Budget: Cuts while keeping agile, flexible, ready force
By Tech. Sgt. .
Richard Williams
Air Force Public Affairs Agency
WASHINGTON — The
Air Force released its fiscal
2013 budget Feb. 13, and
stressed the need for difficult
budgetary cuts to meet
the new defense strategy
while maintaining the service’s
agility, flexibility and
readiness.
The Air Force is requesting
$154.3 billion in the
president’s 2013 budget, a
reduction of five percent
from the $162.5 billion the
service received in fiscal
2012.
“The Air Force made
some very difficult choices,”
said Maj. Gen. Edward L.
Bolton Jr., the deputy assistant
secretary for budget.
“But it was our priority to
tightly align with the new
strategy and also stay within
the fiscal environment as
a result of the realities we
are facing economically.”
The Air Force Strategic
Choices and Budget Priorities
paper, released by
Secretary of the Air Force
Michael Donley and Air
Force Chief of Staff Gen.
Norton Schwartz on Jan. 27,
calls for streamlining of the
force, making it smaller and
more efficient with care to
not create a hollow force.
Under the Budget Control
Act, the Department of
Defense is required to reduce
expenditures by $487
billion over the next 10 years
with a reduction of $259 billion
over the next five.
“It is worth noting that
our budget has reduced by
12 percent in real terms
since FY09,” Bolton said.
“So we have seen a consistent
trend of reductions in
the budget.
“The Air Force budget
portion of the Budget Control
Act reductions over the
next five years is $54 billion,”
Bolton said.
The Air Force’s portion is
not a result of simply dividing
responsibility between
the services. Instead, the
budget amount is strategy
driven, while maintaining
a properly equipped force
The Air Force is requesting $154.3 billion
in the president’s 2013 budget, a reduction
of five percent from the $162.5 billion the service
received in fiscal 2012.
with the ability to deter,
deny and defeat an opportunistic
aggressor in a combined
campaign any time,
anywhere, he added.
“The strategy requires
a different force structure
and different tools; the Air
Force is realigning the total
force to address the future,”
Bolton said.
The service has drawn
down many times in the
past, but never as a nation
still at war. Previous size reductions
focused more on
maintaining force structure,
which left the Air Force with
a hollow force, he said.
“It is really about balancing
risk among the themes
of force structure, readiness,
modernization and
taking care of our people,”

Bolton said. “We have sized
the force to the strategy
within the fiscal constraints
we are facing.”
The Air Force is looking
at a nearly $3 billion reduction
in procurement cost because
the service divested
and is purchasing less hardware.
Also, there is a reduction
of about $500 million
in research, development,
testing and evaluation, but
the Air Force continued its
focus on modernizing key
components that will maintain
the service’s technological
edge, Bolton said.
“Funding for intelligence,
surveillance and reconnaissance
and space remain a
priority,” he added. “We will
continue to develop programs
in ISR ensuring we
are supplying this skill set
to the joint warfighter and
coalition partners.”
According to Bolton,
funding also remains in
place for the F-35 Lightning
II joint strike fighter
— the centerpiece for future
modernization to be
able to prevail in contested
environments.
“Ensuring fiscal goals
are met and fleet modernization
continues are only
half of the goal in the new
strategy,” said Bolton. “Taking
care of Airmen and their
families is a key component
and cannot get lost in talking
of mere numbers.
“We are reducing the
force by 9,900 Airmen, which
will reduce the end strength
of active duty, Guard and
Deadline near for HSC scholarships
By Raquel Sanchez
1st Special Operations Wing
Public Affairs
The March 1 deadline
for students to apply for
a 2012 Hurlburt Spouse’s
Club scholarship is fast
approaching.
The HSC has provided
scholarships to Hurlburt
Field’s military families
for more than 30 years to
recognize the academic
achievements of dependents
wanting to pursue a
higher education.
“We value education
and want to support all
military dependents so
they have the opportunity
to attend college,”
said Jane Richard, HSC
scholarship chairperson.
“Scholarships are one
way we can help military
families with educational
expenses given the rising
cost of tuition.”
This year the HSC plans
to award $8,000 in three different
scholarships: senior,
spouse and turnaround.
The senior scholarship
is open to graduating high
school seniors who have
maintained a “B” or better
This year the HSC plans to award
$8,000 in three different scholarships:
senior, spouse and turnaround.
grade point average. This
year, a turnaround scholarship
will be awarded to
a senior who has made
significant improvement
during the course of their
academic career. The HSC
will also award a scholarship
to a spouse wanting
to pursue a professional
degree for fall 2012.
Those eligible to apply
for a scholarship must be
dependents of Hurlburt
Field military members
to include: active-duty, retired,
deceased or a remote
military member currently
on an unaccompanied tour.
If retired, deceased or remote,
the member’s last
duty station must have
been Hurlburt Field.
Applications are available
at the Airman & Family
Readiness Center, base
thrift shop, education office
and library or on the
HSC website. Eligible dependents
are encouraged
to apply. Applications will
be reviewed and selected
by a panel of judges from
the local community.
Scholarship recipients will
be honored at an awards
luncheon at the Soundside
Club in April.
“I feel it is important to
offer scholarships to Air
Force dependents since
the regular movement
of military life can sometimes
present challenges
qualifying for other scholarships,”
Richard said.
For more information
about the HSC scholarships,
email Jane Richard
at hsc.scholarships2012@
gmail.com.
Note: The HSC is a
group of spouses (enlisted
and officer) that participate
in many volunteer
programs to support the
military and local community.
Proceeds from the
base thrift shop and other
HSC fundraisers contribute
to scholarships.
Call for a consultation…
a 4.2 percent raise in basic
allowance for housing and
3.4 percent raise in the basic
allowance for subsistence
as a continuing growth of
compensation for service.
“We are budgeting more
than $700 million for family
programs including child
and youth programs and
child development centers,”
Bolton said. “We will continue
to take care of our folks;
we just need to ensure it is
being done efficiently under
tighter fiscal constraints.”
Housing is a key ingredient
to taking care of Airmen
and the Air Force is close to
reaching its goal of 53,000
Bob Kerrigan
Attorney
privatized housing units
force-wide with over 40,000
units in place and the remaining
units to be ready in
fiscal 2013.
“We’ve increased our
family housing budget by
$93 million and this will allow
us to meet our goal,”
Bolton said. “Completing
this transition is important
because we have found
through privatization we are
able to increase the quality
of housing for our Airmen
and their families.”
Looking back to the
2011 requirements — military
action and support in
Iraq and Afghanistan, supporting
NATO missions in
Libya, along with humanitarian
support to Japan following
a major earthquake
— Bolton reinforced the
reach and responsibility
placed on today’s Airmen
and emphasized the importance
of providing them the
tools required for a versatile
force.
“We will continue to do
everything we can to provide
them with the tools
they need to continue to be
the best Air Force in the
world for decades to come,”
Bolton said.

Commandos march for children of fallen heroes
By WENDY VICTORA
Florida Freedom Newspapers
As Air Commando “Ruckers”
marched along the shoulder of Martin
Luther King Boulevard Sunday
morning Feb. 12, they chatted and
joked and waved at motorists honking in
support.
“We’ve only got 445 miles to go,” one
joked, as the others laughed in response.
With every passing moment, that number
gets smaller.
Broken into teams, the 11 men and
women from Hurlburt Field will march day
and night until
Saturday Feb. 18,
their expected day
of arrival in Tampa
at the headquarters
of the U.S. Special
Operations.
The march was
organized by Deon
McGowan, who
knew some of the
men killed in an
August helicopter
crash in Afghanistan.
The men he
knew had children,
he said.
“I kept thinking,
‘How can I honor
these guys?’ ” he
said. The best way,
he decided, was to
raise money for the
Special Operations
Warrior Foundation,
which allows
children of fallen
Special Operations
personnel to attend
college.
The ruck march is modeled after an 812-
mile one that Special Tactics airmen make
from Lackland, Texas to Hurlburt Field each
year that one of their own is killed. The most
recent was held in October.
McGowan received permission from base
officials, got sponsors and started assembling
a group of aviators willing to do “this
crazy march” carrying at least 40 pounds on
their backs.
Col. Jim Slife, commander of the 1st Special
Operations Wing, said he was impressed
with McGowan’s initiative and commitment.
“Here’s a guy that has a passion for
something and instead of just talking about
it, he went out and did it,” said Slife, who
walked the first six miles with the group.
Quality Imports agreed to provide transport
vehicles and gas for those accompanying
the marchers. Cumulus radio stations
will broadcast updates from along the route.
The goal of the march is to raise $15,000.
One of those who agreed to train and take
on the challenge was John Trostle.
“Really hits close to home,” he said, taking
a break at their first stop. “I have two
kids myself. If one of the Special Operators,
God forbid, dies in combat, at least we know
there are organizations out there to help us
out.”
McGowan said
the marchers
trained in various
ways. Some of them
ran on treadmills
during desert
deployments; one
did push-ups in a
plane on combat
missions. Those
stationed at home
weeks took long
their bodies.
The 11 men and
women will cover
the distance in
four teams. Each
team will march 12
miles before being
team. They’ll march
that might include
record cold.
“Our motto is
to honor our fallen, step by step,” McGowan
said.
In their first six miles Sunday morning,
they passed a small group of men, women
and children waving flags and playing patriotic
music outside of a Latino church. The
children rushed forward to hand the commandos
stuffed animals, which the marchers
strapped onto rucksacks.
“It’s an extreme boost,” McGowan said,
of that kind of support. “We could have been
on mile 12 and we’d see that and we’d say,
‘We can go another 12 miles.’”
Fears of ‘hollow force’ unfounded, lawmakers told
Tom
Philpott
The Congressional
Research Service has a
message for those who
suggest planned defense
budget cuts and military
compensation curbs will
return America to the
“hollow force” era of the
1970s.
Such references, in
light of current force
quality and the amount of
money used to modernize
weapons, infrastructure
and
benefit
programs
over
the past
decade,
might be
deemed
“inappropriate,”
CRS advises
in a
new report, “A Historical
Perspective on ‘Hollow
Forces.’ ”
A delicate issue in
preparing the report
must have been who to
caution. The authors, defense
specialists Andrew
Feicket and Stephen
Daggett, direct their
advice to “military leaders.”
But the specter of a
hollow force seems more
often to be raised these
days by lawmakers, particularly
by Republicans
who suggest the Obama
administration is willing
to allow readiness to
fray. CRS exists to serve
Congress, however, not to
chastise it.
Five of seven suspected
causes for the
sorry state of the armed
forces after the Vietnam
War, while transitioning
to an all-volunteer military,
are “non-applicable”
to today’s military, the
report says. The current
force isn’t buffeted by low
public support, severe
recruiting and retention
challenges, lousy pay,
obsolete equipment or
inadequate maintenance
dollars.
If there’s an issue with
troop morale today, it’s
due mostly to frequent
deployments, a problem
that is easing, the report
says. And while an era
of smaller budgets has
arrived, the current inventory
of modernized
equipment “appears relatively
robust,” the report
says.
“Most of the conditions
that existed in the
1970s do not exist today,”
it says. “It also is unlikely
… even in the case
of drastically reduced
military funding and a
smaller military, (that)
5237318
recruit quality would
decline, pay and benefits
would be drastically cut
or U.S. public support
for the military would
significantly decline,” all
of which happened after
Vietnam.
Republicans criticize
the administration on
two fronts regarding
defense spending in the
next decade. They don’t
like how $488 billion in
cuts through 2021 are
to be implemented, as
outlined by Defense Secretary
Leon Panetta in
late January, although
Congress did agree to
the overall size of those
cuts in last year’s Budget
Control Act.
They also don’t like
Obama holding lawmakers
to an onerous deal
struck last August: that
if a bipartisan “super
committee” couldn’t
reach agreement by last
Christmas on cutting at
least a trillion dollars
more of the federal debt,
then a “sequestration” of
automatic cuts would begin
in 2013. About half of
that cut would be applied
to defense over 10 years
unless Congress agrees
on a different response
to the super committee
debacle.
On Panetta’s plan for
the first set of cuts, to
draw down ground forces
by 100,000 and rely more
on unmanned systems
and Special Forces units,
Rep. Howard P. “Buck”
McKeon, R-Calif. chairman
of the House Armed
Services Committee,
said impact will be “far
deeper than Congress
envisioned in the Budget
Control Act, because of
strategic choices the
President has made.”
On the sequestration
cuts, McKeon seeks to
derail them. He backs
See fears page 9

fears From page 8
the Down Payment to
Protect National Security
Act (HR 3662), which
would protect military
budgets by continuing to
freeze federal salaries
and cutting the workforce
by 10 percent over 10
years by refusing to fill job
vacancies.
“Last year, when the
super committee failed,
I pledged that I would
not be the chairman who
would preside over the
hollowing out of our military.
I renew that commitment
today,” McKeon said
Jan. 26.
Five days later, CRS
released its report suggesting
“hollow force” is
a hot-button term being
used today inappropriately,
at least by some.
“An informed discussion
may be best served
by military leaders avoiding
reference to a ‘hollow
force’ and adopting a
more measured approach
to inform Congress and
other decision makers
about their concerns
for the future state of the
U.S. military,” the report
says.
It notes that Gen. Edward
C. Meyer, then Army
chief of staff, introduced
the term “hollow Army”
during May 1980 testimony
before the House
Armed Services Committee.
Pay and benefits
had eroded so dramatically
that the Army a year
earlier had missed its
recruiting target by 15,000
and the Navy was short
20,000 petty officers. Six of
10 Army divisions stateside
were deemed “not
combat ready.”
Obama’s 2013 budget
request, to be released
Feb. 13, will propose higher
TRICARE fees for all
military retirees. It also
will assume full military
pay raises in 2013 and
2014 but smaller increases
starting in 2015.
CRS notes that basic
pay has climbed by 35 percent
since 2001.
“When increased
housing allowances, subsistence
allowances and
enlistment and re-enlistment
bonuses are added,
total take-home pay has
increased even more. And
when increases in retirement
benefits, due to TRI-
CARE for Life medical
benefits and concurrent
receipt of military pay
and veterans disability
benefits, are considered,
military compensation
has grown more than 55
percent above inflation
since fiscal year 1998,” the
report says.
Yet CRS cautions
against reducing military
compensation to address
budget deficits.
“Congress might want
to consider carefully how
such changes would affect
the quality of the force
(if) the economy recovers
and private employment
prospects for potential
military-age recruits
improves, making the
military a less attractive
employment option,” it
says.
Cultural and economic
conditions facing today’s
military “bear little resemblance”
to the post-
Vietnam era, CRS
concludes. So while significant
budget cuts could
“have a major impact
on force structure and
weapon programs,” senior
military leaders will
determine how resources
are allocated, and avoiding
that hollow force “may
be expected to remain an
overarching priority.”
The authors might
have added that “hollow
force” will continue to be
heard, loudly and often,
in the upcoming budget
debates.
