1. INTRODUCTION<br />

Conestogo Wind Power Partnership (CWPP) is developing the Conestogo Wind Energy Centre<br />

(CWEC). The proposed wind facility (the “Project”) will consist of up to 26 wind turbines and<br />

associated infrastructure for a total nameplate capacity of up to 69 MW. CWPP is proposing the<br />

wind turbines be situated entirely on privately owned land that is currently under agricultural<br />

production, used for pasture land or land that has been left fallow. Other project components,<br />

including proposed underground collector lines, will be located on privately owned land and<br />

within the municipal road rights-of-way (RoW). CWPP is proposing the project substation be<br />

situated on privately owned land that is used for aggregate extraction.<br />

CWPP has retained Dillon Consulting Limited to complete a Renewable Energy Approval<br />

(REA) application for the Project, as required under Ontario Regulation 359/09 – Renewable<br />

Energy Approval (REA) under Section V.0.1 of the Green Energy Act.<br />

Dillon completed this Natural Heritage Assessment (NHA) <strong>Records</strong> <strong>Review</strong> <strong>Report</strong> in partial<br />

fulfillment of the regulatory requirements for Ontario Regulation 359/09. Dillon will provide<br />

additional details regarding the natural features, their significance, potential impacts and<br />

mitigation measures required to protect these features, as required, in separate reports, including<br />

the Site Investigation, Evaluation of Significance and Environmental Impact Study <strong>Report</strong>s.<br />

Dillon will submit these reports to the Ministry of Natural Resources (MNR) for review and<br />

comment, as required in Ontario Regulation 359/09.<br />

Dillon is considering Species at Risk listed under the federal Species at Risk Act and provincial<br />

Endangered Species Act, 2007, with the potential to interact with the project location and/or<br />

adjacent lands, in consultation with the appropriate agency. Dillon is providing reporting related<br />

to the identification and protection of these Species at Risk to the appropriate agency under<br />

separate cover. This reporting format meets the Natural Heritage Assessment requirements, as set<br />

out in Ontario Regulation 359/09, and is consistent with the direction provided by the MNR.<br />

In addition, the MNR is responsible for administering approvals and permits related to certain<br />

resources and land uses. Dillon is discussing the applicability of these resources and land uses<br />

within the project location and adjacent areas with the MNR, and as required, will submit<br />

separate approval and permitting documents to the MNR for parallel consideration with this<br />

Natural Heritage Assessment. This reporting format meets the NHA requirements, as set out in<br />

Ontario Regulation 359/09, and is consistent with the direction provided by the MNR.<br />

2. THE PROPONENT<br />

<strong>Invenergy</strong> Wind LLC, the parent company of <strong>Invenergy</strong> Wind Canada Development ULC and<br />

CWPP, has successfully developed and commissioned 33 large-scale wind farms. This<br />

experience has resulted in a proven track record of establishing and maintaining relationships<br />

with host communities, suppliers and utilities. In the course of developing wind energy projects,<br />

<strong>Invenergy</strong> respects various environmental approval requirements, and obtains regulatory<br />

approvals that vary depending on the jurisdiction, project capacity and site location.<br />

3. PROJECT LOCATION<br />

The Project is located within the County of Perth, as shown in Figure 1, and transects the<br />

Municipality of North Perth and the Township of Perth East, as well as the Township of<br />

Wellesley in the Regional Municipality of Waterloo. The wind farm component of the Project is<br />

roughly bordered by Highway 86 (Main Street East/Wellington Road 86) to the north,<br />

Highway 23 to the west, Perth Line 71 to the south and Perth Road 131 to the east. To connect<br />

the Project to the provincial power grid, owned by Hydro One Networks, Inc., it will be<br />

necessary to run low voltage, 34.5 kV, power lines approximately 25 km, within multiple<br />

municipal road RoW, to a connection point with the 115 kV provincial transmission line. CWPP<br />

is currently exploring options to determine which road allowances the lines will follow. The<br />

connection point is located to the east of the proposed wind farm at Lot 16, Concession A<br />

Eastern Division, Township of Wellesley in the Regional Municipality of Waterloo.<br />

Components to be constructed at the project location consist of the following:<br />

Turbines – 120 metre by 120 metre cleared area (during construction) which includes the<br />

turbine tower, foundation, pad mount transformer, crane pad and temporary turbine<br />

component laydown area;<br />

Access roads – 15 metre wide corridor leading to each turbine (50 metres at temporary<br />

turning radii), aggregate roads (5 metres to 7 metres wide), temporary compacted<br />

shoulders, temporary topsoil windrow, staging areas and where necessary, culverts;<br />

Collector system – underground electrical cables and alternate electrical cables, junction<br />

boxes and fiber optic communication cable installed in an approximate 1.2 metre deep by<br />

0.3 metre wide trench, conveying energy output of all turbines to the project substation<br />

over private land and municipal road allowance; and<br />

Project substation – 40 metre by 70 metre fenced area with circuit breakers, disconnect<br />

switches, protection and control equipment, 34.5 kV to 115 kV step up transformer with<br />

an approximate 45 metre long overhead spur line connecting the substation to the existing<br />

115 kV Hydro One transmission line.<br />

The project location, as defined by Ontario Regulation 359/09, to be the outer boundary within<br />

which all project components are to be located, is illustrated in Figures 2a and 2b. A ‘buildable<br />

area’ which outlines the construction footprint (including crane walking paths) and houses all the<br />

project components listed above is shown on Figures 2a and 2b. Post-construction, a<br />

construction contractor remediates the buildable area to its original condition, except for the<br />

locations where permanent project infrastructure is located.<br />

According to Official Plan Schedules (Perth County, 2008; Regional Municipality of Waterloo,<br />

2010), lands within the project location are primarily used for agricultural production (see<br />

Appendix A).<br />

4. RECORDS REVIEW PURPOSE<br />

Dillon completed a <strong>Records</strong> <strong>Review</strong>, consistent with Section 25 of Ontario Regulation 359/09,<br />

for the project location using secondary source information. Section 25 of Ontario Regulation<br />

359/09 states a Natural Heritage Assessment (NHA) for a renewable energy facility includes a<br />

<strong>Records</strong> <strong>Review</strong> to search for and determine whether the project location is:<br />

1. In or within 120 metres of a provincial park or conservation reserve;<br />

2. In a natural feature, as defined to be:<br />

i. a wetland (coastal wetland, northern wetland or southern wetland),<br />

ii. a wildlife habitat,<br />

iii. a woodland, or<br />

iv. an area of natural and scientific interest (ANSI, life science);<br />

3. Within 50 metres of an ANSI (earth science); or<br />

4. Within 120 metres of a natural feature that is not an ANSI (earth science).<br />

6. RECORDS REVIEW RESULTS<br />

The project location falls within Ecodistrict 6E-1 (Stratford) and Ecodistrict 6E-5 (Mount<br />

Forest). These ecodistricts were summarized as part of the Great Lakes Conservation Blueprint<br />

for Terrestrial Biodiversity (Henson and Brodribb 2005). The majority of land in the Stratford<br />

Ecodistrict is private and used for agriculture; approximately 16% of this land exists as natural<br />

cover. The majority of the natural cover is till moraine and till plain forest complexes as well as<br />

wetlands consisting mainly of swamp. This ecodistrict is characterized by smooth clay areas and<br />

gently rolling till moraines. Lands designated for conservation make up approximately 6% of the<br />

ecodistrict. Approximately 42% of the occurrences of species and vegetation communities of<br />

conservation concern occur within these conservation lands, primarily in provincially significant<br />

wetlands.<br />

Almost all land in the Mount Forest Ecodistrict is private (99.9%) and used for agriculture;<br />

approximately 27% of this land exists as natural cover. The majority of natural cover is forest as<br />

well as swamps, till plain deciduous forest complex and till moraine deciduous forest complex.<br />

This ecodistrict transitions from drumlinized limestone plain to shallow-soiled limestone plain<br />

and till moraines. Lands designated for conservation make up approximately 7.5% of the<br />

ecodistrict. Approximately 50% of the occurrences of species and vegetation communities of<br />

conservation concern occur within these conservation lands, primarily in provincially significant<br />

life science ANSIs.<br />

6.1 Natural Features<br />

Based on our review and analysis of the records and resources outlined in Table 1, and in<br />

accordance with Ontario Regulation 359/09, the presence of natural features are documented<br />

below and determinations made as to whether the project location is in or within 120 metres of<br />

these features. Natural features identified are outlined on Figures 3a and 3b.<br />

6.1.1 Provincial Parks and Conservation Reserves<br />

A search and analysis of the records and resources outlined in Table 1 did not identify provincial<br />

parks or conservation reserves in the project location or within the surrounding 120 metres.<br />

6.1.2 ANSI, Life Science<br />

A search and analysis of the records and resources outlined in Table 1 did not identify Life<br />

Science ANSIs in the project location or within the surrounding 120 metres (Figures 3a and 3b).<br />

6.1.3 ANSI, Earth Science<br />

A search and analysis of the records and resources outlined in Table 1 did not identify Earth<br />

Science ANSIs in the project location or within the surrounding 120 metres (Figures 3a and 3b).<br />

6.1.4 Wetlands<br />

A search and analysis of the records and resources outlined in Table 1 identified six unevaluated<br />

wetlands within 120 metres of the project location, all of which are located adjacent to collector<br />

lines, as shown on Figures 3a and 3b. Further, four evaluated non-provincially significant<br />

wetland complexes are located within the 120 metre setback area (Figures 3a and 3b); a<br />

description of these wetlands is provided below (see Appendix A2 for Natural Areas <strong>Report</strong>s).<br />

The MNR has previously evaluated the Donegal Wetland Complex, located within 120 metres<br />

west of Turbine 24, as a non-provincially significant wetland. The wetland complex consists of<br />

two individual wetlands composed entirely of swamp community vegetation. According to<br />

NHIC Natural Areas <strong>Report</strong> (see Appendix A2), ecological functions of this wetland complex<br />

identified through field investigations include colonial waterbird nesting and active feeding<br />

areas, winter cover for wildlife, and furbearer resource products (MNR, 2010).<br />

The MNR has previously evaluated the Nith River Headwater Complex, which is located<br />

adjacent to southern collector line between Wellington 11 Road and Manser Road, as a<br />

non-provincially significant wetland. The wetland complex consists of 12 individual wetlands<br />

composed entirely of swamp community vegetation. According to the NHIC Natural Areas<br />

<strong>Report</strong> (see Appendix A2), one of the wetlands is isolated, while the remaining 11 are<br />

palustrine. Wildlife habitat associated with this wetland was not identified in the Natural Areas<br />

<strong>Report</strong>.<br />

The MNR has previously evaluated the Crosshill Moraine Wetland Complex 1, which is located<br />

adjacent to the southern collector line on the east side of Manser Road, as a non-provincially<br />

significant wetland. The wetland consists of 30 individual wetlands, 99% of which is composed<br />

entirely of swamp community vegetation (1% is marsh). According to the NHIC Natural Areas<br />

<strong>Report</strong> (see Appendix A2), three of the wetlands are isolated, while the remaining 27 are<br />

palustrine. Further, as identified in the Natural Areas <strong>Report</strong>, the wetland complex provides<br />

suitable habitat for waterfowl breeding.<br />

The MNR has previously evaluated the Conestogo River Wetland 1, which is located adjacent to<br />

the northern collector line on Ament Line, as a non-provincially significant wetland. A Natural<br />

Areas <strong>Report</strong> was not available through the NHIC for this wetland.<br />

6.1.5 Woodlands<br />

A search and analysis of the records and resources outlined in Table 1 identified 58 woodlands,<br />

as defined by Ontario Regulation 359/09, within the project location and surrounding 120 metres<br />

(Figures 3a and 3b).<br />

6.1.6 Wildlife Habitat<br />

Dillon completed a review of wildlife habitat in the area of the project location using information<br />

contained in the records and resources outlined in Table 1. Based on this information, Dillon<br />

identifies records of wildlife habitat and applicable species documented to occur in the general<br />

area surrounding the project location (within 1 km) in the sections below.<br />

6.1.6.1 Seasonal Concentration Areas<br />

Seasonal Concentration Areas are areas where wildlife species occur in aggregations at certain<br />

times of the year, on an annual basis. Such areas are sometimes highly concentrated with<br />

members of a given species, or several species, within relatively small areas. In spring and<br />

autumn, migratory wildlife species will concentrate where they can rest and feed. Other wildlife<br />

species require habitats where they can survive winter.<br />

A search and analysis of the records and resources outlined in Table 1 did not identify any<br />

known Seasonal Concentration Areas within the project location or the surrounding 120 metres.<br />

The Seasonal Concentration Areas that are considered as significant wildlife habitat are outlined<br />

in Table 1.1 of the draft 6E Criterion Schedule (MNR 2012). They include waterfowl stopover<br />

and staging areas – terrestrial and aquatic, shorebird migratory stop over areas, raptor wintering<br />

area, bat hibernacula, bat maternity colonies, bat migratory stopover area, turtle wintering area,<br />

reptile hibernaculum, colonially nesting bird breeding habitat – bank and cliff, colonially nesting<br />

bird breeding habitat – trees and shrubs, colonially nesting bird breeding habitat – ground,<br />

migratory butterfly stopover areas, landbird migratory stopover areas, deer yarding areas and<br />

deer winter congregation areas.<br />

6.1.6.2 Rare Vegetation Communities<br />

Rare vegetation communities often contain rare species, particularly plants and small<br />

invertebrates, which depend on such habitats for their survival and cannot readily move to or find<br />

alternative habitats. When assessing rare vegetation communities, one of the most important<br />

criteria is the current representation of the community in the planning area based on its area<br />

relative to the total landscape or the number of examples within the planning area. There are a<br />

number of criteria used to define rare vegetation communities; however, the NHIC uses a system<br />

that considers the provincial rank of a species or community type as a tool to prioritize protection<br />

efforts. These ranks are not legal designations, but have been assigned using the best available<br />

scientific information, and follow a systematic ranking procedure developed by The Nature<br />

Conservancy (U.S.A.). The ranks are based on three factors: estimated number of occurrences,<br />

estimated community aerial extent and estimated range of the community within the province.<br />

A vegetation community is considered provincially rare if it has a SRank of S1, S2 or S3,<br />

defined as:<br />

S1 – Extremely Rare: usually five or fewer occurrences in the province, or very few<br />

remaining hectares;<br />

S2 – Very Rare: usually between five and twenty occurrences in the province, or few<br />

remaining hectares; and<br />

S3 – Rare to Uncommon: usually between 20 and 100 occurrences in the province; may<br />

have fewer occurrences, but with some extensive examples remaining.<br />

The setting of criteria for significant wildlife habitat has incorporated this ranking system into its<br />

process of determining rare vegetation communities and as such, the MNR defines a rare<br />

vegetation community to include areas that contain a provincially rare vegetation community<br />

and/or areas that contain a vegetation community that is rare within the planning area. A search<br />

and analysis of the records and resources outlined in Table 1 did not identify any rare vegetation<br />

communities within the project location or within the surrounding 120 metres. According to<br />

Table 1.2.1 in the draft 6E Criterion Schedule (MNR 2012), rare vegetation communities include<br />

cliffs and talus slops, sand barrens, alvars, old growth forests, tallgrass prairies and other rare<br />

vegetation communities.<br />

6.1.6.3 Specialized Wildlife Habitat<br />

Some wildlife species require large areas of suitable habitat for their long-term survival. Many<br />

wildlife species require substantial areas of suitable habitat for successful breeding. Their<br />

populations decline when habitat becomes fragmented and reduced in size. Specialized habitat<br />

for wildlife is a community or diversity-based category, therefore, the more wildlife species a<br />

habitat contains, the more significant the habitat becomes to the planning area. The largest and<br />

least fragmented habitats within a planning area will support the most significant populations of<br />

wildlife.<br />

A search and analysis of the records and resources outlined in Table 1 did not identify any<br />

known specialized wildlife habitat in the project location or within the surrounding 120 metres.<br />

The specialized habitats for wildlife that are considered as significant wildlife habitat are<br />

outlined in Table 1.2.2 of the draft 6E Criterion Schedule (MNR 2012) and include: waterfowl<br />

nesting areas, Bald Eagle and Osprey nesting, foraging and perching habitat, woodland raptor<br />

nesting habitat, turtle nesting areas, seeps and springs, and amphibian breeding habitat (both<br />

woodland and wetland).<br />

6.1.6.4 Habitat of Species of Conservation Concern<br />

Habitats of Species of Conservation Concern include wildlife species that are listed provincially<br />

as Special Concern or rare (i.e., SRank of S1-S3). These habitats are typically associated with<br />

species in decline. Habitats of Species of Conservation Concern do not include habitats of<br />

Endangered or Threatened species as identified by the Endangered Species Act, 2007.<br />

A search and analysis of the records and resources outlined in Table 1 did not identify any<br />

specific Habitats of Species of Conservation Concern as outlined in Table 1.3 in the<br />

draft 6E Criterion Schedule (MNR 2012). These habitats include marsh bird breeding habitat,<br />

woodland area-sensitive bird breeding habitat, open country bird breeding habitat, shrub/early<br />

successional bird breeding habitat and terrestrial Crayfish habitat. However, based on<br />

background information, Dillon identified several Species of Conservation Concern as having<br />

the potential to occur in the general area of the project location. These species are further<br />

discussed and outlined in detail with respect to their status in Appendix C.<br />

Dillon identifies Species of Conservation Concern according to the definition provided in the<br />

Significant Wildlife Habitat Technical Guide (MNR, 2000) with exception to species that have<br />

been identified as Threatened and Endangered species in Ontario. Dillon will provide reporting<br />

related to the protection of Species at Risk to the appropriate agency under separate cover.<br />

Therefore, Dillon lists Species of Conservation Concern applicable to this project in Appendix C<br />

because they have a provincial SRank of S1, S2 or S3, are listed as Special Concern in Ontario,<br />

or are not listed provincially, but are listed on Schedule 1 of the federal Species at Risk Act<br />

(2002).<br />

Vascular Plant and Bryophyte Diversity<br />

Using readily available secondary source information, as outlined in Table 1, various plant<br />

species have been determined as potentially occurring in or adjacent to the project location.<br />

Dillon outlines these species in Appendix C1, Table C1-1. Dillon requested records relating to<br />

vascular plant and bryophyte diversity in the general area of the project location from the GRCA,<br />

the MVCA, the MNR and the Canadian Wildlife Service (CWS). At the time of this report,<br />

Dillon has not received information and/or data from the MVCA, GRCA or CWS regarding<br />

vascular plant and bryophyte diversity. The Guelph District MNR provided a list of Species of<br />

Conservation Concern with potential to occur in the project location on November 21, 2011.<br />

Further, a search of the MNR’s NHIC database identified occurrence records for additional<br />

vascular plants in the general area of the project location, which are considered to be Species of<br />

Conservation Concern. The plant Species of Conservation Concern identified as having the<br />

potential to occur in the general area of the project location include:<br />

Birds<br />

After reviewing records in the OBBA (Cadman et al., 2005; OBBA Mapping Square 17NJ02,<br />

17NJ03, 17NJ04, 17NJ12, 17NJ13, 17NJ22, 17NJ23, and 17MJ93; see Appendix A4) and<br />

through correspondence with the Guelph MNR district, Dillon identified 121 avian species in the<br />

general area of the project location. These birds depend on a wide range of habitats including<br />

agricultural areas, woodlands and wetlands. The majority of the bird species that have the<br />

potential to occur in the general area of the project location are considered Secure (SRank of S5)<br />

or Apparently Secure in Ontario (SRank of S4). Of the 121 species found in the area of the<br />

project location, seven are Species of Conservation Concern including:<br />

Yellow-breasted Chat (Icteria virens).<br />

A complete list of avian species identified as having the potential to occur in the general area of<br />

the project location is available in Appendix C1, Table C1-2.<br />

Mammals<br />

Dillon used digital data from the Mammals of the Western Hemisphere (Patterson et al., 2007) to<br />

determine possible species occurring within or adjacent to the project location. The range of<br />

41 species overlapped the project location. The majority of the mammal species that have the<br />

potential to occur in the general area of the project location are considered Secure (SRank of S5)<br />

or Apparently Secure in Ontario (SRank of S4). Of the 41 mammalian species found in the<br />

general area of the project location, three are Species of Conservation Concern including:<br />

Little Brown Bat (Myotis lucfugus); and<br />

Northern Long-eared Bat (Myotis septentrionalis).<br />

Herpetozoa<br />

The Ontario Herpetofaunal Atlas (Oldham and Weller, 2000), Ontario Nature’s Reptile and<br />

Amphibian Atlas (Ontario Nature, 2010) and MNR correspondence was used to determine<br />

possible species within the general area of the project location. Dillon identified a total of<br />

19 herpetozoa species with occurrence records in the general area of the project location. These<br />

species are a mix of salamanders, frog, toads, turtles and snakes. The majority of the herpetozoa<br />

species that have the potential to occur in the general area of the project location are considered<br />

Secure (SRank of S5) or Apparently Secure in Ontario (SRank of S4). Of the 19 species found in<br />

the area of the project location, four are Species of Conservation Concern, including:<br />

Common Snapping Turtle (Chelydra serpentina);<br />

Eastern Milksnake (Lampropeltis triangulum);<br />

Western Chorus Frog (Pseudacris triseriata); and<br />

Northern Ribbon Snake (Thamnophis sauritus septrentionalis).<br />

A complete list of herpetozoa species identified as having the potential to occur in the general<br />

area of the project location is available in Appendix C1, Table C1-3.<br />

Invertebrates<br />

Dillon reviewed the Ontario Odonata Atlas (2005) to determine the potential for dragonflies and<br />

damselflies to occur in the general area of the project location. No occurrence records of Odonata<br />

species were found in the general area of the project location. The Guelph MNR district,<br />

however, confirmed the potential for two Lepidoptera Species of Conservation Concern to occur<br />

within the project location including:<br />

Monarch (Danaus plexippus); and<br />

West Virginia White (Pieris virginiensis).<br />

6.1.6.5 Animal Movement Corridors<br />

Animal Movement Corridors are elongated areas used by wildlife to move from one habitat to<br />

another. They are important to ensure genetic diversity in populations, to allow seasonal<br />

migration of animals (e.g., deer moving from summer to winter range) and to allow animals to<br />

move throughout their home range from feeding areas to cover areas. Animal movement<br />

corridors function at different scales often related to the size and home range of the animal. For<br />

example, short, narrow areas of natural habitat may function as a corridor between amphibian<br />

breeding areas and their summer range, while wider, longer corridors are needed to allow deer to<br />

travel from their winter habitat to their summer habitat.<br />

A search and analysis of the records and resources outlined in Table 1 did not identify any<br />

known animal movement corridors in the project location or within the surrounding 120 metres.<br />

As listed in Table 1.4 of the draft 6E Criterion Schedule (MNR 2012), animal movement<br />

corridors include amphibian movement corridors and deer movement corridors.<br />

6.2 Provincial Plan Areas<br />

Under Ontario Regulation 359/09, if any part of the project location falls within a provincial plan<br />

area the project may be subject to different criterion to evaluate the applicable natural features.<br />

In addition, should development occur within the prescribed setback area of a natural feature, it<br />

may be subject to a different set of prohibitions under Ontario Regulation 359/09. Table 2<br />

outlines the provincial plan areas that should be considered when planning a renewable energy<br />

project and identifies which, if any, are applicable to the project location.<br />

6.3 Species at Risk<br />

Dillon is considering Species at Risk listed under the federal Species at Risk Act and provincial<br />

Endangered Species Act, 2007, with the potential to interact with the project location and/or<br />

adjacent lands, in consultation with the appropriate agency. Dillon is providing reporting related<br />

to the protection of these Species at Risk to the appropriate agency under separate cover. This<br />

reporting format meets the Natural Heritage Assessment requirements, as set out in Ontario<br />

Regulation 359/09, and is consistent with the direction provided by the MNR.<br />

the MNR is responsible for administering approvals and permits related to the following<br />

7. CONCLUSIONS<br />

Dillon completed this Natural Heritage Assessment <strong>Records</strong> <strong>Review</strong> <strong>Report</strong> in partial fulfillment<br />

of the regulatory requirements for the REA process. Dillon will provide additional details<br />

regarding the natural features, their significance, potential impacts and mitigation measures<br />

required to protect these features in separate reports, including the Site Investigation, Evaluation<br />

of Significance and Environmental Impact Study <strong>Report</strong>s. These reports will be submitted to the<br />

MNR for review and comment, as required in Ontario Regulation 359/09, and will provide for<br />

the protection of natural features within and adjacent to the project location.<br />

The determinations made in this <strong>Records</strong> <strong>Review</strong> will form the baseline knowledge for the<br />

project location. Dillon will use fieldwork completed to date, in addition to consultation with the<br />

MNR, to determine the accuracy of this <strong>Records</strong> <strong>Review</strong> during the site investigation. The<br />

determinations made during this <strong>Records</strong> <strong>Review</strong> are summarized in Table 3. Applicable natural<br />

features identified during the records review within the project location and surrounding<br />

120 metres are outlined on Figures 3a and 3b.<br />

The wetland complex is comprised of 12 individual wetlands and has a total area of 112.23 ha. One of the wetlands is Isolated,<br />

while 11 are Palustrine wetlands (Drabick et al., 2003).<br />

Landform: The wetlands soils consist of clay/loam (Drabick et al., 2003). Wetland type= swamp (Drabick et al., 2003).<br />

Possible use of complex for wood products, as 51 - 100 ha of the wetland are forested (Drabick et al., 2003).The wetland is used<br />

for nature enjoyment and ecosystem study, however, intensity of use for these activities is low. The complex has an abandoned<br />

rail line/trail and is used for field inspection (Drabick et al., 2003).<br />

There is evidence of logging. Stumps and abandoned logs have been observed (Drabick et al., 2003). As well, the<br />

landowner has reported the presence of hunters during open seasons (Drabick, 2003).<br />

Off Site Uses: The surrounding habitat consists of row crops, pastures, deciduous forest, coniferous forest, mixed forest (at least 25%<br />

conifer and 75% deciduous or vice versa and fence rows with cover or shelterbelts (Drabick et al., 2003).<br />

The wetland complex is comprised of 30 individual wetlands, giving a total area of 68.86 ha. Of the 30 wetlands, 3 are isolated<br />

and 27 are palustrine (Drabick et al., 2003).<br />

Soil within the complex consists of clay/loam and sand. 99% of the area is clay/loam, and 1% is sand (Drabick et al., 2003).The<br />

complex has two wetland types; 99% of the area is swamp and 1% is marsh (Drabick et al., 2003).<br />

Wetland is hydrologically connected by surface water to other wetlands (different dominant wetland type), or to open lake or deep<br />

river from 1.5 to 4 km away (Drabick et al., 2003).The wetland provides a winter cover for wildlife. This is a locally significant<br />

feature (Drabick et al., 2003).The wetland habitat is suitable for waterfowl breeding (Drabick et al., 2003).<br />

The wetland complex could be a potential source of economically valuable wood products, as 51-100 ha of it are forested<br />

(Drabick et al., 2003).The complex is used for recreational activities such as hunting and nature enjoyment/ecosystem study.<br />

However, there is a low intensity of use for both activities (Drabick et al., 2003).<br />

Endangered. A species facing imminent extinction or extirpation in Ontario<br />

which is a candidate for regulation under Ontario's ESA.<br />

Threatened. A species that is at risk of becoming endangered in Ontario if<br />

limiting factors are not reversed.<br />

Special Concern. A species with characteristics that make it sensitive to human<br />

activities or natural events.<br />

Data Deficient. A species for which there is insufficient information for a<br />

provincial status recommendation.<br />

Not At Risk. A species that is currently not listed as risk.<br />

Provincial (S) Rank<br />

Provincial (or Subnational) ranks are used by the Natural Heritage Information Centre<br />

(2007) to set protection priorities for rare species and natural communities. These<br />

ranks are not legal designations. Provincial ranks are assigned in a manner similar<br />

to that described for global ranks, but consider only those factors within the<br />

political boundaries of Ontario. By comparing the global and provincial ranks, the<br />

status, rarity, and the urgency of conservation needs can be ascertained. The NHIC


evaluates provincial ranks on a continual basis and produces updated lists at least<br />

annually.<br />

S1 Extremely rare in Ontario; usually 5 or fewer occurrences in the province<br />

or very few remaining individuals; often especially vulnerable to extirpation.<br />

S2 Very rare in Ontario; usually between 5 and 20 occurrences in the<br />

province or with many individuals in fewer occurrences; often susceptible to<br />

extirpation.<br />

S3 Rare to uncommon in Ontario; usually between 20 & 100 occurrences in the<br />

province; may have fewer occurrences, but with a large number of<br />

individuals in some populations; may be susceptible to large-scale<br />

disturbances. Most species with an S3 rank are assigned to the watch list,<br />

unless they have a relatively high global rank.<br />

S4 Common and apparently secure in Ontario; usually with more than 100<br />

occurrences in the province.<br />

S5 Very common and demonstrably secure in Ontario.<br />

SH Historically known from Ontario, but not verified recently (typically not<br />

recorded in the province in the last 20 years); however suitable habitat is<br />

thought to be still present in the province and there is reasonable expectation<br />

that the species may be rediscovered.<br />

SR <strong>Report</strong>ed for Ontario, but without persuasive documentation which would<br />

provide a basis for either accepting or rejecting the report.<br />

SRF <strong>Report</strong>ed falsely from Ontario.<br />

SX Apparently extirpated from Ontario, with little likelihood of rediscovery.<br />

Typically not seen in the province for many decades, despite searches at known<br />

historic sites.<br />

SE Exotic; not believed to be a native component of Ontario's flora.<br />

Coefficient of Conservatism (CC) Definition (Plants)<br />

Each native taxon was assigned a rank of 0 to 10 ("coefficient of conservatism") based on<br />

its degree of fidelity to a range of synecological parameters. Plants found in a wide<br />

variety of plant communities, including disturbed sites, were assigned ranks of 0 to 3.<br />

Taxa that typically are associated with a specific plant community, but tolerate moderate<br />

disturbance, were assigned ranks of 4 to 6. Rankings of 7 to 8 were applied to those taxa<br />

associated with a plant community in an advanced successional stage that has undergone<br />

minor disturbance. Those plants with high degrees of fidelity to a narrow range of<br />

synecological parameters were assigned a value of 9 to 10<br />

Wetness Index (CW) (Plants)<br />

The wetness index gives an indication of were plant species are typically found. A<br />

wetness value (coefficient of wetness) between -5 and 5. A value of -5 was assigned to


Obligate Wetland (OBL) species and a value of 5 to Obligate Upland species (UPL), with<br />

intermediate values assigned to the remaining categories. The wetland categories and<br />

their corresponding values are as follows:<br />
