7 Glebe Report May 13, 2005 GCA Get involved in your community association ANNUAL GENERAL MEETING Join us for our annual general meeting on Tues., June 7, 7:30 p.m. at the Glebe Community Centre. Elect a new board, find out what we've been up to this year and hear from our councillor and schoolboard trustees. Our special guest speaker this year is Mr. Ned Lathrop, Deputy City Manager for planning and development. This is a rare chance to hear from one of the city's most senior staff members about planning for Ottawa's future. BRONSON & CARLING The city's plans to re-do the Bronson- Carling intersection are moving forward. Right now, most collisions occur when cars northbound on Bronson try to turn left on to Carling. It is proposed that left turns be permitted only on a dedicated turn signal. A longer holding lane for turning cars will also be created. The GCA, Glebe Collegiate School council and concerned residents are still working with city staff to resolve a few concerns such as the alignment of Carling with Glebe Avenue. FRONT-YARD PARKING There may be good news for the residents on Fifth, Patterson, Strathcona, Allan Place and Cobalt, who found out that their front-yard parking spots were illegal. At the request of the GCA, council has passed a motion to allow existing front-yard parking spots established before 2001 to be regularized. If owners apply for parking variances, these spots may be made legal and curb cuts could be made when the road is reconstructed. NOTE: The GCA's position and subsequent city motion relate only to the regularization of pre-established spots and not to the creation of new spots. Front-yard parking has always been controversial in the Glebe. While some support it, saying there are no other places to park, other re-: sidents have opposed it to preserve green spaces and traditional streetscapes. If you have front-yard parking and are not sure it is legal, it is best to check with the city. If you're thinking of creating a spot, remember: you need to apply for a variance. NEWSPAPER BOXES The arrival of two new free daily papers has sparked new concerns about the number of newspaper boxes on Bank Street. They have proliferated to the point where they are a visual eyesore, a hindrance to pedestrian circulation and a barrier By June Creelman to streetscape improvement (i.e., taking up space that might otherwise be used for benches, planters, bicycle racks, meeting spaces, etc.). The Glebe Business Group, the Bank Street North Business Improvement Association and the GCA have all passed motions asking the city to implement new regulations to reduce the number and control the location of these boxes. It's expected that city authorities will be debating this issue later this month. SUPPORTING SUNNYSIDE - Our neighbours at the Old Ottawa South Community Association have formed a new committee to support the Sunnyside Library. The GCA board supports the creation of a new local organization: Friends of Sunnyside Library. One of our board members, Caroline Vanneste, is actively involved in creating this new organization jointly with Old Ottawa South. You can do your bit to support the Sunnyside Library by purchasing a book bag, to be on sale later this month and during the Great Glebe Garage Sale. If you want to get involved, call Caroline at 236-9370 or e-mail the GCA. BANK STREET RECONSTRUCTION The GCA is continuing work on planning for the Bank Street reconstruction. Rather than take definitive positions on issues like sidewalk and traffic-lane width, we've established a set of principles and priorities (see page 5). We're continuing to hold dialogues with the city on our desire to have hydro wires buried. The city has taken our comments 'seriously and has initiated a planning exercise to determine which types of streets warrant the extra expenses of underground wires. This means that communities like ours will not have to fight on a case-by-case basis. We expect that there will be a second public open house on the Bank Street reconstruction at the end of June. SOMERSET FIRE RELIEF Thank you to everyone who has contributed to the Somerset Street Fire Relief Fund. We will be wrapping this up at the end of May and distributing the proceeds to the two affected families, both of whom had children attending Glashan Public School. NEWS BY JOY McALPINE The City of Ottawa's first open house to present some initial plans for the reconstruction of Bank Street, held on April 5 at the Fourth Avenue Baptist Church, was a smashing success. Roughly 200 people viewed the 19 display boards detailing the functional and preliminary design study. Sounds of socializing and ideas being exchanged filled the air. David Hatton, project team member and engineer, discussed the importance of understanding the space limitations of Bank Street. He emphasized the need for trade-offs. "An excellent trade-off example is providing pedestrians with wider sidewalks, which also provides more area for landscaping and reduces clutter at the expense of onstreet parking and a cycling facility." Wendy Davies of the Glebe disliked the trade-off concept, stating: "We have one chance to get it right." She wants more planters and the hydro poles gone, but thinks there is not enough money for both. Robert Brocklebank, GCA vicepresident and member of the Public Advisory Committee, wants more pedestrian access: "We only dig up Bank Street every 56 years or so, so let's bury the hydro wires while replacing ancient water and sewer mains." He noted that getting rid of hydro poles is a complex issue because some of the poles service roads off Bank Street. The city has established two committees for the Bank Street project: the Public Advisory Committee (PAC) consisting of representatives from the public and a Technical Advisory Conunittee (TAC) consisting of city employees with technical expertise relevant to the project. Diane McIntyre, a longtime GCA board member, wanted to elhninate parking on Bank Street and create a bike lane. She also suggested the construction of a subway under Bank Street. The word on the street eloper, thinks benches, fancy lampposts, more trees, attractive garbage containers and a statue in the middle of the street would be nice additions to Bank Street. Ian Boyd of Compact Music, and a representative of the Glebe Business Group, remarked: "We are definitely on the same page as the city project team." He thinks that 24- hour parking with no peak periods is needed and newspaper boxes could easily be located on side streets allowing more room for pedestrians. Wider sidewalks, he added, are a good idea. Days later, I chatted with people on Bank Street enjoying a sunny and warm April Sunday. I saw Shirley and Susan, who mentioned that they like to frequent their old neighbourhood for the shopping. We discussed what improvements could be made to Bank Street. Shirley felt that wider sidewalks would better accommodate shoppers and big strollers, while Susan would appreciate a more cycle-friendly Bank Street and thought fancy lampposts would look lovely. Then, I couldn't help but notice Pat and Dawn casually walking along as their two young daughters were blowing bubbles. I asked them what changes they would like to see. Pat suggested street musicians and artists. Dawn thought good evening lighting would be a great idea. We waved goodbye as they walked to a coffee shop before heading back to the east end. These Glebe residents do not want to see Bank Street turn into a throughway like Bronson. They also feel that disallowing parking on Bank Street will hurt its shops. Local merchants were seeking a free two-hour parking zone along Bank Street to allow customers a more leisurely shopping experience. The GBG also sought relief from steep fines and overly zealous parking enforcement in the Glebe. Merchants see the current situation as discriminatory against business owners in this neighbourhood. A motion was passed to restrict parking enforcement officers to one round of ticketing in the morning and one in the afternoon. Transportation Committee also voted to reduce parking fines in the city parking lot behind Loeb Glebe from $50 to $25.
