Once the respective roles of the provincial and district offices were defined, a process for
decentralisation of budgetary control from provincial to district level was outlined.
Step 1: Assessment of capacity in the districts.
This included ensuring that adequate personnel was available to manage the programme and
that there was adequate administrative support for financial management. In the Lower
Orange, an administrator was seconded from the Education Department to manage the
PSNP.
Step 2: Training in financial management
Skills on financial management were transferred to the district staff through a series of
workshops given by the provincial department.
Training included the payment process as well as advance payment, re-imbursement and
control and monitoring procedures.
