CBRN Assessment and Incident Recognition<br />

3.4.1 Indicators that Cause Suspicion<br />

A package or envelope received by post or courier, or delivered in person may<br />

arouse suspicion because of “indicators” such as:<br />

• Looks Wrong<br />

• too much postage<br />

• return address missing or foreign<br />

• address is incorrect<br />

• restrictive markings like “Personal, Confidential, Rush”, or “to be opened<br />

only by”<br />

• misspelled words<br />

• Feels Wrong<br />

• too heavy for the size<br />

• presence of wiring or a granular substance inside<br />

• rigid, too bulky, or looks lopsided<br />

• Other Indicators<br />

• item is dirty, stained or leaking<br />

• too much tape or string<br />

• strange odour or sound(s)<br />

• no deliveries expected<br />

Note: Be prepared to detail observations for investigators.<br />
