Migration has been a constant phenomenon<br />
throughout the history of mankind. We live<br />
in an increasingly globalised world and the<br />
mobility of persons is among its most visible<br />
features. This mobility is likely to increase in<br />
the future, primarily because economies are<br />
increasingly interconnected and because of the<br />
availability of more extensive and more efficient<br />
global transport networks. Europe is - despite<br />
the ongoing financial crisis - one of the regions<br />
of the world which continues to attract migrants.<br />
This also affects all EU Member States, albeit to<br />
different degrees.<br />
People migrate for a wide variety of reasons.<br />
In most cases, the decision to migrate is a<br />
voluntary one, prompted by a desire to seek<br />
better employment opportunities, to move<br />
for the purpose of study or research, or to<br />
reunite with family members who have settled<br />
in another country. Unfortunately, however,<br />
people may also be forced to move to flee war<br />
or persecution in their own country (persons in<br />

need of international protection). Migration has<br />
also become a profitable market for criminal<br />
networks which seek to exploit persons who<br />
wish to find a job abroad but do not fulfil the<br />
requirements for being admitted legally to other<br />
countries.<br />
It has long been recognised at EU level that<br />
migration is a policy area where strong<br />
cooperation is required and that common<br />
action can yield better results while at the same<br />
time respecting the right of Member States to<br />
determine the numbers of persons admitted<br />
to their respective territories. Since 1999, on<br />
the basis of the competence conferred by the<br />
Amsterdam Treaty, as confirmed and reinforced<br />
by the Lisbon Treaty, the EU has developed<br />
common policies on migration, asylum and<br />
border checks.<br />
The principles which inform the development<br />
of those policies have been reconfirmed by the<br />
European Council in the Stockholm Programme<br />
as follows:<br />
• to organise legal migration to take account of<br />
the priorities, needs and reception capacities<br />

determined by each Member State, and to<br />
encourage integration,<br />
• to control illegal immigration by ensuring<br />
that illegal immigrants return to their<br />
countries of origin or to a country of transit,<br />
• to make border controls more effective,<br />
• to construct a Europe of asylum,<br />
• to create a comprehensive partnership with<br />
the countries of origin and of transit in order<br />
to encourage the synergy between migration<br />
and development.<br />
The EU aims to give fair treatment to all<br />
migrants, in full respect of their human rights,<br />
defining rights and obligations similar to those<br />
of the nationals of the EU Member States. The EU<br />
has developed a comprehensive set of provisions<br />
which range from common rules for the<br />
admission of third-country nationals entering<br />
the Member States of the EU, for instance for<br />
employment purposes, including their legal<br />
status, to measures to promote integration. The<br />
EU has also taken action to prevent and combat<br />
illegal immigration. The common provisions<br />
for issuing short-term visas and for crossing<br />

the external borders of the EU, as developed in<br />
particular on the basis of Schengen cooperation,<br />
have also become part of the EU acquis.<br />
The EU is equally committed to the establishment<br />
of a Common European Asylum System, a<br />
common area of protection and solidarity<br />
based on a common asylum procedure and a<br />
uniform status for those granted international<br />
protection.<br />
Migration is also a very important subject<br />
within the framework of the EU’s external<br />
relations. Since 2005 the EU has defined and is<br />
applying a “Global Approach to Migration and<br />
Mobility”, which provides for the establishment<br />
of dialogue and cooperation with its partners,<br />
addressing migration in all its dimensions - from<br />
legal migration to illegal immigration, as well<br />
as the link between migration and development,<br />
and international protection. The objective is<br />
jointly to manage migration in an efficient way<br />
and in a spirit of partnership, in the interest<br />
of all the parties involved and of the migrants<br />
themselves. In 2012 the importance and the<br />
role of the Global Approach as the framework<br />
for EU action in the area of migration in the<br />

context of its external relations was restated and<br />
strengthened by the Council.<br />
Migration is sometimes presented as a problem<br />
or a threat. The reality, however, is that migration<br />
is both an opportunity and a challenge.<br />
Well-managed migration can become a real<br />
opportunity and a positive resource, since it<br />
can enrich our societies and make an important<br />
contribution to our economies. For this reason,<br />
pursuing the establishment of a fair, balanced<br />
and comprehensive EU migration policy and<br />
further developing it remains a priority. The<br />
Council has played, and will continue to play, a<br />
fundamental role in this process.<br />
In this context, talking a common language<br />
and having agreed definitions is of paramount<br />
importance. This Glossary is a very valuable<br />
contribution, which will help readers to become<br />
familiar with some of the key concepts and the<br />
terminology used in relation to migration.<br />

InterActive Terminology for Europe - IATE<br />
In 1999, the EU institutions decided to develop<br />
a brand new database merging the content of all<br />
their terminology databases in order to enhance<br />
interinstitutional cooperation, taking advantage<br />
of new technologies. In 2004, IATE was launched<br />
for internal use in the European institutions and<br />
in June 2007 it was made available to the general<br />
public.<br />
IATE is a live database, continually updated,<br />
with hundreds of new terms added every<br />
working day. It contains over 8 million terms,<br />
including approximately 540 000 abbreviations<br />
and 130 000 phrases, covering all official<br />
EU languages.<br />

of the Translation Directorate, which is part<br />
of Directorate General A3 - Translation and<br />
