Issue: A conservation framework for the ANTONINE WALL WHS
Objective 1.7
The development of an
agreed conservation
framework, to assist in the
management of change
in the landscape of the
ANTONINE WALL WHS
Objective 1.8
Encourage farmers and
landowners to enter into
schemes that benefit
the conservation and
sustainability of the
ANTONINE WALL WHS
Objective 1.9
The development of
agreed management plans,
especially for sections
of the site in multiple
ownership / management,
that will seek to integrate
cultural and natural
heritage
/
This group of objectives
originally focused on the OUV
of the site. This limited the
scope of the objectives to
incorporate benefits for other
environmental factors. The
assessment process identified
that potential for positive
effects on biodiversity, flora
and fauna could be increased
by removing the specific focus
on the OUV in developing the
conservation framework. This
will allow a more balanced
approach which will benefit
from the collaborative
approach to conservation
which is promoted by this
group of objectives. The
degree of positive benefit
will depend on the extent to
which the objectives relating to
biodiversity, flora and fauna are
embedded within the process of
delivering these MP objectives.
The assessment process
identified that potential for
positive effects in the context
of supporting forestry strategy
could be increased by removing
the specific focus on the OUV
in developing the conservation
framework. This will allow
a more balanced approach
which will benefit from the
The degree of positive benefit
will depend on the extent to
which the objectives relating to
forestry strategy are embedded
within the process of delivering
these MP objectives. No specific
benefits to the tourism resource
are anticipated.
/
Widening the scope of the
conservation framework
to incorporate wider
environmental issues may
in some circumstances lead
to compromise in terms of
positive effects on cultural
heritage. However, the
historic environment will
remain the key driver for this
group of objectives, and the
collaborative approach to
conservation which is promoted
by this group of objectives will
have positive effects, some of
which may be significant.
/
The wording of the objectives
allows scope for benefits for
aspects of landscape value
beyond the historic, and also for
geodiversity. The assessment
process identified that potential
for positive effects on landscape
value and geodiversity could
be increased by removing the
specific focus on the OUV in
developing the conservation
framework. This will allow
a more balanced approach
which will benefit from the
collaborative approach to
conservation which is promoted
by this group of objectives.
The degree of positive benefit
will depend on the extent to
which the objectives relating to
landscape and geodiversity are
embedded within the process of
delivering these MP objectives.
As this group of MP objectives
developed, it was identified
that a focus on conservation
the OUV of the site would
limit scope to achieve positive
benefits for environmental
areas beyond historic
environment and landscape,
and could potentially lead to
negative effects. The wording
was amended and there is now
scope for consideration of
natural heritage issues.
Overall, the effect of these
objectives is likely to be neutral
– positive; the level of positivity
will depend on how well natural
heritage issues are integrated
as the objectives are taken
forward.
Recommendation: the
sustainability checklist
should be applied to actions
which ensue from these MP
objectives, to ensure that wider
environmental objectives are
embedded at a lower level of
the plan.
