1.4 <strong>TENDER</strong> AWARD CRITERIA<br />
Returned tenders will be evaluated using the scoring matrix identified within Appendix 1.<br />
Details of the each evaluation criteria is summarised hereunder. The basis for the evaluation<br />
of will be the ‘Most Economically Advantageous Tender’ when judged against the following<br />
award criteria:-<br />
1.4.1 Pricing Evaluation<br />

1.4.2 Tender Programme shall be in the form of a linked bar chart identifying the critical path and<br />
the following activities:-<br />
1.4.2.1 Design Development<br />
This shall include, as a minimum, design development periods for the main areas of work,<br />
Employer design presentation and Employer approvals.<br />
1.4.2.2 Procurement Activities<br />
This shall include, as a minimum, purchase order, manufacturing period, testing and delivery<br />
activities for each major item of equipment, bulk materials, ‘long lead’ items, spare parts,<br />
special tools and test instructions.<br />
The Tenderer’s approach to the procurement and management of the Mechanical, Electrical<br />
and Public Health Services works, including the responsibility of the Tenderer to complete a<br />
due diligence review on the design compatibility of the MEP works, detailed tender analysis to<br />
ensure a compliant MEP bid and the subsequent post contract performance of the MEP subcontractor<br />
to carry out their contractual obligations under a Design and Build Contract.<br />
1.4.2.3 Construction Activities<br />
This shall include and identify the key elements of the construction including equipment<br />
installation, testing and commissioning and handover procedure (including O&M Manual<br />
production).<br />
1.4.2.4 Maintenance Activities<br />
This shall include a description of the maintenance activities, which will be carried out under<br />
the Contract during the Defects Liability Period.<br />
