the cats
that were at the presentation show are available for inspection.
ANTRAG FUR DER FIFe GENERALVERSAMLUNG 2012, ALBUFEIRA, PT
2. Summary report about impressions/ Zusammenfassender Bericht über die Eindrücke/
rapport en résumé de les impressions
The cats presented fitted the standard for SIN in an excellent way. Some of the adult cats felt a bit small
in size otherwise the proportions were nice on all. About half number of the presented cats had slightly flat
foreheads.
Most cats had ex sized eyes and ears. Some of them could have had a little stronger chin. In some cases
the wedge was a bit long. Generally the coat structure was good, being short and flat lying. Only in some
cats the coat could be a bit shorter and more flat lying, especially in the younger cats. In most cats there
was a pale ground colour. The ticking was mostly good. Almost all cats showed barring on the legs. We
saw that the breed is already established in type, coat, colour and ticking. The temperament was excellent
in all cats.
The JSC have some comments to the proposed SIN standard:
1. "Profile - Gentle indentation". There are two words used in FIFe standards to describe indentation in
profile, where "gentle" is generally used to indicate a rather small indentation (KBL, TUA) and "slight" is
used to indicate a little more indentation. The JSC recommends the breeders to review the use of the
word "gentle" as applied to the SIN profile.
2. "Body -muscular and compact". The word "compact" is used in breeds like BUR, KBL/KBS and
MAN/CYM. The JSC recommend that the breeders review the use of the word "compact" as applied to the
SIN body
3 "Markings-some barring". The word some is imprecise and leads to possible confusion as to how much
barring is allowed. We recommend the breeders to review the use of "some" as used in SIN markings.
4. The JSC noted that the SIN colour (Seal sepia ticked tabby) is not available in the Standards - General
part at this time. It is therefore relevant to have the colour description as part of the SIN standard.
Some formalities were not followed by FD. The FIFe JSC is not aware that any official information or
invitation to a presentation show was submitted to FIFe.
All together 23 cats were shown, of which 18 were cats older than 6 months and 5 were kittens 3-6
months.
Four of the exhibited cats were owned by judges officiating at the show, so according to FIFe Rules they
should not be counted. This concerns 2 of the cats over 6 months of age and 2 of the kittens 3-6 months.
This leaves only 16 cats to be counted according to the FIFe B&R Rules Article 10.2.3. The decision to
allow kittens 3-6 months to count as part of the presentation is to be made by the FIFe BRC as the
requirements for the presentation show are contained in the FIFe B&R Rules which are their
responsibility.
Breeding & Registration Commission
Report from the Presentation Show for Singapura
Report Singapura presentation Show
15.01.2012, Brædstrup (DK)
A total of twenty-four (24) Singapuras (SIN-non) from a total of 6 different FIFe Members (Romania,
Bulgaria, Sweden, Finland, Poland and Denmark) were entered at the Presentation Show in
Brædstrup January 15th 2012.
All cats were owned by individuals who were members of national FIFe Members.
All but one cat were correctly registered with FIFe. This cat (catalogue no. 409 - Kennaz Sunna)
was still registered in WCF at the time of this show.
Only one cat was absent from the show (Catalogue 406 - Puriga Portos).
Of those cats present at the show, eighteen (18) were at least 6 months old, one was 5 months
and 26 days old, and 4 were 5 months old.
All of the cats had a pedigree of four generations prior to the cat, and more than three of these had
six or more generations prior to the cat. All pedigrees showed only Singapuras in all generations
and the pedigrees were not questioned in any way.
The Judges & Standards Commission questioned the colour of one of the cats presented.
Conclusion:
A total of twenty-three (23) SIN-non were presented.
Of this total number, eighteen (18) were more than 6 months of age and all cats had at least 3
generations of the same breed (i.e. SIN-non) prior to the cat.
Of the total number presented, five (5) were less than 6 months (one is a week too young and four
of them were a month too young) and had at least 3 generations of the same breed (i.e. SIN-non)
prior to the cat.
According to the Breeding and Registration Rules article 10.2.3, the required number of cats was
not met. The requirements are rather strict (6 months and not 3 month) and in this instance the
Commission would recommend that a dispensation regarding the numbers of cats is given and
thus enabling the recognition of the Singapura in spite of the one missing cat.
All pedigrees are available and can be seen on the homepage of JYRAK.
Proposal 1 – FIFe GA 2012 – Addition to art. 3.7 of the Judges Rules
(Additions in bold and italics)
3.7 - Participation in non-FIFe shows
A FIFe judge may, with the permission of the FIFe Board and the FIFe Member in the country concerned, officiate
at a non-FIFe show. If a FIFe Judge officiates at a non-FIFe show, it must be agreed beforehand that the show
catalogue will state that he is a FIFe Judge. A breach of the current rules will result in disciplinary actions.
Permission is refused if a FIFe show is scheduled for the same week-end in the country concerned or at a
location less than 400km from a FIFe show.
Each FIFe Judge may officiate only two weekends a year at non-FIFe shows.
Motivation: The FFF has voted for France a proposal to limit the number of invitation for FIFe Judges to officiate at a non-
FIFe show to 2 times per year. This proposal is already in place for FFF Judges can be extended to all FIFe Judges. There
may be 10 or more FIFe shows the same week-end. Therefore, it becomes difficult to find available Judges, and it is particularly
unpleasant when some have accepted an invitation in a non-FIFe show. Moreover, it can penalize FIFe clubs because
some exhibitors prefer to go into non-FIFe shows where they can also find FIFe Judges. Finally, exhibitors wishing to have
their cats really judged by a FIFe Judge still have the possibility to become a member of a FIFe club, and go in FIFe shows.
Antrag 1 – FIFe GV 2012 – Hinzufügung zu Art. 3.7 der Richterregeln
(Hinzufügungen in Fett- und Schrägschrift)
3.7 - Teilnahme an nicht-FIFe Ausstellungen
Motivation:
Delete what is red.
Antrag 2 - FIFe-Generalversammlung in Albufeira 2012
Streichung des Artikels 4.17 der FIFe Ausstellungsregeln
Wir beantragen die Vergabe des Titels National Winner ( NW ) mit sofortiger Wirkung
auszusetzen.
Proposal 2 - FIFe General Assembly in Albufeira 2012
Delete article 4.17 of the FIFe Show Rules
We propose to stop awarding the title National Winner (NW) with immediate effect.
Reason:
This is supposed to be a FIFe title. To be able to award a FIFe title, all exhibited cats should
compete under the same conditions necessary to obtain this title; this is not the case here.
FIFe titles should be uniform and comparable.
PROPOSITION 2 – AG FIFe 2012 – Addition à l’art. 6.1.2.a - Règlement des Expositions
(Texte ajouté en grasse et italique)
6.1.2. - Juges non-FIFe
Proposal 2 – FIFe GA 2012 – Addition to art. 6.1.2.a – Show Rules
(Additions in bold and italics)
6.1.2 – Non-FIFe judges
a. A FIFe Member wishing to invite a non-FIFe judge to officiate at a FIFe show must first obtain the
Permission of the FIFe Board, separately for each assignment.
Each FIFe Member will get a maximum of two permissions (two weekends) per individual
non-FIFe Judge per calendar year.
Motivation:
FIFe shows should remain FIFe; if non-FIFe judges desire to officiate repeatedly at FIFe shows, they can become
a member of a national FIFe Member and follow the same education to become a FIFe judge, just like all our
judges and student judges.
Antrag 2 – FIFe GV 2012 – Hinzufügung zu Art. 6.1.2.a der Ausstellungsregeln
(Hinzufügungen in Fett- und Schrägschrift)
6.1.2 – Nicht-FIFe-Richter
FIFe Annual General Assembly
May 25th – 26th 2012
Albufeira – Portugal
Proposal 2: Show Rules - ANNEXES – Exceptions to the Show Rules – Annex 3.
Allow for all the CACIB/CAPIB and GAGCIB/CAGPIB for Spain to be taken in one country for a
period of 4 years since 01.01.2013:
- International Champion/Premier: 5 CACIB/CAPIB under at least 3 different judges
- Grand Int. Champion/Premier: 8 CAGCIB/CAGPIB under at least 5 different judges
Motivation:
The geographical situation of Spain and its wide territory make sometimes very difficult for our
breeders travelling abroad to get the international certificates.
A great number of our members live in the south east part of the country, 36% and for them going to
a national show in Madrid, for example, means travelling from 400 Km to 600 Km. Going to a show
in Elvas, Portugal, the closest Int. Show in a foreign country for them means driving from 447Km to
727Km, to Toulouse an average of 1.110Km., and to Bordeaux in France an average of 1.200 Km.
From Madrid city, geographically in the center of Spain, and the central area with 40% of our
members, the closest Int. Show abroad is Elvas at 480 Km. The closest shows in France are: Bordeaux
at an average of 714 Km and Toulouse at an average of 783 Km.
The northwest part of Spain with 9% of our members has as the closest In. Shows Braga, in Portugal at
an average of 311Km., Bordeaux at an average of 813 Km. and Toulouse at an average of 917 Km.
As a result we are losing exhibitors in our shows more and more because of the difficulty of most of
our members to travel abroad to get their int. certificates, and the fact that most of the shows and feline
events in Portugal are the same dates as ours hasn’t helped much either. Besides, the economical
situation now in Spain is quite difficult, facing more than 20% unemployment and having a deep
crisis resulting in no sponsors for our shows and, it is for that, that we kindly ask this General
Assembly for an exception for a period of 4 years until we overcome the current economical crisis.
NFO nt/at 01/02 61/62/63/64
NFO nt/at 03/09
Motivation
In article 3.6 of the Show Rules is clearly stated that cats compete at shows according to their physical
appearance (phenotype). Since most nonagouti amber/light amber cats phenotypically look like agouti cats,
we propose this change of groups. It will also end discussions about agouti versus nonagouti, ultimately
leading to cats being moved (back and forth) from one group to another. With our proposal such cats are and
stay in the same group and all certificates issued before in this group remain valid, no matter how the cat’s
appearance develops.
Motivation
Since quarantine regulations have been lifted per 01.01.2012 in Norway, Sweden and the United
Kingdom, the exceptions in articles 1.4 and 2.5 shall be deleted.
During the past years it has already become a common practise not to schedule any other FIFe
Show Commission
Proposals to the FIFe General Assembly 2012
SC proposal 4 – article 1.14: Owner names and their information in the catalogue
The catalogue of a cat show must contain at least the following data of each exhibit:
– (…)
– the name of the exhibitor owner.
The catalogue must contain a list of owners of all exhibitors and also with the country code of
foreign exhibitors.
This list may only indicate:
– the name of the owner
– the ISO-country code of the owner if he is residing in a foreign country
– the organisation or club where the owner holds his membership
– the catalogue number(s) of his exhibit(s).
Motivation
It shall be made clear in the catalogue who is the owner of an exhibit, regardless who is actually
showing the cat.
Information in the catalogue regarding owners shall only indicate their names, foreign country
codes, membership organisations and the catalogue numbers of their exhibits. This means that
home addresses, telephone numbers, email addresses, etcetera, may not be included.
Remark
If this proposal is carried, the name of the owner must be indicated on the official show entry form.
SC proposal 5 – article 4.1.1: Show title for house cats
All FIFe show titles are only available for FIFe registered cats (and for house cats), owned by
individual members of national FIFe Members.
Motivation
House cats are not registered in a FIFe Pedigree Book, but can obtain a FIFe show title (DSM).
Remark
If this proposal is carried, the same addition has to be made in the Breeding & Registration Rules
article 5.3.1.
SC proposal 6 – article 4.9.4: Breed BIS for all breeds, regardless category
Add category I and IV to item 1:
(defined by EMS code) in either category I, II, III or IV.
2. The other breeds of the category in question must number also at least 50 in total.
3. Breeds that have a “Breed BIS” do not compete in the Best in Show of their category.
(Items 4 – 10 remain unchanged)
Motivation
Breed Best in Shows shall be permitted for all recognised breeds in all categories and not only for
the breeds in category II or III.
Proposals to the FIFe General Assembly 2012
SC proposal 7 – article 6.1.4: no need for show organisers to inform examiners
The show organiser must give an officiating judge advance notice of the following:
– if he is to instruct a student judge (one only per judge);
– if he needs to supervise a stage (only one per judge);
– if he is to act as an examiner.
Motivation
The notification to the examiners is sent by the General Secretary when the examination
permission is given.
SC proposal 8 – annex 3: Countries and their geographic location
Permit Iceland and the United Kingdom, so long as present quarantine rules remain in existence,
and Cyprus, Greece, Iceland, and Portugal and the United Kingdom because of their geographic

Such cats must be put into quarantine immediately
Motivation
to) their designated cage in the show hall, but shall be put into quarantine.
Item 8.4 shall be made consistent with Show Rules article 3.8 which states: “If during the vetting in
JSC proposals to Rules for Judges and Student Judges
Proposal nr. 2 – New article: FIFe Breed Seminars for Student Judges
Proposed text of new article 2.2.4:
Each FIFe member is permitted to organize FIFe Breed Seminars for Student Judges. Such
Seminars are proposed and organized in cooperation with the relevant Breed Councils and
conducted by a FIFe Judge. Breed Seminars may be held during a show weekend.
A maximum of 3 Breed Seminars per day are allowed and at least 10 cats for each breed of different
ages must be present (i.e. 3 Breed Seminars = min. 30 cats).
A certificate (training outside the show hall), signed by the lecturing Judges, will be issued to each
Student Judge who has remained in attendance for the whole duration of the Seminar. The value of
the certificate, in number of cats, shall be the number of cats present during the Seminar.
Art. 2.1.17 applies as for the maximum number of cats allowed for each category with this type of
Seminar.
The relevant Seminar information (breed(s), location and duration) shall be published in the official
FIFe show calendar at least 2 months prior to the date fixed. The organizer should be mentioned as
well as a contact number (telephone, fax, e-mail).
Remark: If accepted,
Art. 2.2.4 becomes Art. 2.2.5 and articles’ references change as follows:
“Student Judges may participate at such seminars mentioned in articles 2.2.1, 2.2.2 and 2.2.4 with
reference to article 2.2.3”
Art. 2.2.5 becomes Art. 2.2.6
Motivation
The JSC believes the addition of Breed Seminars is a very important and necessary tool to be introduced
into the Student Judges’ training system. One first experimental Breed Seminar, authorized by FIFe, was
conducted in June 2011 in Denmark and the feedback from the participants has been extremely positive.
After this encouraging experience, Student Judges as well as Judges asked for the possibility to have such
seminars as an official part of the Judges’ training.
A Breed Seminar would help Student Judges to get more in depth information about one breed (historical
development, genetics, breeding practices and judging) also because of the valuable contribution of
experienced breeders (Breed Councils).
The JSC is of course available to assist FIFe members in setting up a format for the agenda for such kind
of seminars.
Proposal nr. 3 – deletion of art. 2.1.5.4 (4.1.1.4 of NE)
We propose the deletion of art. 2.1.5.4 about exceptions when applying to be admitted as Student Judges.
Motivation
The JSC believes that a lot has been already done, during the last few years, to make the judges training
more flexible, shorter and with less requirements and limitations compared to the past, also for first time
Students. This article was first introduced in 2009 and since then, the number of individuals seeking for
exceptions has obviously increased, but we noticed the article has been often “abused” without the
necessary justifications.
For this reason, the JSC considers it necessary that at least the basic, important requirements to start the
training are respected to guarantee the entry level of Students is kept high, with respect to the FIFe
system, rules and standard.
Proposals to FIFe's General Assembly 2012 / Anträge an die FIFe Generalversammlung 2012 /
Propositions a l'Assemblée Générale de La FIFe 2012
Proposal nr. 4 – change to art. 2.1.15
Addition of exceptions for breeds to be examined before taking the final exam:
Proposed text:
“All breeds in the category in question must have been examined by a Student Judge (except GRX, KBS
and SOK in category III and SYL in cat IV).”
The rest of the article remains unchanged.
Motivation
According to the information available to the JSC, KBS and SYL are rarely seen at FIFe shows, whereas
their sister breeds (KBL and SYS) are well represented. The JSC believes an exception can be granted for
these 2 breeds that differ from their sister breeds only in coat length.
Proposal nr. 5 – addition to Art. 2.4.1
Addition of time frame for training of judges in 2 categories:
- I and IV: 150 cats in minimum 12 months
- II: 390 cats in minimum 18 months
- III: 540 cats in minimum 2 years
Motivation
It was noted that this important information is missing in this part of art. 2.4.1.
Proposal 3 – Deletion in article 5.2.2. - The Cattery name
Existing text: in normal print
Unveränderter Text: Normalschrift
Texte existante: normal
Deletion of the 1 st and 2 nd paragraph and the last part of the 3 rd paragraph:
A cattery name, registered by the FIFe after 01.01.85, shall contain the international code of the country in
which its owner holds his membership when registering the cattery name
As from 01.01.2010, the international ISO 3166-alpha-2 code of the country must be used; i.e. DE for
Germany, ES for Spain, SE for Sweden etc. (see FIFe General Rules, Annex 2).
A cattery name shall not consist of more than 15 letters or signs, country code excluded.
Motivation: As all FIFe cattery names are registered electronically there is no further need to register
the country code as part of the cattery name. This also unifies all members of FIFe as the name is
worldwide protected by FIFe name and not only within a country.
Vorschlag 3 – Streichung in Artikel 5.2.2. – Zwingernamen
FEDERATION INTERNATIONALE FELINE - FIFe
(addition: bold+italics, deletion: strikethrough)
Health & Welfare Commission
Proposals for the FIFe GA 2012
Proposal No 1
We propose the following change to the Breeding and Registration rules, article 2.3.3:
2.3.3 Kittens
Kittens must not go to a new owner (home) before they are 12 weeks old and have been fully vaccinated
against Pan-leucopoenia and ‘cat flu’ feline panleucopenia, feline calici virus and feline herpes virus,
unless otherwise advised by a veterinarian.
In accordance to this there should also be a change in the Show rules, article 1.8.c:
1.8 Conditions for an international show
c. the cats have been vaccinated by a veterinary surgeon in accordance with each country's
veterinary regulations, against pan-leucopenia and cat-flu feline panleucopenia, feline calici
virus and feline herpes virus, and have had the required boosters, at least 15 days prior to the
show.
Motivation:
The wording is more correct and identical in both sets of rules.
Proposal No 2
We propose the following addition to the Breeding and Registration rules, article 6.11:
6.11 MAN/CYM (Manx and Cymric)
Remark: Manx/Cymric having MAN/CYM * 54 in its pedigree in one or more of the three
generations prior to the cat in question, will be registered in the LO pedigree book register.
Motivation:
Manx and Cymric shall be treated equally.
Proposals regarding the Breeding & Registration Rules
Additions: in bold and italics. – Deletions: crossed out.
Moved text: in italics only. – Unchanged text: in normal print.
BRC proposal 1 – articles 3.5, 8.3 & 8.4: Wild cats, (pseudo)achondroplasia,
osteochondrodysplasia – reorganisation and clarification
We propose to:
– renumber article 3.5 (Cats not allowed for breeding) into 3.6
– renumber article 3.6 (Genetic diseases and tests) into 3.5
– move article 8.3 (Wild cats and new breeds based on wild cats) to a new sub-article 3.6.1
– move article 8.3 (Cats suffering from (pseudo-)achondroplasia) and 8.4 (Cats suffering from
osteochondrodysplasia) to a new sub-article 3.6.2
– move the remark regarding the deletion of the EMS codes SFL/SFS in article 8.4 to article 8.1
– clarify the concerning articles.
3.56 Cats not allowed for breeding
The following cats are not allowed for breeding:
– deaf cats (white cats must be tested before they are used for breeding)
– cats with an umbilical hernia
– any type of “wild” cat or any new breed based on “wild” cats
– cats suffering from (pseudo-)achondroplasia
– cats suffering from osteochondrodysplasia (see article 8.4).
Each FIFe Member is free to impose further health restrictions, according to national
circumstances.
8.33.6.1 Munchkin and “Wild” cats and new breeds based on “wild” cats
FIFe does not create an EMS-code for the Munchkin.
FIFe will not recognise nor create EMS-codes for:
– any type of “wild” cat
– any new breed based on “wild” cats.
Such cats:
– are not allowed for breeding
– cannot be registered with FIFe
– cannot be exhibited at a FIFe show
– cannot be promoted or advertised.
8.43.6.2 Cats suffering from (pseudo-)achondroplasia or osteochondrodysplasia
FIFe will not recognise nor create EMS-codes for:
– cats suffering from (pseudo-)achondroplasia (see article 3.5.2)
– cats suffering from osteochondrodysplasia (see article 3.65.2).
Cats suffering from (pseudo-)achondroplasia or osteochondrodysplasia, or with such a cat in
their ancestry:
– are not allowed for breeding
– cannot be registered with FIFe
– cannot be exhibited at a FIFe show
– cannot be promoted or advertised.
Motivation
Cats with (pseudo-)achondroplasia or osteochondrodysplasia are mentioned in the rules as unwanted
features – they should be included in the same article and be treated the same way.
Nowhere in the FIFe rules it is clearly stated that FIFe do not want new breeds based on wild cats and do not
want or support any breeding with wild cats or breeds based on wild cats.
Breeding & Registration Commission
Proposals to the FIFe General Assembly 2012
BRC proposal 2 – article 4.5: Available information of ancestors
Insert at the end of article:
4.5 Pedigree
If the required minimum information – as listed above – on any ancestor of the cat is not
available, then:
the cat must be entered in the RIEX register
the available items of the ancestor must be printed on the pedigree
the missing items of the ancestor can be left out on the pedigree.
Motivation
Some FIFe Members register imported cats with blank boxes in the pedigree if all required
information is not available, e.g. registration body or colour of great great grandparents.
It is essential for maintaining a pedigree book that as much information is kept and available to the
breeders.
If all information as described in detail in this article is not 100% available and some information is
left out the imported cat does not fulfil the requirements for a LO registration and must be entered
in the RIEX register.
BRC proposal 3 – articles 4.6.2, 5.1.1, 5.1.3, 9.1.1, 9.1.3 & 10.2.3: changing the term “LO or
RIEX register” into “Pedigree book”
To change the term “LO or RIEX register” into the more correct term “Pedigree book”.
Motivation
As mentioned in the Breeding & Registration Rules article 4.1 the pedigree book is the complete
register of cats – in other words the LO and the RIEX register.
It is more logical to use this term “Pedigree book” instead of a combination of two registers, which
in reality is the same pedigree book.
The current description dates from earlier days where the two separate registers were kept
manually and on printed paper – nowadays the pedigree book is a database where each cat is
entered in the pedigree book and identified by the parents.
Remark
If this proposal is carried, the same change shall be implemented in the Show Rules article 3.1.
BRC proposal 4 – article 5.2.2 & 5.2.3: Cattery names and application for a cattery name
5.2.2 The cattery name
(…)
A cattery name shall not contain:
more than 15 letters or signs, country code excluded
an EMS code or any other abbreviation for any breed or name of breed
the word “cattery” in any language.
(…)
A breeder is allowed only one cattery name.
5.2.3 Application for a FIFe cattery name
Individual members of a FIFe organisation:
shall request to register a cattery name in the Book of Cattery Names through their
national FIFe Member
are allowed only one FIFe registered cattery name.
(…)
A cattery name once issued can be changed only for a very good reason.
Breeding & Registration Commission
Proposals to the FIFe General Assembly 2012
Motivation
These clearer rules regarding the format of the Cattery Name are proposed by the Cattery Name
Administrator.
BRC proposal 5 – article 5.2.5: Ownership of cattery names
5.2.5 Ownership of a cattery name Changes of a cattery name
A FIFe registered cattery name is the private and personal property of a one individual breeder.
After registration, ownership cannot be changed, passed on or transferred, except under
circumstances listed in this article.
If a cattery name has been registered in the name of two people living at the same address, neither
of the partners can acquire a second cattery name the first registered individual (breeder) shall
be considered as the owner of the cattery name, the second as the co-breeder.
The owner’s name must be clearly indicated on the cattery name application and will be
duly registered by FIFe.
National FIFe Members shall be responsible for the co-breedership administration of the
cattery names belonging to their individual members:
a. Co-breeders residing at the same address can be added or deleted by request of the
cattery name owner to his FIFe Member.
b. Co-breeders must be a member of a FIFe organisation.
c. Co-breeders cannot have or apply for the registration of their own cattery name.
d. When a co-breeder no longer resides at the same address as the cattery name owner,
the name of the co-breeder shall be deleted and may not be included anymore on
pedigrees issued for cats bred under the cattery name in question.
In case of separation of partners the FIFe General Secretary shall be informed as to which of the
partners is to retain the cattery name.
After the death of the owner of a cattery name, it cannot be used for the next 20 years, unless it is
transferred to a lawful heir who:
is a member of the same FIFe Member a FIFe organisation, and
does not have an own cattery name.
If a national FIFe Member is obliged to expel an individual member, the name of the latter and that
of his cattery shall be reported to the FIFe General Secretary.
Motivation
A more detailed description regarding ownership of cattery names is needed.
Remark
The first paragraph in article 5.2.5 is an already existing rule and is moved from article 5.2.2.
The last paragraph in article 5.2.5 is an already existing rule and is moved from article 5.2.6.
Breeding & Registration Commission
Proposals to the FIFe General Assembly 2012
To achieve the proposed goal the following shall be implemented
1. EMS list
We introduce three new EMS codes for coat structure/length, only to be used for DSP and PEB:
81 = longhair
82 = shorthair
83 = brush.
The current EMS code “br” for brush coat will be deleted.
According to the principles of the EMS system small letters (or a combination of small letters) are
to be used for codes indicating coat colour and not for indicating coat structure/length.
Therefore, code 83 has been created for “brush” coat.
2. Registration of long/short coat in DSP/PEB
The gene that causes the DSP and PEB hairlessness is a dominant gene, i.e. kittens with normal
fur / coat can be born out of two pure bred hairless cats. Coated cats are an integrated part of the
DSP/PEB breed and can only be used for breeding within their own breed. Therefore, DSP/PEB
with a long/short coat shall not be registered as XLH/XSH with target breed DSP/PEB anymore,
but as DSP/PEB non-recognised (“x”) variety using the code 81 resp. 82.
Registration examples:
DSP x n 33 81 Don Sphynx seal point longhair
PEB x f 03 21 82 Peterbald black-tortie tabby bicolour shorthair
3. Registration of “brush” coat in DSP/PEB
The brush variety remains as it is now: a non-recognised (“x”) variety for DSP/PEB.
Such cats can only be used for breeding within their own breed.
Registration examples:
DSP x n 33 83 Don Sphynx seal point brush
PEB x f 03 21 83 Peterbald black-tortie tabby bicolour brush
4. Registration of “flock” coat in DSP/PEB
We include the definition of “flock” coat in the Breeding & Registration Rules article 6.6 (DSP) resp.
6.17 (PEB) in order to complete the overview of the different coat structures that may occur.
We also indicate how these cats must be registered: as a recognised variety without any additional
EMS code for the “flock” coat structure.
5. Permitted outcrosses when breeding PEB
We already have defined permitted outcross for PEB in our rules: BAL, OLH, OSH, SIA, SYL and
SYS. However, when an outcross is permitted, there should be no obligation to ask permission for
such breeding which requirement we have in our rules now. Therefore: when breeding PEB, no
permission is needed for mating PEB with permitted outcross (BAL, OLH, OSH, SIA, SYL or SYS)
and the offspring of this mating must be registered as PEB * and not as XLH/XSH * (PEB).
6. No permission needed anymore for breeding with x-varieties
No permission is needed for breeding with a DSP/PEB x-variety within its own breed, as is the
case with all non-recognised varieties in any other recognised breed.
7. No re-registration needed anymore
Since no short/long coated offspring (and for PEB: no offspring from permitted outcrosses) will be
registered anymore as XLH/XSH with DSP/PEB as the target breed when breeding within the own
breed, re-registration (in accordance with article 9.1.3 of the Breeding & Registration Rules) is not
needed anymore.
8. One clear breeding restriction for all DSP/PEB
There will be only one clear breeding restriction for all DSP/PEB: they can only be used for
breeding DSP/PEB and not for breeding/outcrossing to any other breed.
©FIFe - Agenda of the GA Albufeira (PT) 24-25.05.2012 72/74

Breeding & Registration Commission
Proposals to the FIFe General Assembly 2012
Implementation will result in the following articles 6.6 and 6.17 (changed text in italics)
6.6 DSP (Don Sphynx)
DSP can only be used for breeding DSP.
Appearances of offspring and how these must be registered when mating DSP x DSP:
Appearance EMS code Breeding restriction
hairless DSP *
flock coat DSP *
long coat DSP x * 81
All DSP can only be used for breeding DSP
short coat DSP x * 82
brush coat DSP x * 83
* means additional information following the EMS-system; i.e. lower case basic colour letter etc.
Registration of “s” (silver) and “y” (golden)
For hairless breeds like DSP, the EMS-codes “s” (silver) and “y” (golden) shall not be used regardless of the
genotype.
Registration of “flock” coat variety: DSP *
The word “flock” means the cat has residual flock hair of no more than 2 mm. in length on the whole body.
DSP with flock coat structure is a recognised variety.
No specific EMS code has to be added for the flock coat structure.
Registration of long/short coat variety: DSP x * 81/82
The gene that causes the DSP hairlessness is a dominant gene, i.e. kittens with normal fur / coat can be
Breeding & Registration Commission
Proposals to the FIFe General Assembly 2012
Registration of “s” (silver) and “y” (golden)
For hairless breeds like PEB, the EMS-codes “s” (silver) and “y” (golden) shall not be used regardless of the
genotype.
Registration of “flock” coat variety: PEB *
The word “flock” means the cat has residual flock hair of no more than 2 mm. in length on the whole body.
PEB with flock coat structure is a recognised variety.
No specific EMS code has to be added for the flock coat structure.
Registration of long/short coat variety: PEB x * 81/82
The gene that causes the PEB hairlessness is a dominant gene, i.e. kittens with normal fur / coat can be
born out of two pure bred hairless cats. Coated cats are an integrated part of the breed PEB.
PEB with long/short coat must be registered as a non-recognised variety (“x”) and by using the code for
longhair (81) or shorthair (82).
Registration examples:
PEB x n 33 81 Peterbald seal point longhair
PEB x f 03 21 82 Peterbald black tortie tabby bicolour shorthair
Registration of “brush” coat variety: PEB x * 83
body, with bald areas on the head, upper part of the neck or on the back.
brush (83).
BRC proposal 7 – articles 10.2.2 & 10.2.3 presentation of a new colour variety/new breed
10.2.2 Additional conditions for a new colour variety
10.2.3 Additional conditions for a new breed
This presentation must take place:
during one or two international shows, or
in connection with one or two official FIFe events (for example seminars and General
Assembly)
in the presence of at least 5 members of the Judges & Standards and the Breeding & Registration
Commission, with at least one representative from the Breeding & Registration Commission.
If the presentation is to be held at two different shows/events, this must be effectuated within 6
months.
10.2.3 Additional conditions for a new breed
– all exhibited cats must be at least 6 months old, be registered in a FIFe organisation and
owned or bred by a National FIFe Member’s individual member.
Motivation
With regard to the presentation shows the commission realised that some parts of the rules could
be changed. Last year a number of Singapura’s was presented at the seminar following the
General Assembly – this could have been a presentation of the breed to the commissions which
already were present and could have reduced costs for the breeders working for a recognition.
The commission also wants an upcoming breed to be FIFe based – and being bred by a FIFe
Members’ member must also be considered FIFe based.
Proposal no 2 from Felis Danica
Addition to Breeding and Registration Rules, Chapter 6 - New paragraph
New text in blue, bold and italics Deleted text red and strike-through
6.XX TUV (Turkish Van)
The FIFe shall only recognise the following EMS-codes in TUV: d, e, n, a, f, g.
Offspring in a non-recognised colour variety shall be registered as XLH *
The FIFe will not encourage any person or federation to produce Turkish Vans in any
other colour varieties that those listed above.
Only cats imported from Turkey and surrounding countries may be entered in the
Novice class for recognition.
Their origin must be officially proved by documentation.
Motivation:
At the moment a number of all white cats are being imported for use in the TUV, and we
wish to prevent this from happening in the future. A TUV has always been a cat with a van
pattern. This pattern is so unique to the breed that the pattern has been given the name of
the breed, even for use in other breeds.
In order to maintain this pattern it is necessary that we do not allow “solid” cats in our
breeding of TUV. We question whether those cats which are being imported really are of
the TUV bred, as they do not meet the breed standard, and we fear that we will not be able
to maintain the unique Van pattern of the breed as well as the great health standard if we
cross our cats with solid cats, who are most often solid white.
We wish to stop the discussion of whether a TUV can exist in an all white variety by
deciding that a TUV must maintain its unique characteristics, such as its special van
pattern, and only be recognized in van patterned varieties.
