and their families as part of<br />
their 2011 “Rhythm Nation”<br />

entertainers recruited<br />
into the <strong>Air</strong> <strong>For</strong>ce to<br />
entertain— these are amateurs.<br />
<strong>The</strong>se <strong>Air</strong>men are<br />
maintainers, security forces<br />
and finance and acquisitions<br />
officers from around<br />
the <strong>Air</strong> <strong>For</strong>ce who audition<br />
to be a part of this. <strong>The</strong>y do<br />
this because they’re passionate<br />
about the <strong>Air</strong> <strong>For</strong>ce<br />
and their mission.”<br />
As part of this year’s<br />
tour, the troupe put on a<br />
musical cavalcade highlighting<br />
American popular<br />
music like swing, rap and<br />
disco throughout the 20th<br />
century.<br />
According to the group’s<br />
website, Tops in Blue 2011<br />
performed more than<br />
120 concerts in nearly 30<br />
countries around the world,<br />
including for troops serving<br />
overseas in Iraq and<br />
Afghanistan.<br />

Budget: Cuts while keeping agile, flexible, ready force<br />

WASHINGTON — <strong>The</strong><br />
<strong>Air</strong> <strong>For</strong>ce released its fiscal<br />
2013 budget Feb. 13, and<br />
stressed the need for difficult<br />
budgetary cuts to meet<br />
the new defense strategy<br />
while maintaining the service’s<br />
agility, flexibility and<br />
readiness.<br />
<strong>The</strong> <strong>Air</strong> <strong>For</strong>ce is requesting<br />
$154.3 billion in the<br />
president’s 2013 budget, a<br />
reduction of five percent<br />
from the $162.5 billion the<br />
service received in fiscal<br />
2012.<br />
“<strong>The</strong> <strong>Air</strong> <strong>For</strong>ce made<br />
some very difficult choices,”<br />
said Maj. Gen. Edward L.<br />
Bolton Jr., the deputy assistant<br />
secretary for budget.<br />
“But it was our priority to<br />
tightly align with the new<br />
strategy and also stay within<br />
the fiscal environment as<br />
a result of the realities we<br />
are facing economically.”<br />
<strong>The</strong> <strong>Air</strong> <strong>For</strong>ce Strategic<br />
Choices and Budget Priorities<br />

Secretary of the <strong>Air</strong> <strong>For</strong>ce<br />
Michael Donley and <strong>Air</strong><br />
<strong>For</strong>ce Chief of Staff Gen.<br />
Norton Schwartz on Jan. 27,<br />
calls for streamlining of the<br />
force, making it smaller and<br />
more efficient with care to<br />
not create a hollow force.<br />
Under the Budget Control<br />
Act, the Department of<br />
Defense is required to reduce<br />
expenditures by $487<br />
billion over the next 10 years<br />
with a reduction of $259 billion<br />
over the next five.<br />
“It is worth noting that<br />
our budget has reduced by<br />
12 percent in real terms<br />
since FY09,” Bolton said.<br />
“So we have seen a consistent<br />
trend of reductions in<br />
the budget.<br />
“<strong>The</strong> <strong>Air</strong> <strong>For</strong>ce budget<br />
portion of the Budget Control<br />
Act reductions over the<br />
next five years is $54 billion,”<br />
Bolton said.<br />
<strong>The</strong> <strong>Air</strong> <strong>For</strong>ce’s portion is<br />
not a result of simply dividing<br />
responsibility between<br />
the services. Instead, the<br />
budget amount is strategy<br />
driven, while maintaining<br />
a properly equipped force<br />
<strong>The</strong> <strong>Air</strong> <strong>For</strong>ce is requesting $154.3 billion<br />
in the president’s 2013 budget, a reduction<br />
of five percent from the $162.5 billion the service<br />
received in fiscal 2012.<br />

deny and defeat an opportunistic<br />
aggressor in a combined<br />
campaign any time,<br />
anywhere, he added.<br />
“<strong>The</strong> strategy requires<br />
a different force structure<br />
and different tools; the <strong>Air</strong><br />
<strong>For</strong>ce is realigning the total<br />
force to address the future,”<br />
Bolton said.<br />
<strong>The</strong> service has drawn<br />
down many times in the<br />
past, but never as a nation<br />
still at war. Previous size reductions<br />
focused more on<br />
maintaining force structure,<br />
which left the <strong>Air</strong> <strong>For</strong>ce with<br />
a hollow force, he said.<br />
“It is really about balancing<br />
risk among the themes<br />
of force structure, readiness,<br />
modernization and<br />
taking care of our people,”<br />
<br />
Bolton said. “We have sized<br />
the force to the strategy<br />
within the fiscal constraints<br />
we are facing.”<br />
<strong>The</strong> <strong>Air</strong> <strong>For</strong>ce is looking<br />
at a nearly $3 billion reduction<br />
in procurement cost because<br />
the service divested<br />
and is purchasing less hardware.<br />
Also, there is a reduction<br />
of about $500 million<br />
in research, development,<br />
testing and evaluation, but<br />
the <strong>Air</strong> <strong>For</strong>ce continued its<br />
focus on modernizing key<br />
components that will maintain<br />
the service’s technological<br />
edge, Bolton said.<br />
“Funding for intelligence,<br />
surveillance and reconnaissance<br />
and space remain a<br />
priority,” he added. “We will<br />
continue to develop programs<br />
in ISR ensuring we<br />
are supplying this skill set<br />
to the joint warfighter and<br />
coalition partners.”<br />
According to Bolton,<br />
funding also remains in<br />
place for the F-35 Lightning<br />
II joint strike fighter<br />
— the centerpiece for future<br />
modernization to be<br />
able to prevail in contested<br />
environments.<br />
“Ensuring fiscal goals<br />
are met and fleet modernization<br />
continues are only<br />
half of the goal in the new<br />
strategy,” said Bolton. “Taking<br />
care of <strong>Air</strong>men and their<br />
families is a key component<br />
and cannot get lost in talking<br />
of mere numbers.<br />
“We are reducing the<br />
force by 9,900 <strong>Air</strong>men, which<br />
will reduce the end strength<br />
of active duty, Guard and<br />

Deadline near for HSC scholarships<br />

<strong>The</strong> March 1 deadline<br />
for students to apply for<br />
a 2012 <strong>Hurlburt</strong> Spouse’s<br />
Club scholarship is fast<br />
approaching.<br />
<strong>The</strong> HSC has provided<br />
scholarships to <strong>Hurlburt</strong><br />
Field’s military families<br />
for more than 30 years to<br />
recognize the academic<br />
achievements of dependents<br />
wanting to pursue a<br />
higher education.<br />
“We value education<br />
and want to support all<br />
military dependents so<br />
they have the opportunity<br />
to attend college,”<br />
said Jane Richard, HSC<br />
scholarship chairperson.<br />
“Scholarships are one<br />
way we can help military<br />
families with educational<br />
expenses given the rising<br />
cost of tuition.”<br />
This year the HSC plans<br />
to award $8,000 in three different<br />
scholarships: senior,<br />
spouse and turnaround.<br />
<strong>The</strong> senior scholarship<br />
is open to graduating high<br />
school seniors who have<br />
maintained a “B” or better<br />

on an unaccompanied tour.<br />
If retired, deceased or remote,<br />
the member’s last<br />
duty station must have<br />
been <strong>Hurlburt</strong> Field.<br />
Applications are available<br />
at the <strong>Air</strong>man & Family<br />
Readiness Center, base<br />
thrift shop, education office<br />
and library or on the<br />
HSC website. Eligible dependents<br />
are encouraged<br />
to apply. Applications will<br />
be reviewed and selected<br />
by a panel of judges from<br />

and emphasized the importance<br />
of providing them the<br />
tools required for a versatile<br />

<strong>Commandos</strong> march for children of fallen heroes<br />

As <strong>Air</strong> Commando “Ruckers”<br />
marched along the shoulder of Martin<br />
Luther King Boulevard Sunday<br />
morning Feb. 12, they chatted and<br />
joked and waved at motorists honking in<br />
support.<br />
“We’ve only got 445 miles to go,” one<br />
joked, as the others laughed in response.<br />
With every passing moment, that number<br />
gets smaller.<br />
Broken into teams, the 11 men and<br />
women from <strong>Hurlburt</strong> Field will march day<br />
and night until<br />
Saturday Feb. 18,<br />
their expected day<br />
of arrival in Tampa<br />
at the headquarters<br />
of the U.S. Special<br />
Operations.<br />
<strong>The</strong> march was<br />
organized by Deon<br />
McGowan, who<br />
knew some of the<br />
men killed in an<br />
August helicopter<br />
crash in Afghanistan.<br />
<strong>The</strong> men he<br />
knew had children,<br />
he said.<br />
“I kept thinking,<br />
‘How can I honor<br />
these guys?’ ” he<br />
said. <strong>The</strong> best way,<br />
he decided, was to<br />
raise money for the<br />
Special Operations<br />
<strong>Warrior</strong> Foundation,<br />
which allows<br />
children of fallen<br />
Special Operations<br />
personnel to attend<br />
college.<br />
<strong>The</strong> ruck march is modeled after an 812-<br />
mile one that Special Tactics airmen make<br />
from Lackland, Texas to <strong>Hurlburt</strong> Field each<br />
year that one of their own is killed. <strong>The</strong> most<br />
recent was held in October.<br />
McGowan received permission from base<br />
officials, got sponsors and started assembling<br />
a group of aviators willing to do “this<br />
crazy march” carrying at least 40 pounds on<br />
their backs.<br />
Col. Jim Slife, commander of the 1st Special<br />
Operations Wing, said he was impressed<br />
with McGowan’s initiative and commitment.<br />
“Here’s a guy that has a passion for<br />
something and instead of just talking about<br />
it, he went out and did it,” said Slife, who<br />
walked the first six miles with the group.<br />
Quality Imports agreed to provide transport<br />
vehicles and gas for those accompanying<br />
the marchers. Cumulus radio stations<br />
will broadcast updates from along the route.<br />
<strong>The</strong> goal of the march is to raise $15,000.<br />
One of those who agreed to train and take<br />
on the challenge was John Trostle.<br />
“Really hits close to home,” he said, taking<br />

God forbid, dies in combat, at least we know<br />
there are organizations out there to help us<br />

McGowan said<br />
the marchers<br />
trained in various<br />
ways. Some of them<br />
ran on treadmills<br />
during desert<br />
deployments; one<br />
did push-ups in a<br />
plane on combat<br />
missions. Those<br />
stationed at home<br />
in the pre-march<br />
weeks took long<br />
walks with heavy<br />
packs to prepare<br />
their bodies.<br />
<strong>The</strong> 11 men and<br />
women will cover<br />
the distance in<br />
four teams. Each<br />
team will march 12<br />
miles before being<br />
relieved by the next<br />
team. <strong>The</strong>y’ll march<br />
day and night,<br />
through weather<br />
that might include<br />
record cold.<br />
“Our motto is<br />
to honor our fallen, step by step,” McGowan<br />
said.<br />
In their first six miles Sunday morning,<br />
they passed a small group of men, women<br />
and children waving flags and playing patriotic<br />
music outside of a Latino church. <strong>The</strong><br />
children rushed forward to hand the commandos<br />
stuffed animals, which the marchers<br />
strapped onto rucksacks.<br />
“It’s an extreme boost,” McGowan said,<br />
of that kind of support. “We could have been<br />
on mile 12 and we’d see that and we’d say,<br />
‘We can go another 12 miles.’”<br />

money used to modernize<br />
weapons, infrastructure<br />
and<br />
benefit<br />
programs<br />
over<br />
the past<br />
decade,<br />
might be<br />
deemed<br />
“inappropriate,”<br />
CRS advises<br />
in a<br />
new report, “A Historical<br />
Perspective on ‘Hollow<br />
<strong>For</strong>ces.’ ”<br />
A delicate issue in<br />
preparing the report<br />
must have been who to<br />
caution. <strong>The</strong> authors, defense<br />
specialists Andrew<br />
Feicket and Stephen<br />
Daggett, direct their<br />
advice to “military leaders.”<br />
But the specter of a<br />
hollow force seems more<br />
often to be raised these<br />
days by lawmakers, particularly<br />
by Republicans<br />
who suggest the Obama<br />
administration is willing<br />
to allow readiness to<br />
fray. CRS exists to serve<br />
Congress, however, not to<br />
chastise it.<br />
Five of seven suspected<br />
causes for the<br />
sorry state of the armed<br />
forces after the Vietnam<br />
War, while transitioning<br />
to an all-volunteer military,<br />
are “non-applicable”<br />
to today’s military, the<br />
report says. <strong>The</strong> current<br />
force isn’t buffeted by low<br />
public support, severe<br />
recruiting and retention<br />
challenges, lousy pay,<br />
obsolete equipment or<br />
inadequate maintenance<br />
dollars.<br />
If there’s an issue with<br />
troop morale today, it’s<br />
due mostly to frequent<br />
deployments, a problem<br />
that is easing, the report<br />
says. And while an era<br />
of smaller budgets has<br />
arrived, the current inventory<br />
of modernized<br />
equipment “appears relatively<br />
robust,” the report<br />
says.<br />
“Most of the conditions<br />
that existed in the<br />
1970s do not exist today,”<br />
it says. “It also is unlikely<br />
… even in the case<br />
of drastically reduced<br />
military funding and a<br />
smaller military, (that)<br />

recruit quality would<br />
decline, pay and benefits<br />
would be drastically cut<br />
or U.S. public support<br />
for the military would<br />
significantly decline,” all<br />
of which happened after<br />
Vietnam.<br />
Republicans criticize<br />
the administration on<br />
two fronts regarding<br />
defense spending in the<br />
next decade. <strong>The</strong>y don’t<br />
like how $488 billion in<br />
cuts through 2021 are<br />
to be implemented, as<br />
outlined by Defense Secretary<br />
Leon Panetta in<br />
late January, although<br />
Congress did agree to<br />
the overall size of those<br />
cuts in last year’s Budget<br />
Control Act.<br />
<strong>The</strong>y also don’t like<br />
Obama holding lawmakers<br />
to an onerous deal<br />
struck last August: that<br />
if a bipartisan “super<br />
committee” couldn’t<br />
reach agreement by last<br />
Christmas on cutting at<br />
least a trillion dollars<br />
more of the federal debt,<br />
then a “sequestration” of<br />
automatic cuts would begin<br />
in 2013. About half of<br />
that cut would be applied<br />
to defense over 10 years<br />
unless Congress agrees<br />
on a different response<br />
to the super committee<br />
debacle.<br />
On Panetta’s plan for<br />
the first set of cuts, to<br />
draw down ground forces<br />
by 100,000 and rely more<br />
on unmanned systems<br />
and Special <strong>For</strong>ces units,<br />

of the House Armed<br />
Services Committee,<br />
said impact will be “far<br />
deeper than Congress<br />
envisioned in the Budget<br />
Control Act, because of<br />
strategic choices the<br />

released its report suggesting<br />
“hollow force” is<br />
a hot-button term being<br />
used today inappropriately,<br />
at least by some.<br />
“An informed discussion<br />
may be best served<br />
by military leaders avoiding<br />
reference to a ‘hollow<br />
force’ and adopting a<br />
more measured approach<br />
to inform Congress and<br />
other decision makers<br />
about their concerns<br />
for the future state of the<br />
U.S. military,” the report<br />
says.<br />
It notes that Gen. Edward<br />
C. Meyer, then Army<br />
chief of staff, introduced<br />
the term “hollow Army”<br />
during May 1980 testimony<br />
before the House<br />
Armed Services Committee.<br />
Pay and benefits<br />
had eroded so dramatically<br />
that the Army a year<br />
earlier had missed its<br />
recruiting target by 15,000<br />
and the Navy was short<br />
20,000 petty officers. Six of<br />
10 Army divisions stateside<br />
were deemed “not<br />
combat ready.”<br />
Obama’s 2013 budget<br />
request, to be released<br />
Feb. 13, will propose higher<br />
TRICARE fees for all<br />
military retirees. It also<br />
will assume full military<br />
pay raises in 2013 and<br />
2014 but smaller increases<br />
starting in 2015.<br />
CRS notes that basic<br />
pay has climbed by 35 percent<br />
since 2001.<br />
“When increased<br />
housing allowances, subsistence<br />
allowances and<br />
enlistment and re-enlistment<br />
bonuses are added,<br />
total take-home pay has<br />
increased even more. And<br />
when increases in retirement<br />
benefits, due to TRI-<br />
CARE for Life medical<br />
benefits and concurrent<br />
receipt of military pay<br />
and veterans disability<br />
benefits, are considered,<br />
military compensation<br />
has grown more than 55<br />
percent above inflation<br />
since fiscal year 1998,” the<br />
report says.<br />
Yet CRS cautions<br />
against reducing military<br />
compensation to address<br />
budget deficits.<br />
“Congress might want<br />
to consider carefully how<br />
such changes would affect<br />
the quality of the force<br />
(if) the economy recovers<br />
and private employment<br />
prospects for potential<br />
military-age recruits<br />
improves, making the<br />
military a less attractive<br />
employment option,” it<br />
says.<br />
