Britain as a whole is more educationally polarised than most other countries.<br />
About a third of working-age adults have university degrees <strong>and</strong> other ‘tertiary’<br />
qualifications, <strong>and</strong> a third do not have an upper secondary qualification.<br />
This compares to about a quarter in each of these categories in other European<br />
countries in the OECD. 127<br />
