When analysing how ethnicity, gender <strong>and</strong> FSM eligibility affect GCSE<br />
performance, the National <strong>Equality</strong> Panel found that the FSM effect was larger<br />
than any of the other associations shown, with the exception of the higher<br />
performance of Chinese pupils, <strong>and</strong> the lower performance of Gypsy <strong>and</strong> Traveller<br />

Pupils entitled to FSM in Wales are less than half as likely to achieve 5+ good<br />
GCSEs as those not entitled to FSM – 20% compared to 52%. This compares to<br />
