to the high number of movable bridges owned and maintained by the city.<br />

This funding, however, only covers half of the $1.9 million that<br />

Chesapeake budgeted in Fiscal Year 2013 to cover bridge operations and<br />

maintenance.<br />

Urban Construction Program funds can be used by cities and eligible<br />

towns for new transportation projects. Historically, 30% of federal and<br />

state funds available for systems construction was apportioned to the<br />

Urban Construction Program, which were then allocated to cities and<br />

eligible towns based on each locality’s population. For most projects<br />

funded from the Urban Construction Program, localities provided 2% of<br />

the total project cost. Urban Construction Program funds have been<br />

allocated to various bridge projects in <strong>Hampton</strong> <strong>Roads</strong> through the years,<br />

including high profile projects such as the Pinners Point Interchange,<br />

Great <strong>Bridge</strong> <strong>Bridge</strong>, and the Gilmerton <strong>Bridge</strong>.<br />

In Fiscal Year 2013, cities and towns in <strong>Hampton</strong> <strong>Roads</strong> received $159<br />

million from the Urban Maintenance Program, but no funding was<br />

available for distribution to cities through the Urban Construction<br />

Program. As reported in the previous <strong>Regional</strong> <strong>Bridge</strong> <strong>Study</strong>, <strong>Hampton</strong><br />

<strong>Roads</strong> cities and towns received $138 million in Urban Maintenance<br />

Program funds and $58 million in Urban Construction Program funds<br />

respectively in Fiscal Year 2008.<br />

Specifics regarding the impact of MAP-21 on the state bridge funding<br />

allocation process in Virginia are unknown as of the publication of this<br />

report. Guidance regarding MAP-21 is expected to be issued by the state<br />

in the following months.<br />

REGIONAL/LOCAL BRIDGE FUNDING<br />

In addition to state and federal funding sources, transportation funding is<br />

also available on the regional level through the <strong>Regional</strong> Surface<br />

Transportation Program (RSTP). RSTP funds are federal funds (with a state<br />

match) that are allocated by each region’s Metropolitan Planning<br />

Organization (MPO). Many completed bridge projects in <strong>Hampton</strong> <strong>Roads</strong><br />

were at least partially funded with RSTP funds, including the Great <strong>Bridge</strong><br />
