considers different arena where the discourses are presented and different positions between the<br />
subjects – mean<strong>in</strong>g <strong>in</strong>ternational subjects <strong>in</strong>stead of one state and non-commercial organizations<br />
perform<strong>in</strong>g <strong>in</strong> this state's territory.<br />
This research seeks to understand the deeper social level and power relations of language. It<br />
gives relatively comprehensive picture onto the <strong>Russia</strong>ns view of themselves and others, politics,<br />
<strong>in</strong>ternational connections, <strong>in</strong>fluences and relations. In practice my research will analyze the<br />
relations of the foreign agents discourses with theories of the <strong>Russia</strong>n governmentality and few<br />
other contemporary events of <strong>Russia</strong>, namely disband<strong>in</strong>g of the USAID and the Magnitsky act. This<br />
paper is also takes a look on more general questions of <strong>in</strong>ternational relations, ma<strong>in</strong>ly on approaches<br />
towards <strong>in</strong>ternational <strong>in</strong>fluence <strong>in</strong> civil society movements which have been under <strong>in</strong>ternational<br />
attention among others <strong>in</strong> the events of the 'Arab Spr<strong>in</strong>g' of 2011. These are just few examples of<br />
how the discourses of foreign agents can help to understand other social phenomena of the same<br />
time period. Add<strong>in</strong>gly the subject of resistance of western <strong>in</strong>fluences is noted to be unit<strong>in</strong>g most of<br />
the non-western cultures such as Ottoman, Persian, Japanese, and Ch<strong>in</strong>ese (Neumann 1996, 204) or<br />
resistance aga<strong>in</strong>st global biopolitics.. The primary research question is however, what k<strong>in</strong>d of sociopolitical<br />
reality does the foreign agents discourses embed and produce?<br />
1.2. Amendments to the NKO Law<br />
The new law on non-commercial organizations(закон о некоммерческих организациях, НКО,<br />
zakon o nekommercheskih organizatsyah, from here on referred to by its <strong>Russia</strong>n abbreviation<br />
NKO) was accepted <strong>in</strong> the State Duma of <strong>Russia</strong>n Federation <strong>in</strong> July the 13 th 2012, signed by<br />
president Put<strong>in</strong> <strong>in</strong> July the 18 th and set <strong>in</strong> force four months later <strong>in</strong> the 20 th of November. Among<br />
the updates to the law the sixth section of the second article states that the non-commercial<br />
organizations receiv<strong>in</strong>g f<strong>in</strong>ancial or material support from directly foreign sources or sources<br />
receiv<strong>in</strong>g money from foreign sources and participat<strong>in</strong>g to political action should register<br />
themselves as foreign agents for the responsive local state organ (RIA 2012a). In spoken language<br />
and <strong>in</strong> some of the news coverage the law is sometimes also referred to as the law on foreign agents.<br />
Accord<strong>in</strong>g to the law, political activities mean participat<strong>in</strong>g <strong>in</strong> action <strong>in</strong> order to <strong>in</strong>fluence<br />
local decision mak<strong>in</strong>g and public op<strong>in</strong>ion. Political activities exclude activities <strong>in</strong> spheres of<br />
science, culture, art, healthcare, profil<strong>in</strong>g and preservation of citizen health, social support and<br />
protection of citizen, maternity and child support, social support of <strong>in</strong>valids, promot<strong>in</strong>g of healthy<br />
ways of life, physical culture and sport, protection of flora and fauna, charity, and volunteer work.<br />
The foreign agent criteria does not fulfill if the foreign source of support is open jo<strong>in</strong>t stock<br />
company with state participation or subsidiary of such NKO. (konstantplyus.ru 2013.)
