differences, profiteering, local politics, old animosities, all combined to place a nearly<br />
impenetrable curtain of confusion between <strong>the</strong> MCAO <strong>at</strong>tempting to assess <strong>the</strong> needs of<br />
<strong>the</strong> villagers, and <strong>the</strong> villagers <strong>the</strong>mselves. Amidst this confusion <strong>the</strong> MCAO often had<br />
little to rely on but his American instincts, and wh<strong>at</strong>ever resources he could cajole out of<br />
frequently harried American base commanders wrestling with a thousand o<strong>the</strong>r problems.<br />
The MCAO would also learn th<strong>at</strong> while insurgents might be <strong>the</strong> most deadly thre<strong>at</strong>,<br />
aspiring entrepreneurs with an eye on his Civic Action budget were more numerous and<br />
equally ambitious. Captain Daniel Jacobowitz' 14-month tour in Thailand included MCAO<br />
duty in Nakhon Phanom with <strong>the</strong> 56th Special Oper<strong>at</strong>ions Wing. In his <strong>1975</strong> end-of-tour<br />
"lessons learned" report he observed<br />
50 percent of an alert MCAO s time is spent trying to outsmart his contractors,<br />
who are spending 1 OO%of <strong>the</strong>ir time trying to outwit him. Frankly, paranoia<br />
can become an occup<strong>at</strong>ional hazard. 99<br />

Fortun<strong>at</strong>ely <strong>the</strong>re did exist a substantial pool of dedic<strong>at</strong>ed<br />
local and regional Thai officials and military commanders<br />
through which <strong>the</strong> MCAOs could establish new programs,<br />
or better yet, support existing programs identified by <strong>the</strong><br />
Thais <strong>the</strong>mselves. And this <strong>the</strong> MCAOs did, compiling some<br />
astonishing st<strong>at</strong>istics th<strong>at</strong> highlight not only <strong>the</strong>ir successes,<br />
but <strong>the</strong> scope of <strong>the</strong> problems <strong>the</strong>y faced even around major<br />
towns like Kor<strong>at</strong>.<br />
In his Monthly Activity Summary for November, 100 1974,<br />
MCAO Team Chief Captain August G. "Greg" Jannarone<br />
notes a highly successful on-base fund raiser for both Kor<strong>at</strong>'s<br />
city/province orphanage and <strong>the</strong> Khon Khaen Leper Colony,<br />
on-going construction <strong>at</strong> numerous new schools and health<br />
centers, and completion of similar projects <strong>at</strong> o<strong>the</strong>r schools,<br />
clinics, and w<strong>at</strong>er systems.<br />
In <strong>the</strong> same month Jannarone also gener<strong>at</strong>ed <strong>the</strong> firstever<br />
rot<strong>at</strong>ion of Thai Army hospital doctors and medics in<br />
weekly Medical Civic Action P<strong>at</strong>rols through <strong>the</strong> nearby<br />
villages 101 --with a predictably positive response from <strong>the</strong><br />
popul<strong>at</strong>ion. Not so predictable but very encouraging was<br />
<strong>the</strong> news th<strong>at</strong> Kor<strong>at</strong>'s anti-American publisher of <strong>the</strong> Kor<strong>at</strong><br />
Daily praised <strong>the</strong>se activities in his paper. 102 And <strong>the</strong>se<br />
developments represented just one MCAO office, in one<br />
town, in one month!<br />
The payoff to successful MCAO programs such as those<br />
around Kor<strong>at</strong> and <strong>the</strong> co-loc<strong>at</strong>ed airbase became increasingly<br />
evident to most echelons of USAF command. They proved<br />
incredibly cost-effective when compared to <strong>the</strong> massive<br />
American expenditures seen when insurgencies escal<strong>at</strong>ed<br />
to <strong>the</strong> levels seen elsewhere in Sou<strong>the</strong>ast Asia. Noting a<br />
<strong>1975</strong> U.S. government proposal to prop-up neighboring, warravaged<br />
Cambodia for four months with a $220 million aid<br />
package, MCAO Jacobowitz observed 'This (amount) would run <strong>the</strong> present Thailand<br />
MCA program for four hundred <strong>years</strong>! 103<br />
