ENFORCING CONTRACTS<br />
Equally helpful may be the benchmarks provided by<br />
the economies that over time have had the best<br />
performance regionally or globally on the number of<br />
steps, time or cost required to enforce a contract<br />
through the courts (figure 10.2). These benchmarks<br />
help show what is possible in improving the efficiency<br />
of contract enforcement. And changes in regional<br />
averages can show where <strong>Burundi</strong> is keeping up—and<br />
where it is falling behind.<br />
