DEFICIENT BRIDGES 17<br />

There are a total of 379 bridges in <strong>Hampton</strong> <strong>Roads</strong> classified as<br />

functionally obsolete as of August 2012. These bridges are<br />

shown in Table 5 on pages 18-25 and Map 1 on page 27.<br />

Table 4 shows functionally obsolete bridges in <strong>Hampton</strong> <strong>Roads</strong><br />

by jurisdiction and maintenance responsibility. Norfolk (74<br />

bridges) and Southampton County (56 bridges) have the highest<br />

number of functionally obsolete bridges. Most of the bridges in<br />

<strong>Hampton</strong> <strong>Roads</strong> that are functionally obsolete (75%) are owned<br />

and maintained by VDOT, and the percentage of bridges<br />

maintained by VDOT that are functionally obsolete (37.0%) is<br />

nearly double the percentage of functionally obsolete bridges<br />

maintained by localities (19.3%).<br />

The 379 bridges that are classified as functionally obsolete<br />

comprise 31.0% of the 1,223 bridges in <strong>Hampton</strong> <strong>Roads</strong>. This<br />

percentage is higher than the percentage of NBI bridges<br />

throughout Virginia that are classified as functionally obsolete<br />

(23.5% as of August 2012), and is high compared to other<br />

metropolitan areas. Among the 35 metropolitan areas with<br />

populations between one and three million people, <strong>Hampton</strong><br />

<strong>Roads</strong> has the second highest percentage of bridges that are<br />

classified as functionally obsolete (Figure 9).<br />

The number of functionally obsolete bridges in <strong>Hampton</strong><br />

<strong>Roads</strong> has increased since the previous <strong>Regional</strong> <strong>Bridge</strong> <strong>Study</strong>.<br />

In August 2007, 284 bridges in <strong>Hampton</strong> <strong>Roads</strong> were classified<br />

as functionally obsolete.<br />
