Missi<strong>on</strong> with Coast-Guards in the Seychelles, and with Navy and Coast-Guards in Djibouti. A fruitful<br />

Somali seminar has been held in Djibouti and the first Coast-Guard training has begun <strong>on</strong> the 24th<br />

February.<br />

• Targeted, specific c<strong>on</strong>tributi<strong>on</strong>s to <strong>on</strong>going internati<strong>on</strong>al efforts<br />

The political objectives of the EU are to make targeted, specific c<strong>on</strong>tributi<strong>on</strong>s to <strong>on</strong>going internati<strong>on</strong>al<br />

efforts; to prevent and deter pirates from interrupting global maritime trade; to c<strong>on</strong>tribute to the buildup<br />

of regi<strong>on</strong>al maritime capacity, thus enabling regi<strong>on</strong>al states to c<strong>on</strong>trol their territorial seas and<br />

exclusive ec<strong>on</strong>omic z<strong>on</strong>es through effective maritime governance; and to enable regi<strong>on</strong>al states to<br />

take ownership of the fight against piracy.<br />

• The EU comprehensive approach to fighting piracy<br />

Since it allows maximising synergies between civilian and military capabilities, <strong>EUCAP</strong> <strong>NESTOR</strong> is<br />

an important element in the EU's comprehensive approach to fighting piracy as a particular form of<br />

organised crime. In order to accomplish this missi<strong>on</strong>, the EU has formed strategic partnerships with<br />

the Internati<strong>on</strong>al Maritime Organisati<strong>on</strong> (IMO), the United Nati<strong>on</strong>s Office <strong>on</strong> Drugs and Crime<br />

(UNODC) and the United Nati<strong>on</strong>s Development Programme (UNDP).<br />

Complementarity with other EU-funded projects related to maritime security will also be crucial. The<br />

Critical Maritime Routes Programme under the Instrument for Stability, in place since 2009, has been<br />

at the forefr<strong>on</strong>t of addressing the maritime capacity building needs in the Western Indian Ocean<br />

regi<strong>on</strong>, focusing <strong>on</strong> training and informati<strong>on</strong> sharing. The envisaged support under the European<br />

Development Fund to support the implementati<strong>on</strong> of the Eastern and Southern African – Indian<br />

Ocean Regi<strong>on</strong>al Strategy and Acti<strong>on</strong> Plan against Piracy and for Promoting Maritime Security will<br />

also c<strong>on</strong>tribute str<strong>on</strong>gly to <strong>on</strong>going EU efforts.<br />

Finally, <strong>EUCAP</strong> <strong>NESTOR</strong> also works in an integrated and complementary manner with other<br />

instruments of the European Uni<strong>on</strong>, especially in the fields of humanitarian aid and development<br />

cooperati<strong>on</strong>.<br />

The EU's comprehensive approach to the regi<strong>on</strong> is outlined in the "Strategic Framework for the Horn of<br />

Africa 1 ", which the Council adopted <strong>on</strong> 14 November 2011 in order to guide the Uni<strong>on</strong>'s engagement<br />

in the regi<strong>on</strong>. The Strategic Framework sets out the way in which the EU will pursue its strategic<br />

approach, working in partnership with the regi<strong>on</strong> itself, in particular the African Uni<strong>on</strong>, and key<br />

internati<strong>on</strong>al partners. It defines five priorities for EU acti<strong>on</strong>: building robust and accountable<br />

political structures; c<strong>on</strong>tributing to c<strong>on</strong>flict resoluti<strong>on</strong> and preventi<strong>on</strong>; mitigating security threats<br />

emanating from the regi<strong>on</strong>; promoting ec<strong>on</strong>omic growth, and supporting regi<strong>on</strong>al ec<strong>on</strong>omic<br />

cooperati<strong>on</strong>.<br />

As part of these efforts, the EU appointed in January 2012 a Special Representative to the Horn of<br />

Africa, Mr. Alexander R<strong>on</strong>dos,. to actively c<strong>on</strong>tribute to regi<strong>on</strong>al and internati<strong>on</strong>al efforts to achieve<br />

lasting peace, security and development in the regi<strong>on</strong>.<br />

The European Uni<strong>on</strong>'s Comm<strong>on</strong> Security and Defence Policy (CSDP) includes the gradual framing of a comm<strong>on</strong><br />

defence policy which might in time lead to a comm<strong>on</strong> defence. The CSDP allows the Uni<strong>on</strong> to develop its civilian and<br />

military capacities for crisis management and c<strong>on</strong>flict preventi<strong>on</strong> at internati<strong>on</strong>al level, thus helping to maintain peace and<br />

internati<strong>on</strong>al security, in accordance with the United Nati<strong>on</strong>s Charter. The CSDP includes a str<strong>on</strong>g c<strong>on</strong>flict preventi<strong>on</strong><br />

comp<strong>on</strong>ent.<br />
