HSBB promises an enhanced digital lifestyle experience,
enabling consumers to create, interact, and collaborate for work, health,
infotainment, virtual shopping and distance education.
government has contributed RM2.4 billion on an
incurred-claim basis, based on project milestones achieved
by TM.
The HSBB program covers not just provision of new
last-mile access services, but of an end-to-end network,
including migration of legacy PSTN into All-IP-based
core network infrastructure; this will provide a futureproof
platform so that TM can deliver a more integrated
service proposition, while enabling capacity expansion for
international links and new OSS/BSS systems.
The HSBB project has two primary goals. The first
is the installation of an all-encompassing infrastructure
for the areas around Kuala Lumpur, Klang Valley and
Malaysia’s various industrial parks. The second is the
positioning of TM as a neutral service provider by making
its HSBB network an open-access network welcome to
all SKMM-licensed access seekers, including other local
network operators (OLNOs), application service providers
(ASPs), and Internet service providers (ISPs), who wish to
utilize TM’s business-as-usual (BAU) and HSBB network
infrastructure.
Potential of HSBB
HSBB is a key national infrastructure initiative that is
crucial to helping Malaysia leapfrog into the knowledge
economy. Besides its significant contribution to economic
growth and job creation, it will also enhance Malaysia’s
regional competitiveness by attracting foreign direct
investment (FDI).
More significantly, for consumers, HSBB promises an
enhanced digital lifestyle experience, enabling consumers
to create, interact, and collaborate for work, health,
infotainment, virtual shopping, high-resolution VoD,
gaming, and distance education.
Businesses will be able to improve management
efficiency through new applications in managed
services, accounting, supply, and customer relationship
management. They will also be able to access more
markets, domestic and international, and enjoy better
integration with global business partners.
Approaches to transformation
Malaysia’s HSBB project has been very challenging,
even to imagine. It is a top-three broadband project
globally in terms of scope and timeframe. Technical
challenges lie in providing high-quality broadband to areas
that already have copper infrastructure. TM has adopted a
three-pronged strategy for deployment.
First, FTTH and ADSL-based services will be provided
to the key urban centers. Second, ADSL and Broadband
for General Population (BBGP) services (Streamyx) will be
provided for suburban and second-tier cities. Finally, rural
areas will be served by wireless technologies such as Wi-Fi,
supplemented by fixed-wireless resources such as CDMA/
EVDO infrastructure.
Technology transformation
Initially, TM focused on improving the quality of
existing infrastructure. To replace our slow, long-locallooped
ADSL infrastructure, TM has initiated a copper
rehabilitation program that will eventually ensure high
ASDL speeds across the entire country. Notwithstanding
this effort, TM is transforming its infrastructure to All-IP,
which will augment bandwidth, future-proof our network,
decrease operational costs, and enhance service potential.
It will also facilitate the provision of new services, by
ourselves and others.
