Ethnicity<br />
Initial analysis conducted as part of the development of the <strong>Equality</strong> Measurement<br />
framework indicates that in 2006-08, ethnic minority groups participated in adult<br />
learning at higher rates than the White population, with the noticeable exception<br />
of the Pakistani/Bangladeshi community.<br />

Framework indicators, the technical phase was to check sample size rather than<br />
generate final data analysis tables, so these are preliminary results for group<br />
means <strong>and</strong> the significance of the variations in group means, as well as a report<br />
on sample size. Significance tests are reported at the 95 per cent level. A series<br />
of cross-checks are required at the next stage of the development of the <strong>Equality</strong><br />
Measurement Framework before final data tables can be produced.
