BRIDGE PROJECTS<br />
Over the last decade, 75 bridges throughout <strong>Hampton</strong> <strong>Roads</strong> were built,<br />
replaced, or underwent a major rehabilitation (Table 12 on page 44). Of<br />
these 75 bridges, 40 are replacements of existing bridges, 30 are new<br />
structures where bridges did not exist previously, and 5 are major<br />
rehabilitations of existing bridges. Notable examples of bridges built or<br />
replaced in <strong>Hampton</strong> <strong>Roads</strong> over the last decade include the Great <strong>Bridge</strong><br />
<strong>Bridge</strong>, Pinners Point Interchange, Route 5 <strong>Bridge</strong> (Dresser <strong>Bridge</strong>) over<br />
the Chickahominy River, and the South Norfolk Jordan <strong>Bridge</strong>.<br />
In addition, a number of bridges in <strong>Hampton</strong> <strong>Roads</strong> are currently under<br />
construction. This list includes the Gilmerton <strong>Bridge</strong>, Southbound Main<br />
Street <strong>Bridge</strong> in Gloucester, Middle Ground Boulevard Extension in<br />
Newport News (which includes a new bridge over the CSX Railroad), and<br />
a new railroad overpass of <strong>Hampton</strong> Boulevard at Norfolk International<br />
Terminals. Construction has also begun on the Downtown<br />
Tunnel/Midtown Tunnel/MLK Freeway Extension project, which not only<br />
includes an additional tube at the Midtown Tunnel but also many bridges<br />
related to the extension of the MLK Freeway in Portsmouth.<br />
A number of bridge projects planned for <strong>Hampton</strong> <strong>Roads</strong> are included in<br />
two transportation programming documents: the <strong>Hampton</strong> <strong>Roads</strong><br />
Transportation Improvement Program (TIP) and VDOT’s Six-Year<br />
Improvement Program (SYIP). The TIP is a federally mandated, fiscally<br />
constrained regional document that identifies the programming of<br />
transportation funds over a four year period. It lists all projects for which<br />
federal funds are anticipated, along with non-federally funded projects<br />
that are determined to be regionally significant. The TIP may be amended<br />
as needed in order to add new projects, delete projects, and update or<br />
change project information.<br />
By comparison, the SYIP is a statewide document through which the<br />
Virginia Commonwealth Transportation Board (CTB) allocates funds for<br />
the construction, development, or study of transportation projects. Per its<br />
name, the Six-Year Improvement Program includes information on<br />
funding allocations for each project over the course of the upcoming six<br />
state fiscal years. The SYIP is developed annually by VDOT and the CTB,<br />

and most projects included in the TIP are also included in the SYIP and<br />
vice-versa.<br />
A total of 34 existing bridges in <strong>Hampton</strong> <strong>Roads</strong> are programmed for<br />
replacement in the current Six-Year Improvement Program 4 (Table 13 on<br />
page 45). All 34 of these bridges are classified as structurally deficient (21<br />
bridges) or functionally obsolete (13 bridges). Four projects involving new<br />
bridges – Route 58 at the Route 58 Business intersection east of Courtland<br />
and the aforementioned Middle Ground Boulevard, NIT railroad overpass,<br />
and Downtown Tunnel/Midtown Tunnel/MLK Freeway Extension projects<br />
– are also included in the SYIP, as are many roadway widening and<br />
construction projects that will involve constructing new and replacement<br />
bridges.<br />
